PARKING & TRANSPORTATION SERVICES STANDARD PRACTICE
TITLE: INSTRUCTION NUMBER: STUDENT PERMITS 200-0053 TAGGING STUDENT RECORDS
I. PURPOSE The purpose of this P&TSP is to outline operational issues regarding student parking permits and tagging student records.
II. GENERAL Any student desiring to utilize campus parking spaces is required to register his/her motor vehicle with the Department of Parking & Transportation Services. Students may not register a motor vehicle or acquire a parking permit for a motor vehicle that is not owned/leased by themselves, their spouse, a parent or guardian without permission from the Director of Parking & Transportation Services or his/her designee. Parking violations for these vehicles will result in tagging the student’s records. The student records will be untagged only when the fines/late charges have been paid, or when citation appeals have been granted.
III. PROCEDURES A. All parking citations issued by ECU Parking Control Officers will require vehicular checks in the parking management software and DMV databases. In the event that the checks reveal that the vehicle is owned/leased by the student’s spouse, family member, parent or guardian, the student is held responsible/accountable for the citation. All citations must be paid within 10 business days to avoid the addition of a $5 late fee. Fines can be paid in person at the Parking & Transportation Services office with cash, personal check, VISA, Master Card, or through a student’s Gold Key account. Citation payments may also be made online via the OneStop Account. Parking & Transportation Services provides an overnight drop box located next to the main entrance at 305 E. 10th Street. Payments mailed to the office should be paid by personal check. Do not mail cash.
B. The student’s record will be tagged when a vehicle (for which it is determined that the student is responsible) receives a parking citation. Citations placed under appeal (all appeals must be submitted within 10 business days of the date of the citation) will not impact the student’s record until adjudicated by the Appeal Committee. Note: The citation must be paid before second or subsequent appeals are submitted.

TITLE: INSTRUCTION NUMBER: STUDENT PERMITS 200-0053 TAGGING STUDENT RECORDS C. Inquiries regarding parking citations may be referred to Parking & Transportation Services for information purposes, i.e., date of citation, location received, type of vehicle, etc.
D. The Director of Parking & Transportation Services or his/her designee will report the names of students who do not comply with registration provisions to the University Judicial Officer. If appropriate, such students may be disciplined in accordance with University procedures.
E. The student, for whom an ECU parking permit is issued, is responsible for any and all citations of vehicles for which the parking permit is displayed upon. If a student fails to pay penalties required under this ECU Parking and Traffic Ordinance or fails to answer notifications, the student’s schedule for class registration will be held and his/her transcripts will not be released until the penalties are paid or the notifications answered. Parking & Transportation Services records are continuous during the student’s enrollment. The Department of Parking & Transportation Services is authorized to tag a former student’s records to ensure that no favorable action is taken regarding his/her re- entry or requests for transcripts, until the former student has cleared his/her parking and traffic citations.
F. The Department of Parking & Transportation Services is hereby authorized to suspend or revoke, for a period of time not in excess of twelve months, parking permits issued to students for any of the following reasons:
1. The student has received twelve parking violations of the ECU Parking and Traffic Ordinance within the period of 12 months.
2. The student has obtained a permit and displayed it on a vehicle other than the specific vehicle to which it was issued.
3. The student has falsified information for the purpose of obtaining a parking permit.
4. The student has altered a parking permit.
5. The University Judicial Officer has recommended suspension of parking privileges.

TITLE: INSTRUCTION NUMBER: STUDENT PERMITS 200-0053 TAGGING STUDENT RECORDS 6. The student has obtained a parking permit for a vehicle not owned by himself/herself, his spouse, a parent, a guardian, or immediate family.
Whenever a student’s parking and driving privileges are suspended or revoked, the student shall have the right to appeal in accordance with Article IX of the ECU Parking and Traffic Ordinance.
