Security Consultant

Aegis security consultants have a wide variety of experience and expertise gained in a range of appointments in the military, public or private sectors; and are capable of undertaking studies to examine and gauge security risks and associated issues. Also they have the necessary operational and commercial experience to provide innovative solutions to such security risks and make recommendations on mitigation. Our consultants are proficient in a number of specialist areas which include: 1  Maritime terrorism.  Training for specialist military, police, intelligence and security applications.  Close protection, force protection and physical security enhancements.  Medical, logistical, EOD and humanitarian support and disaster–relief assistance.  Insurance related security services.  Physical Security measures

Experience and Training. Military or intelligence experience in the areas of security and intelligence with experience equivalent to captain/major. Holds appropriate security clearance normally to at least Secret level.

Project Director (PD)

Description. The Project Director is to command, lead and manage all project personnel, and has overall responsibility for all aspects of the delivery of services via the contract to the government. The PD coordinates directly with the contracting officer as well as all task order contracting officer’s representatives (COR) and contracting officer’s technical representatives (COTR) regarding all aspects of the contract. He will also interface directly with senior commanders and their associated senior staffs. He will attended meetings, briefings, working groups and other forums as direct by the government. He is responsible for resolving problems identified by the customers regarding service delivery as well as the performance and discipline of the work force.

Experience and Training. He must have the experience commensurate with the rank of lieutenant colonel with command experience. Must hold appropriate security clearance normally to at least Secret level.

Regional Director (RD)

Description. The RD is responsible to the Project Director for the command, leadership and management of all project personnel deployed within his area of responsibility. He has overall responsibility for all aspects of the delivery of services under his specified task order within his designated operating area. The RD coordinates directly with the senior client representative and other internal and external actors and agencies regarding all aspects of contract. He will attended meetings, briefings, working groups and other forums as directed by the senior client representative. He is responsible for resolving problems identified by the customer regarding service delivery as well as the performance and discipline of the work force.

Experience and Training. He must have experience commensurate of rank of major having completed company level command. Must hold appropriate security clearance normally to at least Secret level.

Director Intelligence

Description. Director Intelligence is responsible for the provision of intelligence services as required to support the Government’s main effort. This includes direct management of central and deployed intelligence staff involved in the analysis and presentation of the threat to allow informed decisions on mission management and planning. This information is also made available to other entities involved in the contract. Key responsibilities include: management of the central intelligence (G2) operations (analysis, production and capability), development and implementation of the Intelligence Support Plan (ISP), oversight and maintenance of a common operating picture in relation to operations, intelligence analysis for future mission planning, and oversight of local security vetting.

2 Experience and Training. He must have experience commensurate with a former intelligence officer in the rank of major. Must hold appropriate security clearance normally to at least Secret level.

Intelligence Analyst

Description. Intelligence analyst staff employed in G2 cells are responsible for conducting analysis on the effects of ongoing operations. This analysis is focused on giving a clear picture of the effects of activities by hostile forces or unfriendly populace in order that client staff may make informed decisions. They are also responsible for providing threat information when required to other friendly entities involved in the wider effort. The basic role of all intelligence staff is to produce a high standard of written and oral analytical briefs to include the daily assessment, weekly assessment, thematic briefs, individual client briefs and other intelligence products.

Experience and Training. Analyst would have a proven track record of analytical rigor. Recent experience of region and its political and economic dynamics. Experience (preferably military) commensurate with the rank of warrant officer/captain. Must hold appropriate security clearance normally to at least Secret level.

Vetting Officer

Description. The Vetting Officer is responsible for ensuring that an employee background investigation is carried out for each Local National (LN), who is to be employed within the project in any capacity, and that the investigation process is in compliance with mandatory standard operating procedures, set by the US Government. The Vetting Officer would also as required interview LNs being employed by under command elements within the overall organization. Key responsibilities include:

 Vet all Local Nationals to determine if any condition is present to preclude them from being hired.  Obtain details of all LNs entering into employment with Aegis or the US Government.  Coordinate with THTs (Tactical HUMINT Teams).  Submit a Security Vetting Report outlining the suitability for employment (or otherwise) to the relevant Security Office.  Track and record progress of each LN through the investigation process.  Debrief any LNs as directed by the Director of Intelligence, the Regional Security Office and Security Office.  Interview individuals at the request of the project Security Office staff in order to ascertain continued employability in the event of prolonged absence, threats to personnel safety, and any suspicious circumstances.  Liaise with all project outstations to ensure compliance with SOP as set by the RSO, US Embassy and carry out interviews for the outstation as necessary, to provide assistance to Director Intelligence in recruitment of LNs, including identifying, assessing and interviewing potential LN recruits.  Provide guidance and training on vetting matters to US Government staff.

Experience and Training. Must have experience commensurate with warrant officer or equivalent law enforcement rank with counter intelligence experience. Must hold appropriate security clearance.

Director Operations

Description. The Director Operations is responsible for the overall co-ordination and staffing of all project operations relating to the contract, specifically functional responsibility for ground

3 movement and related tasks in the area that operations are being conducted. Key responsibilities include:

 The provision of staff support, operational advice and guidance to current operations.  Conducting operational Quality Assurance (QA) of contract movement operations in support of the mission.  The development of plans and procedures for current operations.  Operational oversight of project movement.  Provision of operational advice and guidance to US Government staff to respond to all related requests for operational information and statistics.  Maintenance and development of SOPs and TTPs.  Management of project OPSEC training and policy.  Management of Standard Operations Procedures (SOPs).  Conduct internal Incident Investigations.  Convene Operational Working Group (OWG) and After Action Reviews (AAR) as necessary.  Management and oversight of training to reflect operational requirements.

Experience and Training. Must have experience commensurate with the rank of major and experience in managing complex operations through subordinate organizations executing in numerous different locations. Must hold appropriate security clearance normally to at least Secret level.

Anti-Terrorism/Force Protection Officer (AT/FP)

Description. The ATFP provides specialist support to the client in the provision of facility security vulnerability evaluations, coordination of force protection (FP) measures, and risk mitigation management. Key responsibilities include:

 Taking overall responsibility to protect client personnel, information and critical resources from criminal and terrorist threats,  Provide support to client operations, physical security assessments, risk management and intelligence analysis in order to improve the safety and security situation.  Maintain continuous awareness of the operating environment and changing threat conditions,  Review information and make recommendations to adjust security forces, measures and operations based on the potential threat.  Assist client staff to conduct Local Vulnerability Assessments (LVA’s).  Assist in developing ATFP plans at all client facilities  Employing established standards and directives, to plan, coordinate and execute internal LVA’s by the client.

Experience and Training. Must have held previous military rank of at least senior NCO and appropriate security clearance.

Liaison Team (LT) Coordinator

Description. The LT Coordinator is the principal staff coordinator and advisor on subject matters relating to the LT concept and its implementation and operation throughout a project. Whilst RLTs may be commanded regionally and report directly to RDs, the LT coordinator remains responsible for the oversight of all LT operations, in conjunction with the Regional Directors, and for the management of all central reporting and strategic tasking. Key responsibilities include: 4  Daily management of the LT Coordination Cell as a part of the project central staff.  Development of the project LT concept.  Policy and SOP in accordance with the task requirements.  Liaison and information exchange with the client and other LT tasking generators.  Monitor and ensure that LT operations meet the various client information requirements.  Management of the LT reporting process.  Monitor and control proper allocation and usage of LT assets.  Monitor and control the planning, preparation, execution and post-mission procedures of LT operations in accordance with project SOPs and relevant Coalition Forces rules and regulations.  Support Aegis Director Intelligence in identification and selection of suitable expatriate and local national LT personnel.  Development of LT training policy, and provision of LT specific training and evaluation of LTs.  Close coordination and cooperation with project Mission Civil Affairs (RCA) in order to promote the identification and implementation of RCA projects.

Experience and Training. Must have been a previous company grade officer or senior warrant officer with operational experience in reconnaissance.

Liaison Team (LT) Leader

Description. The LT team leader is responsible to the Regional Director for the welfare and management of the LT team typically consisting of 6 expatriate and 7 LN staff, utilizing B6 light armored vehicles (LAV). The main LT tasks are the provision of project site reconnaissance, project site reporting and local liaison tasks. The LT will also assist in the delivery of Mission Civil Affairs projects. Key tasks include: management of LT mission planning; delivery of LT post mission reports in accordance with established SOPs; operational and administrative management of the LT members and team equipment, management of LT collective training standards; the provision of administrative and operational reports and returns as required.

Experience and Training. Must have been a warrant officer or SNCO with operational experience in reconnaissance.

Liaison Team (LT) Member

Description. Team members ideally are to have completed a personal protection course, have previous military reconnaissance or combat engineering experience, be conversant with weapon, driving and communication skills, and be physically fit.

Experience and Training. Must have security experience commensurate to a combat arms Junior NCO with operational experience in reconnaissance.

Director Communications

Description. The Director Communications is responsible for the project management of all radio communications and IT systems employed within the project, along with web management and development. This includes direct management of all central and deployed communications staff responsible for the management of all strategic, operational and tactical level communications systems. Key responsibilities include:  Provision of robust and reliable radio communications / IT solutions.  Delivery of a commercially secure web.  Provision of a database facility.  Planning, forecasting and management of the communications systems budget.  Management of all communications systems equipment.  Oversight of communications systems training. 5  The provision of reports and returns as required.

Experience and Training. Must have experience in military communications commensurate with a commissioned Officer, Warrant Officer or Senior NCO. Must hold appropriate security clearance normally to at least Secret level.

Civil Affairs (CA) Manager

Description. The Mission Civil Affairs (CA) Manager is responsible for the identification, implementation and management of a programme of low-cost, high-impact community development projects in support of the clients operations. CA also provides cultural training and education to the client on aspects of the local region and country. The manager would also act as the Public Affairs Officer (PAO) for mission activities. Key responsibilities include: direction and co-ordination of the project, including liaison with the client, any Coalition Forces and other friendly agencies, to liaise closely with the client and project staff on the identification and delivery of projects to support the overall mission.

Experience and Training. The Manager will have previous experience, knowledge and understanding of international development, project development and administration, and knowledge of civil-military co-operation with experience in post-conflict environments.

Director of Security

Description. Director of Security is responsible for the efficient management of all security tasks. Key responsibilities include the efficient command, management and oversight of the training of expatriate, third country national and local national staff; security liaison with the client and other security entities; oversight of force protection including the production maintenance and development of the relevant operating procedures and contingency plans; and to undertake security investigations as required.

Experience and Training. Must have security experience commensurate to a combat arms commissioned Officer, Warrant Officer or Senior NCO. Must hold appropriate security clearance normally to at least Secret level.

Operations Officer

Description. The Operations officer is responsible for the day to day management of all consultancy and training tasks based and operating in the area of operations. He also provides the day to day liaison with the client and other agencies involved in ongoing operations. Responsibilities include:  Command, motivate and train all management and operational staff.  Ensure supervision of task scheduling and mission management.  Develop SOPs.  Manage all operational resources in an efficient manner.  Ensure that reports and returns are submitted in time.

Experience and Training. Must have experience commensurate to the held previous military rank at company command level.

Director Personnel Administration

Description. Director Personnel Administration is responsible for all project personnel and related administrative management, including the direct responsibility for the supervision of all expatriate and local staff involved in personnel staff work. The duties are varied and diverse and incorporate management of the following:

6  The manpower establishment.  Personnel files and contracts.  Payroll management.  Insurance claims.  Medical evacuation.  Travel and movement.  Badging  Submission of administrative returns and administrative investigations.

Experience and Training. Must have previous experience in personnel management commensurate with a commissioned Officer, Warrant Officer or Senior NCO.

Director Logistics

Description. The Director Logistics is responsible for the project management of all logistic disciplines, supply and materiel maintenance, life support and fleet management. This includes direct management of all central and deployed logistics staff responsible for regional logistics management. Key responsibilities include:  Safety and Occupational Health management.  Relationship management with the vehicle servicing provider.  Government Furnished Equipment (GFE) management and liaison with the client Property Administrator (GPA), to ensure maintenance of equipment husbandry and care in accordance with administrative regulations and the equipment care guide. Also, to ensure that all Lost Damaged and Destroyed (LDD) action is carried out as required the provision of reports and returns as required.

Experience and Training. Must have previous experience in logistic management commensurate with the experience of a senior logistics commissioned Officer, Warrant Officer or Senior NCO.

Manager Training / Research & Development (R&D)

Description. The Manager Training/ R & D is responsible for delivery of all project and contractual training requirements, and to undertake periodic training needs analysis in support of the project. In addition, is responsible for all theatre based operational research in response to tactical or equipment requirements identified by project/client staff and to undertake R& D studies. Key responsibilities are:

 Management of the training staff.  Production and updating of the Training Forecast of Events (TFOE).  Maintenance of personnel training records and monthly training returns.  Updating training programs and syllabuses (tactical, weapons management and shooting, and driving.  Implement range and training safety supervision.  Attend as a member of project meetings and working groups as required.

Experience and Training. Must have experience in military training commensurate with the rank of Warrant Officer at battalion level in a training capacity.

Pre-Deployment Training Consultant

Description. Consultant to provide country or theatre pre-deployment information for US forces. Specifically Aegis consultants have provided pre-deployment training for senior members of Corps and Divisional command staff destined for Iraq. This has included an explanation of: the role of contractors (engaged in both mission and private security) and the military interface with

7 them; the organization in place to provide such contractors with operating information and the US military with visibility of contractors operating within their battle space; and the procedures established for the use of military Quick Reaction Forces (QRF) and casualty evacuation (CASEVAC).

Experience and Training. Recent experience of civil/military interface. Military or intelligence experience commensurate with the rank of captain/major. Must hold appropriate security clearance normally to at least Secret level.

Training Instructor

Description. The Instructor is responsible for the planning, and execution of day to day induction training and continuation training, including weapon qualifications and training certification. The Training Instructor will be called upon to implement new training strategy and training syllabuses as required and will be responsible for:  Liaison with other departments to develop Training Syllabuses for Courses / Cadres where necessary.  Application of appropriate risk management to all training activities.  Reports on all new inductees and all attendants to promotion cadres upon course completion.  Support the Training Manager in the development and instruction of new TTPs and SOPs.

Experience and Training. The Instructor is to have as a minimum, a military background and be a certified weapons and range instructor, (and hold as a minimum a British Army Range Management Qualifications Level III or equivalent). Should be IT literate, have a Full current valid driving license, previous instructional experience with previous CP type experience, a first aid qualification and posses a good level of inter-personal/communication skills.

Contract Manager

Description. The contract manager provides the contractual interface between Aegis and the client regarding issues of contract compliance, cost and payment of invoices. The manager will identify issues and in coordination with the client develop and implement solutions to contractual issues. The manager attends all meetings addressing the contract although is not the representative of Aegis corporately for the contract.

Experience and Training. The manager should have three years of experience in the administration of contracts.
