HENRIETTA TOWNSHIP BOARD MEETING (Unofficial) May 10, 2012 – 7:00 p.m.

Attendance: Dave DeLaHunt, Gary Nasser, Russell Johnsrud, Brenda Carpenter, Janet Gruis, and Deborah Anderson.

The meeting was called to order by Chairman DeLaHunt at 7:00 p.m. followed with the Pledge of Allegiance.

It was announced that the meeting is being recorded for clerk information only to complete minutes. After the minutes are approved the recording will be deleted.

Nasser made a motion to approve the minutes of April 12, 2012. Johnsrud seconded. Motion was called and carried.

Carpenter made a motion to table the road tour notes/minutes of April 24, 2012 to give each supervisor time to fill in missing information for the road tour template. Johnsrud seconded. Motion was called and carried.

Treasurer Gruis presented the treasurer’s report. Johnsrud made a motion to approve report as presented. Nasser seconded. Motion was called and carried.

Nasser made a motion to approve the bills. Carpenter seconded. Motion called and carried.

No response has been received from Allan Minnerath of Central Specialties, Inc. regarding the reimbursement of the Highway 34 project.

Road report was given by Ralph Sanquist. After the snowstorm roads were plowed as needed. Tar roads are being maintained. Downed trees are being cleaned up, working on crack filing, potholes are being filled with gravel, road tour completed. Pearson Brothers have been contacted for a quote. The culvert on Meadowbrook Lane has been cleaned out as the beaver are now gone. A request was made that the base of the hill at Deer Drive be swept of the loose gravel.

Johnsrud will work with Ralph on a five year road plan. 169th, 170th, Day Spring, and Dakota Beach Road are the priorities. Paul Larson has a petition with 10 signatures (out of 14 landowners) regarding work to be done on 170th Street. All this information was given to Johnsrud for follow up.

During public comment Elaine Hanson and Neil King voiced their concerns regarding 200th Street. The pot holes have been filled but they would like to see this road tarred.

Neil King has talked with the DNR regarding Festival Trail. The DNR has stated that a fence may be placed at the edge of this road on DNR property. Neil has concerns as to how this will affect all the Dorset business, parking, and access. This road does not meet township road standards. The board remembers that Michelle Piepkorn addressed the issue of the township adopting this road some time ago. The clerk was asked to find these minutes and forward to Johnsrud. He will talk with Tony Walzer at the Bemidji DNR office. Henrietta Township Minutes of May 10, 2012 Page 2

A buried cable permit is added as #10 to the agenda. Nasser made a motion to approve agenda with addition. Carpenter seconded. Motion called and carried.

OLD BUSINESS

Nasser made a motion to adopt Flintlock Drive. Johnsrud seconded. Motion called and carried.

Nasser has talked with the Hubbard County DAC regarding the cleaning of the town hall. The estimate was given between $20 and $30 per month. Clerk is to get a cleaning contract to Nasser. He will contact the Hubbard County DAC about signatures. The DAC has agreed to clean one month to see the amount of time it will take.

Discussion regarding the equipment at the Heartland Park in Dorset resumed. A donation could be made to the Dorset Business Association for this purpose. The township insurance will cover only if it was on township property. Schmid is the contact person with the Dorset DBA. When a dollar amount is known it will be addressed by the township board.

Carpenter reported that contact had been made with Keith Blumberg about replacing the carpet. He would not recommend replacing the carpet in the main section of the town hall, suggests only clean it. He could level out drain area and carpet just that section. Carpenter will get an estimate for the kitchen floor and file room floor to be replaced. She will also get an estimate for the cleaning of the carpet.

DeLaHunt has written a letter to the City of Park Rapids to follow up on the fire contract concerns. Johnsrud made a motion to accept letter as written. Nasser seconded. Motion called and carried.

Clerk was asked to go on line to see if a fire safe or regular filing cabinet is available. DeLaHunt made a motion that if a cabinet is found at $500 or less to make purchase. Johnsrud seconded. Motion called and seconded.

NEW BUSINESS:

Dennis Schell gave a presentation on Base One, Aggregate Base Stabilizer. He is representing Team Lab which is based out of Detroit Lakes.

Keith Canfield was present regarding his business in his home, Park Rapids Plumbing. He states that they hope to soon be able to relocate. The only concern of the township is the deliveries received by the semi- truck traveling on Dawn Drive. Keith will look into finding a drop off point other than Dawn Drive.

Johnsrud made a motion to accept the town hall rental application from John Claurer on behalf of the Peysenski Lake Association and to waive the fee. Nasser seconded. Motion called and carried. Carpenter opposed.

A draft letter to Vern Massie regarding the current status of the clean-up of Evening Drive #18846 was approved to be mailed.

A draft letter to Eric Buitenwerf regarding the current status of the clean-up of an old building located between Dogwood Road #16912 and #16940 was approved to be mailed. Henrietta Township Minutes of May 10, 2012 Page 3

The vacancies of the town board for the general election are: Supervisor (A): 4 year term Supervisor (B): 4 year term Treasurer: 4 year term Clerk: 2 year term

The updated 2012 directory was approved as correct.

The polling place is to be: Henrietta Township Hall, 19401 State 226, Park Rapids with the hours of 7:00 a.m. to 8:00 p.m.

Summer Short Course registration is due at $50 per person. Each individual is to register at the Minnesota Association Website.

A buried cable form request has been received from Arvig regarding the Eugene Anderson property. Permit approved by board. Clerk to fill out form, get signatures, and give back to Arvig.

The zoning administrator report was read which was received from Gary Korsgaden via email.

No written planning commission report was received. Johnsrud reported the planning commission is working at updating of zoning forms. They would like to see the updated forms posted on the township website.

Aaron Kjenaas voiced concerns regarding Day Spring Drive. Ralph will follow up.

Ralph will talk with Pearson Brothers.

The audit of the following records to be destroyed was completed.
