Title: Behavioral Health Specialist

Purpose: This position is responsible for establishing, fostering, cultivating and maintaining relationships with key stakeholders with the end goal of coordinating behavioral and physical health care. This position will work with Medical Services Administration (MSA) and Behavioral Health and Developmental Disabilities Administration (BHDDA) to develop appropriate technical assistance on Managed Care Rule, Parity Rule and coordination with special emphasis on common points for Medicaid Health Plans (MHP) and the Pre-Paid Inpatient Health Plan (PIHP).

Duties and Responsibilities:  Facilitate coordination between BHDDA and MSA and between PIHPs and MHPs to improve the health and well-being of individuals in both the behavioral and physical health care systems  Represent the Medical Services Administration and the Managed Care Plan Division of MSA in the work of the Shared Metrics project with the MHPs and PIHPs to improve care coordination and health care outcomes through integrated care planning.  Assists to identify, define and document gaps between health plans and develops solutions  Works with health plans to identify key areas of concern, elicit and document feedback  Be able to coordinate and prioritize work on multiple projects  Possess deep knowledge of the healthcare industry including behavioral health and physical health, managed care, and a perspective on future trends  Analyze and interpret federal regulations, state laws/statutes, administrative rules, contracts and current policy  Research and become knowledgeable of national trends, models and lessons learned  Understand the implications of co-morbidity for the entire health care system  Respond verbally and/or in writing to issues of interpretation and application  Assess the social, economic, political, operational, and organizational implications of existing and proposed program direction  Deliver high-quality and engaging presentations  Ability to explain topics and concepts in easy to understand language

Qualifications/Requirements

Education: A master’s degree in Administration or Healthcare preferred.

Experience: Preferred candidates will have:  5-7 years of experience in health care administration  5-7 years of Medicaid experience  5-7 years of behavioral health experience  3-5 years of experience in managed care environment  3-5 years of managed care financing experience  3-5 years of experience in outreach and education

Important Skills and Characteristics: o Exposure to business analysis, process documentation, information technology or systems design. o Exposure to health and human services planning, insurance regulation, and policy activities with state or federal government concerned with health care. o Exposure to any of the following is desirable: health information technology, health information exchange, Health Insurance Portability & Accountability Act (HIPAA), Medicaid, behavioral health, managed care, and public health policy. o Quantitative and qualitative evaluation skills. o Highly organized and disciplined. o Ability to effectively negotiate and facilitate solutions in a team environment. o Effective oral and written communication skills. o Proficiency in Microsoft Office—Excel, PowerPoint, Outlook, and Word.

Work Environment and Physical Requirements: MPHI is a standard office environment.  May require viewing a CRT or VDT screen 25% to 75% of the time  May require a valid vehicle operator’s license
