BOARD OF TRUSTEES Village of East Syracuse September 1, 2016

Following the Pledge of Allegiance Mayor Robert T. Tackman called the rescheduled meeting of the Village of East Syracuse Board of Trustees for Thursday, September 1, 2016 to order at 7PM

Present: Deputy Mayor James E. Carr, Jr., Trustee Janet L. Mattox, Trustee Carol Para, Trustee Daniel J. Wagner, and Mayor Robert T. Tackman.

Also Present: DPW Superintendent Ron Russell, III, Parks Director Tom Richardson, Village Clerk Patricia J. Derby, and Acting Fire Assistant Chief Tim Marcely.

Excused: Director of Code Enforcement Randy Capriotti, and Village Attorney Robert Germain.

One Village resident attended, Planning Board member Dick Robb.

Review of Correspondence A record of recent correspondence has been distributed to the Board of Trustees and all department heads to assist in monitoring activities.

Motion – by Trustee Wagner, seconded by Trustee Mattox - To accept the following vouchers for payment:

From Consolidated Fund Abstract, vouchers numbered 54907 through 55088 and Abstract in the amount of $237,632.58.

Discussion: Includes: 3rd quarterly payment for Intermunicipal Agreement extended police services; canopy repair; and usually monthly utilities, garbage contract and health insurances.

Recreation Commission

Motion – by Trustee Para, seconded by Trustee Mattox - To adopt a Resolution to reinstate the Recreation Commission made up of seven (7), as follows:

1 WHEREAS the Village of East Syracuse Board of Trustees created by resolution a Recreation Advisory Commission pursuant to the provisions of Article 13 of the General Municipal Law [December 4, 1961, May 10, 1976 and April 3, 2006]; and

WHEREAS, the recreational activities play a prominent role in shaping the community and enhancing the quality of life for the Village of East Syracuse residents;

WHEREAS, the Recreation Advisory Commission shall have no authority to act in place of the Board of Trustees, or in place of the Recreational Director, or in any manner in and of itself except to: review the annual Parks & Recreation budgets and make recommendations; work with the Recreation Director in suggesting and designing programs; evaluate existing recreation programs on a continual basis; and make any and all recommendations to the Board of trustees as the Commission deems necessary and appropriate; and

RESOLVED, that the Recreation Advisory Commission shall consist of seven (7) members to be appointed by the Mayor with the advice and consent of the Board of Trustees, with the Director of Recreation to serve as a non-voting member; and

RESOLVED, that the members of the Recreation Advisory Commission shall serve, without salary, for two (2) year terms commencing at the Annual Organization meeting each April (except that four (4) members appointed in the initial year shall serve for three (3) years so as to stagger the terms; and

FURTHER RESOLVED, that the members shall serve without salary for two year terms commencing on the first Monday in January.

Mayor Tackman proposes the following slate for the Recreation Commission: Carol Todd, for a two (2) year term to expire January 2018. Renee Simone, for a two (2) year term to expire January 2018. Carissa Gill, for a two (2) year term to expire January 2018. Chris Krupa, for a three (3) year term to expire January 2019. Becky Scott, for a three (3) year term to expire January 2019. Robin Cerio, for a three (3) year term to expire January 2019. Mickey Muscolino, for a three (3) year term to expire January 2019

2 NYCOM Fall Training School

Motion – by Trustee Wagner, seconded by Trustee Para - To approve the expenditure for attendance at training for Deputy Mayor Jim Carr, Trustee Janet Mattox and Trustee Daniel Wagner at NYCOM Fall Training School, in Saratoga Springs Monday, September 12th through Friday, September 16th. Registration is $285 (per person). Hotel is 297/night (4 nights = $1188). Will take Village gas card in lieu of mileage. ($285 + $1188 = $1473 each)

FEMA Program – Flood Control

Motion – by Trustee Mattox, seconded by Trustee Wagner - To schedule a Public Hearing regarding proposed Local Law No. 2 of 2016 for Flood Damage Prevention as authorized by the NYS Constitution Article IX, Section 2 and Environmental Conservation Law, Article 36 on Monday, October 3, 2016 at 7PM in the Municipal Building Court Room, 204 North Center Street, Village of East Syracuse.

Polling the Board: Deputy Mayor Carr – yes, Trustee Mattox – yes, Trustee Para – yes, Trustee Wagner – yes, and Mayor Tackman – yes. Motion carried.

A copy of the proposed law is available at the Village Office.

EFC – NYS Water Grant – SSO Phase 2

Motion – by Trustee Wagner, seconded by Deputy Mayor Carr - To accept the NYS Water Grant award for SSO Mitigation – Phase 2 and authorize the Mayor to execute the Grant Acceptance Acknowledgement. Project includes rehabilitation of approximately 12,500 lf of 6” to 15” diameter sanitary sewers using cured in-place pipe, replacement of 24 existing deteriorated brick manholes and rehabilitation/improvement of 20 existing concrete manholes using chemical grout sealing. Grant award is 25% maximum amount $370,835 with remainder 0% hardship loan $1,129,000. Village remains eligible for this funding until September 30, 2016.

Discussion: Mayor Tackman asked where the repairs were to be made. With Manlius Street scheduled to be re-paved it’s a shame to dig it up again.

DPW Superintendent Russell noted that this is work still identified under the DEC Consent Order. Looking to fix the worse leaks/infiltration first. Before Phase 1 work

3 commenced the entire Village system was inspected. Will meet with the Village Engineers before design to be sure the worse are taken care of. Polling the Board: Deputy Mayor Carr – yes, Trustee Mattox – yes, Trustee Para – yes, Trustee Wagner – yes, and Mayor Tackman – yes. Motion carried.

Motion – by Trustee Mattox, seconded by Trustee Wagner - To accept the letter proposal (agreement) for engineering services from O’Brien & Gere for SSO Mitigation – Phase 2.

Fire Department – FEMA Fire Grant

Motion – by Trustee Para, seconded by Trustee Wagner - To accept the Assistance to Firefighters Grant from Department of Homeland Security/FEMA in the amount of $336,600 ($320,572 grant award with 5% match of $16,028 from the Village) for MSA equipment.

Discussion: Mayor Tackman reported better news of receiving FEMA grant. Does include 5% match, plus any additional complimentary accessories. Assistant Fire Chief Marcely reports that the Committee has met with vendors. Hope to have everything in place by August 2017.

Motion – by Trustee Para, seconded by Deputy Mayor Carr - To authorize the withdrawal and closing of Capital Reserve account set up for Fire Department MSA Equipment with funds to be used for Village share of FEMA grant and related expenditures for MSA equipment.

Fire Department

Motion – by Trustee Para, seconded by Trustee Wagner - To accept the resignation of William Mosher from the position of part-time Firehouse Caretaker, effective August 31, 2016.

4 Kinne Street Curbs & Sidewalks

Motion – by Deputy Mayor Carr, seconded by Trustee Mattox - To accept the proposal from LaFleur Constructor to repair driveways at 105 Kinne Street and 107 Kinne Street for $1450.

Polling the Board: Deputy Mayor Carr – yes, Trustee Mattox – yes, Trustee Para – yes, Trustee Wagner – yes, and Mayor Tackman – yes. Motion carried.

DPW – Paving Project

At the August meeting approved $26,000 for repair of approximately 1400sf on Kinne Street and Manlius Street and 130 lf of granite curbing on west side of Kinne for $7800.

Motion – by Trustee Wagner, seconded by Trustee Mattox - To approve the following three (3) proposals from Suit-Kote paving and repair on Kinne Street and Burnet Ave:

 $67,270.90 for 1871 ft of Kinne Street  $36,419.41 for 400 ft on Burnet Ave  $54,917.73 for 953ft on Burnet Ave.

Discussion: All work will be submitted to CHIPS for reimbursement. Totals $279,928.73 – received $19,041.09 for Extreme Winter Recovery and $16,878.96 for PAVE NY, with balance from capital cumulative rollover balance. Suit Kote holds County bid.

Motion – by Trustee Wagner, seconded by Deputy Mayor Carr - To authorize the Mayor to execute agreement to enter into a lease for a John Deere 544K 4WD Loader from 5 Five Star for $141,233 with financing through John Deere Financial for 60 months.

Discussion: No payment due until end of 1st year. DPW Superintendent Russell reports that offered $18,000 in trade-in for old Loader.

Mayor Tackman asked how everything is going with the new Sweeper. DPW Superintendent Russell reports “excellent”.

5 Surplus

Motion – by Trustee Wagner, seconded by Deputy Mayor Carr - To declare the following surplus and send to County for auction:

Park & Pool

Motion – by Trustee Wagner, seconded by Trustee Para - To hire Sara Stevenson for Park Security/Supervisor at $11.50.

Discussion: Deputy Mayor Carr asked for how long this help will be needed. Parks Director Richardson reported through the second week in October, weather permitting.

Motion – by Trustee Wagner, seconded by Deputy Mayor Carr - To approve he expenditure of $2960 to Butler Fence to repair and replace 100’ of 11’ fence and 80’ of 10’chain link at Hanlon Pool.

Discussion: Mayor Tackman noted that the repairs are primarily at the gap around the pool area and down the McCool Ave side. Trustee Mattox asked that warranties for the work be added to the agreement.

6 Motion – by Trustee Para, seconded by Trustee Wagner - To accept the donation of $1199 from the East Syracuse Recreation Committee toward the purchase of the Expression Swing for $2499 from GameTime/Playcore.

Presentation – BOA

The Village has completed Step 2 – Nomination for the Brownfield Opportunities Areas program. Next step in the process is to request “designation” from the Department of State.

Designation of a Brownfield Opportunity Area (BOA) is intended to facilitate the realization of the vision and goals laid out in the BOA Plan, to return brownfield sites to productive use, and to restore environmental quality. By requesting designation of a BOA, the Village affirms that it is committed to the revitalization of the area impacted by brownfields.

Designation of Brownfields provides tools and incentives to encourage re-investment in the area, including:  Support – NYS Department of State is committed to providing on-going support to municipalities to pursue implementation of BOA Plans;  Priority and Preference – projects located in a designated BOA may receive a priority and preference when considered for NYS grants and other financial assistance;  Predictability – designation of a BOA demonstrates community support of an commitment to the goals of the BOA Plan; and  Brownfields Cleanup Program Tax Credit – Developers that are participating in the Brownfield Cleanup Program to remediate and redevelop sites in the designated BOA are eligible for tax credit “bump- up” of 5% if the development conforms to the BOA Plan.

Mayor Tackman acknowledged the work and efforts of the BOA Steering Committee, the Planning Board and Saratoga Associates in preparing the BOA Plan and their continuing efforts on the recommendations.

9 DEPARTMENT HEAD REPORTS

DPW – Superintendent Ron Russell, III

DPW Activity for August 2016

STREET REPAIR – DPW crew set up trucks and hauled stone for chip seal treatment. The following streets were sealed: Worth Street All Horton Place All Midland Street 100 block West Irving Street 200 block West Heman Street 100 block North Center Street 300 & 400 blocks East Ellis Street 100 & 200 blocks Ray Street All Terrace Street 100 block McCool Ave 100 block Spring Street All

The following streets were milled & filled in areas: West Irving Street 200 block Terrace Street 100 block North Center Street 100 block West Ellis Street 100 & 200 blocks

DPW hopes to repave Kinne Street (all) & Burnet Ave (Carr Street intersection to West Manlius Street).

PARKS & REC – DPW crews assisted with Taste of East Syracuse. Crew continued mowing/maintenance of Park. A problem with a pump controller was taken care of.

TREE WORK - Dead Ash trees were removed in the 500 block of McCool Ave and 100 block of East Irving Street. Trees were pruned and trimmed throughout the Village and several limbs that came down during high winds were addressed.

DRAINAGE – DPW crews & interns with the Central NY Regional Planning Board did a GPS survey of the village system and all catch basins were inspected for condition pipe, size & depth verified as compared to existing maps and GPS coordinates assigned to each basin. The survey results will be added to a County-wide database. Several problems with catch basins were repaired.

SIGN WORK – Damaged signs were replaced in the Silver Street area. This has been a problem in that area recently. Several other damaged/unreadable signs were replaced.

10 DPW Crews assisted with the replacement of the awning struts at the Municipal Building. Crews also assisted the Fire Department with installation of generator in Squad 1. All village streets were swept 2 times per MS4 guidelines. All other normal duties were performed and crews did a dedicated litter pick up in the Tractor Supply, Rico’s and Wal- Mart areas.

Chief Brewster will not be able to make tonight’s Village meeting, Tim Marcely will be there but he wanted to add;

 The Fire Department received part of the FEMA Grant they applied for. The Grant will cover $320,000. for SCBA but not the Rescue Truck. The Rescue Committee has a meeting setup tonight also to review the specs and would like to move permission to move forward with the purchase of the New Rescue.  SCBA grant, committee is meeting with the vendors once again to firm up pricing to purchase SCBA’s, replace the air bottles and new cascade system  New Chiefs cars are now in service, we are working out the bugs

Trustee Mattox asked that the Truck Committee forward specifications for review prior to going out for bid. Assistant Fire Chief Marcely noted that costs have increased 25% already since 5 years ago. Deputy Mayor Carr acknowledged that the whole thing hinges on a multi-year agreement with the Town of DeWitt.

11 Mayor Tackman reported that the new Chief’s vehicles are outfitted and in-service. The old Tahoe for Village use will be taken to East Syracuse Chevy for repairs estimated at $2200 to clean up the rust, fix the axle, bumper and AC.

Parks and Recreation – Director Tom Richardson

Hanlon Pool – Hanlon Pool Closed for season on August 27th. From June 20– August 27th approximately 6,000 swimmers checked in for open swim. This did not included swimming lessons, aquatic classes and pools rentals that kept pool busy all summer.

Hanlon Pool - Pool will be covered next couple weeks. Thank you to the DPW for all their work at the pool and in the Park this summer

Hanlon Pool Building – after a busy summer a good cleaning of building is needed. Floors, lockers, showers will all be scrubbed down in preparation for next season.

Ellis Field Park Pavilion – The pavilion was well used this summer. It was reserved 40 times over the course of the summer. There are still a few rentals in the fall.

Outdoor Movie night was held on Wednesday, August 24. Approx. 40 children and adults watched The Sponge Bob Movie.

Also in August was the 11th annual Taste of East Syracuse. Once again the highlight was a cook off between Mayor Robert Tackman & Wegman’s Chef Damien. 18 judges sampled foods and gave the victory to Mayor Tackman with a runaway vote. Thanks to all judges, vendors and organizations that participated and to the Noisy Boys who provided a full evening of entertainment.

The summer season ended at Hanlon Pool with the 8th annual Youth Day Picnic. Approximately 500 children received book bags filled with supplies needed for school. Food, refreshments and entertainment was provided to children and their families at no charge. Thank you to everyone who volunteered at the event and to any individual person, business or organization who donated in any way.

The seniors stayed busy. In August they traveled to the Mohegan Sun Casino and attended the State Fair. There will be a picnic at Onondaga lake Park Today. Wednesday they will be attending the musical Marvelous Wonderette’s with a lunch at Dominic’s. With school starting soon seniors will once again participate in the Intergenerational program where students from East Syracuse Elementary come to the Heman Street School Apts. and interact with the seniors

Senior Card Party’s will begin at the Village office (3rd floor) on Thursday, Sept 15th at 10:00 AM.

Bennett Manor Luncheon will start back up on Tuesday, October 25th

12 Deadline for Food Sense is Friday, September 16th. Cost increase to $20.50

Parks Director Richardson reports that the Pool closed for the season on Sunday. Will winterize and cover the pool. Moving on to a full slate of Fall programs.

BOARD MEMBER COMMENTS

Trustee Dan Wagner thanked Parks Director and DPW Superintendent for a great summer. Thanked Assistant Fire Chief Marcely for coming back to the Department.

Trustee Janet Mattox asked to know more about the First Annual Fall Festival. Parks Director Richardson notes that it is still in the planning phase and welcomes any ideas but central focus will be food, apples and pumpkins.

MAYOR’S REMARKS – Robert T. Tackman

Asked for volunteers to work with American Red Cross on Smoke Detector installation on Saturday, September 17th.

NYS DOT is doing some work on Manlius Street in preparation for milling and re-paving later this month. This will cause delays and reduce traffic to one lane. Still unsure if work will be done during the day or night. Project should take about 2 weeks.

DPW Superintendent reported that the Village work on Kinne Street will restore the curbing to Manlius Street before the State comes in for paving. The State is also doing work on the handicap access corners along Manlius Street.

Dick Robb asked that the BOA Plan be utilized in all planning and development decisions for the Village moving forward.
