Position Title: ESL Program Consultant

Responsible To: Executive Director, NKCES

Qualifications: Kentucky Teaching Certification with ESL Endorsement, K-12 ESL Teaching Experience

Knowledge Of:

 Title III of the No Child Left Behind Act  State guidance regarding Title III law  Appropriate supervisory and evaluative procedures  Research based instructional practices  Appropriate instructional materials  Financial and statistical monitoring and control

Ability To:

 Administrate the program  Plan, organize, and coordinate program initiatives  Work independently with little direction  Analyze situations accurately and adopt an effective course of action  Meet schedules and time lines  Complete work with many interruptions  Read, interpret, apply, and explain rules, regulations, and policies  Maintain records and prepare reports  Communicate effectively both orally and in writing  Establish and maintain cooperative and effective working relationships with others  Provide professional development for a variety of audiences on a variety of topics General Responsibilities/Duties:

Consult with districts to coordinate direct services for students with limited English proficiency to insure that the member districts of the Northern Kentucky Cooperative for Educational Services develop and provide services according to the specifications of the state and federal government including but not limited to the following.

• Inform administrators of district responsibilities under Title III law.

• Assist districts with the ELL District Procedures as outlined by KDE.

• Assist districts with the completion of reports/documents related to III funding.

• Assist districts with tasks related to WIDA ACCESS for ELLs annual assessment.

• Assist districts with the ongoing collection of student data needed for IC/STI.

• Assist districts in addressing individual student concerns such as retention, intervention, and special education referral.

• Consult with teachers and administrators regarding appropriate instructional strategies and resources for LEP students.

• Be available to assist teachers of LEP students in the design of curriculum and reporting student progress.

• Be available to assist with school/parent communication when concerns arise.

• Assist districts with locating and scheduling interpreters when necessary.

• Consult with districts regarding admission of students to prek programs based on appropriate criteria.

• Manage the distribution and collection of resource materials housed in the ESL program office.

• Be available to consult with administrators regarding their district’s professional development needs and provide training accordingly.

• Engage in professional growth activities including webinars, trainings, state Title III meetings, and conferences at the local, state, and national levels.

Days of Employment: 185 days Salary: Based on certification and experience
