Reports to - Deputy Manager

Purpose of the job

To manage a team and supervise staff and manage the Training Flats and Parkview Accommodation. To liaise with SGC Social Services, social workers and foster carers, in the provision of training to care leavers.

The Training Flats and Parkview Accommodation are in Kingswood, Bristol. At present there are 3 other staff normally based at this site a support worker, weekend staff and cleaner.

To work as part of a management Team Providing supervision to staff across our projects in Kingswood and Yate. To manage referrals for our training flats design and implement training with Support Workers. To work within SGYH Support Planning system providing support for residents in the hostel and other managed flats, to help them to develop a settled and secure lifestyle.

Key Tasks:

Supervision & management

1. To take a lead in providing a service in Kingswood and ensuring the provision of housing, training and support services, ensuring staff work to a high level.

2. To manage the training flat and ensure that the young people are getting good quality care and training.

3. To supervise frontline staff, provide technical advice to support staff and supervise quality of support and support planning.

4. To be responsible for the development and application of effective data collection mechanisms to monitor outcomes achieved by the services, ensuring that key performance targets are met/exceeded.

5. Attend management meetings and provide support in planning the staffing rota.

6. Supervise quality of housing management and in particular ensure rent collection and repairs procedures and to work with other managers and staff to provided contract monitoring.

7. Attend meetings and represent the organisation at fora agreed with the manager including board meetings where required.

8. Manage the office and maintain office systems. Hold safe key and authorise petty cash and procure items needed for work as and when needed.

Training Flats

9. To supervise the training flats and manage the waiting list, plan the training periods and liaise with social workers and foster carers.

10. To work with support staff to provide training sessions for young people to help them develop skills for independent living.

11. To contribute towards the development of the training programme.

12. To ensure that planning meetings are arranged and social workers and foster carers are consulted and informed of issues relating to the care and training of the young people.

Support Work

13. To work with the deputy manager to ensure that referrals are interviewed and select residents and maintain a waiting list for the hostels and Training Flats.

14. To manage a caseload of clients and provide support to them as necessary.

15. To complete and supervise the completion of needs assessments, risk assessments agree support plans and work with young people to keep support plans up to date.

16. To support staff to give advice regarding benefits, housing law and other matters as required and where appropriate negotiate with agencies on behalf of young people.

17. To liaise with other professionals and services and make appropriate referrals for specific services such as mental health services.

18. To provide resettlement advice for young people on our waiting list and make appropriate referrals.

19. To take part in the development of project procedures and documentation.

Housing management

20. To make sure rents are collected and to work with support staff to collect rents and to maintain accurate financial records on our computer system and liaise with Local Authority Housing Benefit Department.

21. To ensure that Tenancies and Licences are given in the correct legal manner and residents follow the house rules. To ensure residents are operating within the boundaries of their license and that their behaviour is appropriate.

22. To ensure young people are correctly warned and if necessary give notice and evict residents who do not follow house rules. This may mean representing the organisation in court with respect to an eviction.

23. To work with support staff to ensure that the hostel is kept in good repair -- report defects to housing association and ensure effective repairs are carried out.

24. To receive and deal with telephone and written enquiries from homeless young people, statutory/voluntary organisations and the general public.

25. To attend and chair team meetings, planning meetings, one2ones and other meetings as required and ensure that there is good communication throughout the team.

26. To implement the projects lone working policy and ensure the safety of staff.

27. To attend training and keep abreast of policy, changes in law and provision of services relevant to clients

Participation

28. Ensure that clients are aware of the project's equal opportunities policy and challenge where appropriate and also deal with and report complaints in line with the complaints procedure.

29. Encourage clients to participate, as far as possible, in the management of their project and development of the organisation.

30. Plan and organise events for young people with the aim of involving them in project policy or social policy matter relevant to youth homelessness and to arrange regular house meetings so that resident feel involved in the running of the organisation.

On Call & Flexible Cover

31. To participate in on-call service, and provide flexible cover as needed and work one weekend in four for 4 hours each day.

32. The postholder might be required, with reasonable notice, to attend meetings out of hours & travel to training.

33. In principle the postholder could be required to be rota’d to work at either site.

34. The postholder is expected to have a vehicle available and insured for work use and therefore be available for travel between sites.

35. Any other duties commensurate with the post.

Person Specification - Team Leader

Experience Requirement

1. Previous experience in a supervisory or line management role or can demonstrate the potential ability to manage staff.

2. Experience of working with young people (16/25) in housing need either in support work, youth work, social work, housing or similar field.

3. Ability to produce performance reports and reporting to funders and stakeholders.

4. Experience of managing risk issues and helping clients manage their behaviour.

Knowledge Requirement

1. A good understanding of youth homelessness and the key agencies and legal frameworks that impact on this client group.

2. Ability to understand basic relevant law such as the Housing Act 1996 (particularly part vii) and a basic knowledge of relevant legislation such as Mental Health legislation or the Children Act 1989 (particularly s17 & s20) as it pertains to housing.

3. Knowledge of the responsibilities of a landlord and how to manage tenancies and licences, understanding the obligations of the landlord and resident.

4. Have a good knowledge of welfare benefits commonly claimed by young people and be confident in supervising staff on welfare benefit issues.

5. Knowledge of a range of agencies, organisations and providers that deliver training and skills development and that can assist in the process of getting young people work ready and/or into employment or training.
