DRAFT MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 8 MAY 2017 at 6.45pm at Silkstone Sports Pavilion.

PRESENT Chair: Cllr Meryl Liddell

Councillors: Richard Bell, Andrew Browell, Richard Leech, Derek Liddell, Ron Stier and Susan Wareham.

In attendance: Barnsley Chronicle reporter and the Clerk.

PUBLIC QUESTION TIME

17-001 ELECTION OF CHAIR

RESOLVED to elect Meryl Liddell to the post of Chair of Silkstone Parish Council (nominated by Derek Liddell, seconded by Richard Leech and elected unopposed). The chair signed a declaration of acceptance of office.

17-002 ELECTION OF VICE-CHAIR

RESOLVED to elect Richard Leech to the post of Vice-chair of Silkstone Parish Council (nominated by Ron Stier, seconded by Richard Bell and elected unopposed)

17-003 APOLOGIES

RESOLVED to accept apologies from Cllr Debra Smith.

17-004 RESIGNATION OF A COUNCILLOR

RESOLVED to note the resignation of Steve Fletcher as of 6 May 17. Parish Councillors expressed their thanks to Steve for all his hard work during his time on the Council especially with grant applications.

17-005 DECLARATIONS OF INTEREST

RESOLVED to note Cllr Stier’s declaration of interest in expenses payments.

17-006 REGISTER OF INTERESTS

RESOLVED that all Councillors present signed a slip stating that their register of interests is unchanged. Cllr Debra Smith will be asked to sign in between meetings.

Silkstone Parish Council 8 May 17 17-007 INTERNAL AUDIT

RESOLVED to note the internal auditors report for 2016/20017 and to confirm that the actions recommended will be progressed.

17-008 APPOINTMENT OF INTERNAL AUDITOR

RESOLVED to appoint Mr D Hughes as the Parish Council’s internal auditor for the next financial year 2017/2018.

17-009 ANNUAL RETURN 2016/2017

RESOLVED to approve:

- The Clerks report on the annual statement of accounts/notes to auditor for the 2016-2017 financial year.

- Section 1 of the Annual Return – Annual governance statement 2016/2017

- Section 2 of the Annual Return – Accounting statements 2016/2017

The Chair signed the external audit.

RESOLVED that the intermediate audit questionnaire will be presented at the June 17 Parish Council meeting for approval. After which the complete audit paperwork will be submitted to the external auditor.

17-010 ANNUAL REPORT 2016/2017

RESOLVED to approve the annual report for 2016/2017.

17-011 NOMINATION OF CHAIRPERSONS TO PARISH COUNCIL COMMITTEES

AND WORKING PARTIES

RESOLVED to approve the committee structure showing chairpersons for the 2017/2018 financial year.

17-012 NOMINATION OF COUNCILLOR REPRESENTATIVES

RESOLVED to approve the list of councillor representatives to local groups and organisations.

17-013 MINUTES

RESOLVED to approve the minutes of the Silkstone Parish Council meeting held on Monday 3 April 17 as a true and accurate record.

RESOLVED to note the minutes of the Silkstone Playing Fields Committee meeting held on Monday 13 March 17. It was noted that there will be no rock in the rec event this year. Silkstone Parish Council 8 May 17 RESOLVED to note the minutes of the Annual Parishioners meeting held on Monday 10 April 17.

17-014 PLANNING APPLICATIONS

RESOLVED to return the following comments on planning applications to Barnsley MBC.

17-015 NEIGHBOURHOOD PLANNING

RESOLVED to note that Barnsley MBC have now progressed the application to designate the neighbourhood plan area as the boundary of the Parish.

FURTHER RESOLVED to note that Cllr Derek Liddell has agreed to take the lead on the Neighbourhood Plan with the steering group.

17-016 ASSET REGISTER

RESOLVED to note the asset register.

17-017 YLCA SOUTH YORKSHIRE BRANCH NOMINATIONS

RESOLVED to nominate Duncan Wright as chair of the South Yorkshire branch and Derek Liddell as the Vice Chair.

Silkstone Parish Council 8 May 17 17-018 SILKSTONE RECREATION GROUND a. Budget monitor 16/17

RESOLVED to note the budget monitor for the Silkstone Recreation Ground and Pavilion up to 31 March 17. b. Health & Safety

RESOLVED to note that the handyman will remove the swings in Conroyd wood where they are close to the footpaths or road.

17-019 HANGING BASKETS

RESOLVED to note that Barnsley MBC have been issued with layout plan of the locations of hanging baskets and they will seek licences from street lighting for the brackets/baskets on new lampposts. All but one of the sponsors has now paid.

17-020 ALLOTMENTS

RESOLVED to note the Clerk’s report relating to the Pack Horse Green allotment site. All but one allotment holder paid to date for 2017/2018 and all plots are in use.

17-021 SILKSTONE RECREATION GROUND – MEMORIAL TREES

RESOLVED that the Chair will speak with Jim Ritchie to ask if he knows the history of the plaque. The handyman will be asked to display the plaque in the Pavilion and a plaque suitable for outdoors will be purchased for display amongst the trees.

17-022 SILKSTONE COMMON SUMMER FAIR 2017

RESOLVED to note that the chilli lodge have agreed to hold a charity event to help raise funds for the defibrillators. The working party will invite all local groups to be involved.

17-023 FINANCE REPORT AT YEAR END TO 31 MARCH 17

RESOLVED to approve the finance report up to 31 March 17.

FURTHER RESOLVED that the full amount of the cost for the summer geraniums for around the Parish will be paid by the Parish Council. In future this payment will be made direct rather than being dealt with as a grant application from Silkstone in Bloom

17-026 MEETINGS

Silkstone Parish Council 8 May 17 Cllr Derek Liddell NALC executive meeting NCVO Conference ACRE conference where he gave a presentation on Public Works Loans.

YLCA/SLCC meeting

Cllr Ron Stier Penistone East Crime and Safety sib group meeting. 11 May – to attend a meeting at Penistone High school with Police regarding issues facing rural communities such as rural transport.

17-028 DATE OF NEXT MEETING
