Public comments regarding items not on the agenda will be heard at the end of the meeting. If separate discussion is desired, that item may be removed from the consent agenda and placed on the regular agenda by motion of the Council. a) Approve minutes of 10/12/09 Study Session. b) Approve minutes of 10/12/09 Regular Council Meeting. c) Amend minutes of 9/14/09 Study Session. d) Approve those Claim Checks dated through November 9, 2009 in the amount of $59,290.29 Check #’s 13135-13170 void check #’s 13171-13177 e) Approve those Payroll Checks dated through October 31, 2009 in the amount of $26,638.90; Check #’s 5309-5329 7) REPORTS/ANNOUNCEMENTS a) Planning Commission Report-There was no Planning Commission Meeting Held on Monday, November 9, 2009 b) Sheriff’s Report-Lt. Winters c) YVCOG Report-Mr. Wayne Hawver 8) PUBLIC HEARING(S) a) Proposed 2010 Budget including revenues 9) PRESENTATIONS\APPROVED ADDITIONS TO AGENDA a) Miss Taylor Ranger, “Senior Project” Electronic Message Board 10) UNFINISHED BUSINESS a) Allan Road Study b) Transfer of Almega Cable Inc. to J&N Cable-Still waiting on Cable Company to return appropriate paperwork c) New Proposed Animal Ordinance Council has the option to review these ordinances and accept them as is, change the ordinance to reflect their different views, table the ordinance, or instruct Attorney Watkins to re-draft and come back next month with the changes. 11) NEW BUSINESS a) Water/Sewer Rates, Mr. Ted Pooler of Huibregtse Louman & Associates. b) Garbage Rates, Mr. Scott Robertson, Waste Connections c) Yakima Valley Conference of Governments 2010 Budget and continuation of member participation at the specified assessment rate. d) Discussion of Temporary Units within Town Limits e) Mr. John McGowan Share the Vision f) Proposed Ordinance 651 FEMA updates 12) RESOLUTIONS AND ORDINANCES a) Proposed Ordinance 650-An Ordinance of the Town of Naches, Washington, amending Chapter 6.04: Animals Generally. b) Proposed Ordinance 651- An Ordinance of the Town of Naches, Washington, amending the Naches Municipal Code Section 15.12.080: Basis for establishing the areas of special flood hazard to update the Ordinance to include the date and approval of the most current flood insurance study. c) Proposed Ordinance 652-An Ordinance fixing the estimated amount of Ad Valorem Taxes to be levied to meet the Financial Requirements of the Town of Naches, Washington for the year 2010. 13) AUDIENCE PARTICIPATION Limit of approximately 3 minutes per person from the public with a limit of 20 minutes total. All New Business will be taken under advisement and any further action will be handled at the next meeting. 13) EXECUTIVE SESSION WHEN REQUESTED 14) OTHER BUSINESS 15) COUNCIL FYI ITEMS a) Asking Council to come up with ideas as to what we should spend the 3/10% money on in 2010 ie: More lighting, Speed Cart/Sign, more hours assigned to Sheriff’s office or any other idea you may come up with. b) Naches Ave Consultant approval by CA-Yakima County c) Washington State Open Government Conference-Council Attendance
