The “European Marine Biological Resource Centre” (EMBRC) in an ESFRI roadmap pan-European research infrastructure, devoted to the provision of high profile services and research capabilities for the sustainable utilization of marine biological resources promoting the European blue bio-economy. The “Conference of Peripheral Maritime Regions” (CPMR) represents the vast majority of European coastal regions from 28 countries, that works to ensure that EU institutions and national governments take into account common regional interests, and cooperate on practical projects enhancing their assets. Thus, CPMR is a key stakeholder to mediate the EMBRC wide-scale relationship with regions and the EU. Research infrastructures such as EMBRC must ensure sustainability in the long run and thus need to strengthen the partnership with regional stakeholders. EMBRC laboratories and services are located in peripheral maritime regions, often far from the major knowledge and decision-making centres. Typically, marine stations are also geographically separated from major concentrations of industry and located in areas with unemployment rates above the European average. In their Smart Specialization Strategies (S3), several maritime regions fully recognize the potential of blue growth and the bioeconomy as a way to mitigate these problems, raise their position in the innovation scale, and attractiveness to human and financial capital. In order to develop their S3s the Regions have access to European structural and social funds. Therefore, partnerships with the regions will contribute to sustainability of EMBRC and to economic growth and employment in the regions. At the local scale EMBRC national nodes have already their own established regional relationships. On the other hand, the CPMR decision of partnering with EMBRC was approved at the CPMR Board meeting in Inverness in June 2014, and was incorporated in CPMR´s maritime agenda for the year 2015. In the project pp2EMBRC a Memorandum of Understanding to foster the future collaboration between CPMR and EMBRC has been developed. In addition the regional S3s of different maritime regions have been mapped to identify the regions where Blue Biotechnology, in its wider sense, is considered as relevant for the economic development of the regions. Such activities will be presented in the workshop. The idea being that developing the blue biotechnologies, and that a sustainable exploitation of marine bioresources, should constitute a mechanism to improve the economies in maritime regions, the workshop will count on a series of invited speakers that shall drive the focus on the following discussion points: .- How have the regions identified the exploitation and valorisation of Marine Biological resources in their RIS3s .- How can EMBRC connect with the regions so it is taken in consideration within the European Structural Funds Operational Programmes? .- How can the regional funds and the European Structural Funds be used in changing Blue Biotechnologies from an emerging activity to a driver of economy and employment in Europe? .- How can the regions take advantage of EMBRC to boost their activities around the sustainable utilization of Marine Biological Resources? .- How can regions collaborate in the implementation of activities around the utilization and valorisation of Marine Biological Resources? .- Where are the bottlenecks and emerging challenges for the regions in developing their own Blue Economies and the common European Blue Economy? .- How can regions become relevant stakeholders for EMBRC? Discussion 11.30-12.00 Break 12.00-13.30 Round-table: Support from European regions to blue biotechnologies value chains This session and the following one will focus on concrete case-studies presented by regions explaining how the blue biotechnology economy has been developing on their territory, and through collaborations with other territories in Europe. The session will cover how regions are providing effective support to the development of blue biotechnologies through their policies (including through the use of European Strategy and Investment Funds).
