ANNEX C - MOTC JOB DESCRIPTIONS 1. INTRODUCTION Under the requirements for this task, job descriptions for each professional position within the re-structured MOTC are to be prepared. 1. JOB TITLE 1 Minister of Transport and Communications. 2. OBJECTIVE The Minister has overall responsibility for the transport and communications sectors in Georgia. The objective is to promote the development of a safe, sustainable and integrated development of transport and communications in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS The Minister is responsible to the President, the State Minister and the Parliament of Georgia and will make regular reports on transport and communications matters. The Minister will be the main official representative of Georgia on transport and communications matters to international and official bi-lateral organisations. The Minister will be responsible for the overall effectiveness of the Ministry of Transport and Communications and its constituent parts including, the Transport Safety Agency and the State owned transport companies. 4. MAIN TASKS For the most part the Minister will carry out the ministerial responsibilities through a specified system of delegation and control. In consultation with and with the approval of the President the Minister will be responsible for the appointment to a number of key positions in the transport and communications sectors of Georgia. These positions include the following:

 Deputy Ministers of Transport and Communications (transitional)  Heads of Modal Transport Administrations  The Chairperson of the Transport Safety Agency.  The Chairperson [Managing Director] and Board Members of the main State owned transport companies. The Minister will regularly assess and as appropriate re-confirm the membership of Georgia to the main international and regional transport organisations and international, regional and bi-lateral transport and communications agreements and will approve any new international memberships and international and official bi-lateral agreements. The Minister will approve the Georgian representation at the main international transport and communications meetings. The Minister will be responsible for the establishment of any official commission of enquiry as to transport matters and incidents and approving the membership and the terms of reference. The Minister will review and approve a number of key documents relating to the overall effectiveness of the Divisions of MOTC, the Modal Transport Administrations, the Transport Safety Agency and the State owned transport companies. The key documents include the following:  Official statements and papers on transport and communications policy.  Official Sector Development Plans and Projects.  Annual Budgets.  Appropriate Monitoring Reports.  Annual Reports on the overall effectiveness of the Ministry of Transport and Communications, the 3 Modal Transport Administrations, the Transport Safety Agency and the State owned transport companies. This delegated system will require the Minister to work closely with a limited number of key persons including the following:  The Deputy-Ministers of MOTC  The MOTC Division Heads  On specific occasions the Chairperson of the Transport Safety Agency. 5. MAIN OUTPUTS The main outputs will take the form number of key documents relating to the overall effectiveness of the Ministry of Transport and Communications, the 4 Modal Administrations, the Transport Safety Agency and the State owned transport companies. The key documents as set out above include the following:

 Official statements and papers on transport and communications policy.  Official Transport and Communications Sector Development Plans and Projects.  Annual Budgets.  Appropriate Monitoring Reports.  Annual Reports on the overall effectiveness of the Ministry of Transport and Communications, the 3 Modal Transport Administrations, Transport Safety Agency and the main State owned transport companies. The above documents will provide the basis for the Minister to report regularly to the President, the State Minister and Parliament. 6. METHOD OF APPOINTMENT The Minister is to be appointed by the President and this appointment is to be submitted to Parliament for confirmation.

1. JOB TITLE 2. Deputy – Minister MOTC (4 positions during transitional period) 2. OBJECTIVE As delegated by the Minister a Deputy - Minister has responsibility to advise the Minister and Division Heads regarding external affairs and the operation of the Ministry. The objective is to advise on policy, economic and legal aspects relating to the development of safe, sustainable and integrated transport and communications sectors in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS The Deputy Ministers are responsible to the Minister of Transport and Communications and will make regular reports on transport or communications matters to the Minister. In the absence of the Minister the most senior Deputy Minister will act on behalf of the Minister in relation to all matters. As requested by the Minister, the Deputy-Ministers will be the main official representatives of Georgia on transport matters to international and official bi-lateral transport organisations. 4. MAIN TASKS For the most part a Deputy-Minister will carry duties assigned to him by the Minister. He will advise the Minister in relation to sector activities and co- ordinate his work with Division Heads and Modal Transport Administrations. During the transition period there will be four Deputy Ministers; with advisory responsibilities for: Transport, Communications, MOTC Administration and Parliamentary co-ordination. The Deputy-Minister will review official documents arising from other Ministries and MOTC Divisions as requested by the Minister. The first deputy Minister will be responsible for Ministerial activities (namely co-ordination of MOTC activities) during the Minister’s absence. The first deputy Minister will also be responsible for the Services Unit of MOTC. 5. MAIN OUTPUTS The Deputy-Ministers will prepare reports on assignments made by the Minister. These reports will provide the basis for the Deputy-Ministers of MOTC to report regularly to the Minister. 6. METHOD OF APPOINTMENT The Deputy-Ministers of MOTC are to be appointed by the Minister in consultation with the President.

1. JOB TITLE 3 Head of Division, Minister's Office 2. OBJECTIVES The overall objective is to promote the policy and normative aspects relating to the development of a safe, sustainable and integrated transport sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. Specifically, the Head of Minister’s Office will be responsible for administrative, logistic and media support to the Minister and Deputy Ministers of Transport and Communications. 3. MAIN WORKING RELATIONS The Head of Minister’s Office will report to the Minister of Transport and Communications as well as to the Deputy-Ministers. The Head of PR Unit inside the Minister’s office and a small number of support staff will report to the Head of Minister’s Office. These staff will provide support services covering the diary planning, media, secretarial and travel activities. The Head of Minister’s Office will be required to work closely with the office of the President, the office of the State Minister and the appropriate offices of parliament as well as representatives of international organisations and bi-lateral governments. The Head of Minister’s Office will be required to work closely with Transport Policy and Inter-modal Co-ordination Division, Communications Division, Legal Division, International Relations Division, Heads of Modal Transport Administrations and in the future with the Chairperson of the Transport Safety Agency. 4. MAIN TASK The main task of the Head of Minister’s Office is the effective co-ordination of the ministerial activities. This will be achieved through the following activities:  Regular diary planning up to one year in advance and review and execution on a monthly, weekly and daily basis.  The organisation of the appropriate documentation and logistical support in advance.  The provision of travel, secretarial/interpreter, meeting, security and other logistic support services.  As appropriate the provision of speechwriting services, press releases and other media advice.

5. MAIN OUTPUTS The main outputs are well-organised sequence of ministerial activities that are achieved with a minimum of unforeseen incidents. On the one side this will result in the Ministers being well briefed in advance, arriving on time and being able to complete the planned schedule without undue delay. Good meeting notes will be required and follow-up action will be expedited. Equally the other parties involved in the ministerial activities will be able to carry out their own schedules as planned without undue delay and incident. 6. EXPERIENCE AND QUALIFICATIONS REQUIRED. The Minister will appoint the Head of Minister’s Office. He/she is likely to have the following background:  A graduate qualification and an ability to converse in English.  A wide range of working experiences covering, for example, international and national affairs, office and travel administration, logistic and security support in the last five years.  Office IT implementation experience in the last five years.  Good personal and inter-personal characteristics are required including appearance, patience and diplomacy.

1. JOB TITLE 4 Senior/Junior Officer, Minister’s Office, MOTC The Minister’s Office will be staffed by a number of professional staff each responsible for a specific aspect of the work programme of the Division. The following is a generic job description covering this professional group. 2. OBJECTIVES The overall objective is to promote the policy and normative aspects relating to the development of a safe, sustainable and integrated transport sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. Specifically, Senior/Junior Officer will have a task of assisting the Head of Minister’s Office in providing administrative, logistic and media support to the Minister and Deputy Ministers of Transport and Communications as well as organising official meetings / receptions according to the existing protocol. 3. MAIN WORKING RELATIONSHIPS The Officer will report directly to the Head of Division (Head of Minister’s Office). Junior/Senior Officer will provide support services covering the diary planning, official receptions, media, secretarial and travel activities. The Officer will work within a group of professional staff of the Division and will maintain a close working relationship with these work colleagues including the staff of the PR unit inside the Minister’s office. He/she will also be required to work closely with Transport Policy and Inter-modal Co- ordination Division, Communications Division, Legal Division, International Relations Division, Heads of Modal Transport Administrations and in the future with the Chairperson of the Transport Safety Agency. The Officer will have to interact with the representatives of other government institutions and international organisations. These are likely to include professional staff / representatives from:

MAIN TASKS The Officer will be required to focus and undertake a work programme agreed with the Division Head. The main task of the Head of Minister’s Office is the effective co-ordination of the ministerial activities. This will be achieved through the following activities:  Regular diary planning up to one year in advance and review and execution on a monthly, weekly and daily basis.  The organisation of the appropriate documentation and logistical support in advance.  The provision of travel, secretarial/interpreter, meeting, security and other logistic support services.  As appropriate the provision of speechwriting services, press releases and other media advice. 5. He/she is likely to be young individual with the following background:  An undergraduate degree and an ability to converse in English  Work experience in international and/or national affairs and in logistic support  An ability to converse in English

1. JOB TITLE 5 Head of Unit, Public Relations (PR), MOTC 2. OBJECTIVES To provide public relations support to the Minister, Deputy Ministers and MOTC at large and assist in the elaboration of the transport and communications policy relating to the development of safe, sustainable and integrated transport and communications sectors in Georgia taking into account the economic and social needs of the businesses and citizens of the country. To take responsibility for the development and maintenance of an effective public relations unit. 3. MAIN WORKING RELATIONSHIPS The Head of Unit will report directly to the Head of Minister’s Office. The Head of PR Unit will be responsible for a small public relations unit, composed of junior staff who will report directly to the Head of Unit on a daily basis. The Unit will be responsible for providing public relations support to all Divisions and Units within MOTC and for liaison with the press and general public. MAIN TASKS The Head of Unit will agree the work programme and the reporting system with the Head of the Minister’s Office. The tasks to be carried out will focus on the provision of public relations services for MOTC, the Minister and the Deputy Ministers. The key activities will include the following:  Preparation of regular press releases  press co-ordination  preparation of speeches for the Minister, Deputy Ministers as well as relevant MOTC officials  preparation of relevant publications  arranging presentations 5. MAIN OUTPUTS The Unit will prepare the press release illustrating appropriate indicators of output, which will be recorded in the Annual Report of MOTC. These indicators could include the following:  The effective completion of the annual audit  Staff recruitment and training against plan  The effective implementation of manuals of procedures/systems  Effective budget monitoring  Effective maintenance and operation of the building and equipment  Training progress  Public relations summary of MOTC results 6. METHOD OF APPOINTMENT AND QUALIFICATIONS REQUIRED. The Head of Public Relations Unit will be appointed by the Head of Minister’s Office in co-ordination with the Minister. The Head of PR Unit is likely to have the following background:  A relevant graduate or professional qualification in Public Relations and an ability to converse in English  Specific PR experience in a government body or a major enterprise in the last five years.  A further range of working experiences in management. OBJECTIVES To provide public relations support to the Minister, Deputy Ministers and MOTC at large and assist in the elaboration of the transport and communications policy relating to the development of safe, sustainable and integrated transport and communications sectors in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS

The Officer will report directly to the Head of PR Unit on a daily basis. He/she will have to work closely with the staff of Minister’s Office. The Officer will be responsible for providing public relations support to all Divisions and Units within MOTC and for liaison with the press and general public. It should also assist in the preparation of reports to various government bodies and prepare appropriate press releases on a regular basis. 4. MAIN TASKS The Officer will work within a group of professional staff of the Minister’s office and will maintain a close working relationship with these work colleagues. His/her immediate work colleagues will be the staff of the PR unit inside the Minister’s office. The Officer will have to interact with the representatives of other government institutions, press and international organisations. Head of Division, Transport Policy and Inter-Modal Co-ordination, MOTC 2. OBJECTIVES As delegated by the Minister the Head of the Division has the responsibility to advise the Minister on all transport matters within the sector. The objective is to advise on policy, economic and legal aspects relating to the development of a safe, sustainable and integrated transport sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS The Division Head, Transport Policy and Inter-Modal Coordination is responsible to the Minister of Transport and Communications and will make regular reports on transport matters to the Minister. He will also keep the relevant Deputy Minister informed regarding evolving transport policies, legal activities and international affairs. The Division Head will co-ordinate his work with the other Divisions of MOTC. For the most part the Division Head will carry the MOTC responsibilities of the sector through a specified system of delegation and control. This delegated system will require the Division Head to work closely with a limited number of key persons including the following:  The Deputy-Minister for Transport  Heads of the Modal Transport Administrations  Transport Policy and development Unit Head  Economics Unit Head  On a day to day basis for administrative and diary matters with the Administrative Services Division Head.  As required with the Legal Affairs and International Affairs Divisions 4. MAIN TASKS He will advise the Minister in relation sector activities and co-ordinate his work with other Division Heads and Modal Transport Administrations. The Head of Division will manage the work of two units. One responsible for the development of transport and inter-modal integration of policies, the second responsible for transport economic analysis and forecasting. The Division Head will also review and approve documents arising from within his Division and review those transmitted to MOTC from other Ministries for approval.

The Division Head will advise the Minister in relation the appointment to a number of key positions in the Transport Policy and Inter-Modal Co- ordination Division. These positions include the following:  Head of Unit, Transport Policy and Development  Head of Unit, Transport Economics The Division Head will also advise the Minister on official international and bi-lateral matters affecting the transport sector. To do this the Division Head will work with the International Affairs Division on such matters as:  Membership in the main international and regional transport organisations and international, regional and bi-lateral agreements  New international memberships and international and official bi-lateral agreements.  Attendance at main international transport sector meetings. 5. MAIN OUTPUTS The main outputs will take the form number of key documents relating to the overall effectiveness of Transport Policy and Inter-modal Co-ordination Division. The key documents include the following:  Official statements and papers on transport policy and economic development of the sector.  Official Transport Sector Development Plans and Projects.  Annual Budgets.  Appropriate Monitoring Reports.  Annual Reports on the overall effectiveness of the transport sector. The above documents will provide the basis for the Division Head to report regularly to the Minister. 6. METHOD OF APPOINTMENT The Division Head – Transport and Inter-Modal Co-ordination, MOTC is to be appointed by the Minister. He must be a qualified Secretary General with transport sector experience.

1. JOB TITLE 8 Head of Unit, Transport Policy and Development, MOTC 2. OBJECTIVES The main objective is to determine the policies required for the development of a safe, sustainable and integrated transport sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS The Head of Unit will report to the Division Head Transport on policy and transport planning matters. The Head of Unit will support the Division Head on matters relating to day-to-day work assignments. In relation to the Ministry of Environment, other ministries and public bodies in Georgia the Head of Unit will be the main representative at the technical level of MOTC for transport policy and planning matters. Within the Transport Division the Head of the Transport Policy and Development Unit will work with:  The Head of Economics Unit External to the Transport Policy and Inter-modal Co-ordination Division the Deputy will need to develop an effective working relationship with:  The Modal Transport Administrations  State enterprises and private sector companies providing transport services 4. OBJECTIVES To assist in the determination of specific policies relating to the development of a safe, sustainable and integrated transport sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. The Head of Unit will assist in the above process by the development and maintenance of an effective transport economic research, statistics, and forecasting unit, responsible for the full economic analysis of the transport sector. 3. MAIN WORKING RELATIONSHIPS The Unit Head will closely co-operate with the Head of Transport Policy and Development Unit on the issues of transport statistics and economic analysis. The Head will be responsible for and supported by a small number of professional staff most of who will have a strong background in transport research, statistics and economic analysis. The Head will be responsible for planning, co-ordinating and supervising the work activities of this professional group. Some work may be contracted out. The Unit Head will be required to work closely with IT and Technical Development Unit on the use of information technology to collect, process and distribute transportation data. External to the Transport Policy and Inter-modal Co-ordination Division, the Unit Head will need to develop an effective working relationship with:  Other appropriate ministries including the main Government Statistics Department.  Planning and Statistics managers in the Modal Transport Administrations and main transport operators/organisations.  Universities and research organisations both in Georgia and overseas. 4. 1. JOB TITLE 12 Head of Division, Communications, MOTC 2. OBJECTIVE As delegated by the Minister the Head of Division has responsibility for the Communications within MOTC. The objective is to promote the policy and normative aspects relating to the development of a safe, sustainable and integrated communications sector in Georgia taking into account the economic and social needs of the businesses and citizens of the country. 3. MAIN WORKING RELATIONSHIPS The Division Head, Communications is responsible to the Minister of Transport and Communications and will make regular reports on communications matters to the Minister. He will also keep the relevant Deputy Minister informed regarding evolving communications policies, legal activities and international affairs. The Division Head will co-ordinate his work with the other Divisions of MOTC. For the most part the Division Head will carry out the MOTC responsibilities for the communications sector through a specified system of delegation and control. This delegated system will require the Division Head to work closely with a limited number of key persons including the following:  The Deputy-Minister for Communications  The Post & Telecommunications Commission (GNPTRC)  Communications Unit Heads  On a day to day basis for administrative and diary matters with the Administrative Services Division Head.  As required with the Legal and International Affairs Divisions 4. MAIN TASKS The Head of Division will manage the work of two communications units. One responsible for the development of communications sector policies and the promotion of information technologies. The second is responsible for sector economic analysis and forecasting The Division Head will be responsible for the overall effectiveness of the Communications Division of MOTC. The Division Head will also review and approve documents arising from within his Division and review those transmitted to MOTC from other Ministries for approval.

This would include such matters as:  Membership to the main international and regional communications organisations and international, regional and bi-lateral agreements  New international memberships and international and official bi-lateral agreements.  Attendance at the main international communications sector meetings. 5. The Head of Unit will support the Head of the Communications Division on matters relating to day-to-day activities in this area. The Head of Unit will be in regular contact with other divisions within the Ministry in order to ensure that policy development is consistent and that the most up to date information is included. He or she will also work regularly with the GNPTRC in order to co-ordinate the government’s policy activities. The Head of Unit will also maintain contact with other parts of government to ensure that policy in communications is consistent with overall government policy. 4. The secondary objective is to ensure that the administrative and financial activities of the enterprises managed by MOTC are undertaken effectively and according to the laws of Georgia. 3. MAIN WORKING RELATIONSHIPS The Head of Unit will report to the Division Head, Communications on economic and financial matters. He/she will work with the Policy and IT Unit to provide economic analysis of new policies for the sector, including the economic and financial effects of further privatisation of the sector. In Unit Head will support the Division Head in dealing with the General Directors of state enterprises under the control of MOTC. The Unit Head will have a close working relationship with the Financial Officers of these companies. 4. MAIN TASKS A key task of the Head of Unit is to co-ordinate the financial supervision of the state enterprises under the control of MOTC. This includes the following activities:  Receiving and analysing annual reports, audited financial statements and interim (6 monthly) financial reports.  Briefing the Division Head on the financial performance and output of the state-enterprises. This activity will continue to occur during a transitional period while enterprise business plans are being prepared and used to review State enterprise financial affairs. From this point onward activity in this area will be reduced to the review of Annual Reports and audits. The Head of Unit will also supervise staff undertaking economic analysis of communications trends within the country and internationally. The Head of Unit will support the Head of the Communications Division on matters relating to day-to-day activities in this area. The Unit Head will be required to maintain professional relationships and co-operate with staff members from different units of MOTC and Modal Transport Administrations on the use of information technology to collect and distribute transportation and communications data. OBJECTIVES The primary objective is to promote the policy and normative aspects relating to the delivery of high quality, affordable transport and communications services throughout Georgia, taking into account the economic and social needs of the businesses and citizens of the country. The secondary objective is to ensure that the Government of Georgia is represented effectively with multilateral organisations and in bilateral contacts with foreign governments. 3. MAIN WORKING RELATIONSHIPS The Head of Division will report to the Minister and advise the assigned Deputy-Minister on issues relating to international organisations. The Head of Division will support the Minister on matters relating to day-to-day ministerial activities in this area. The Head of Division will also advise the other MOTC Division Heads on international issues relating to their areas of responsibility. The Head of Division will have regular contact with representatives of international organisations covering both sectors. He or she will also work regularly with the GNPTRC in order to co-ordinate their activities jointly with respect to international organisations in the communications sector. The Division will comprise two small units, one covering communications affairs and one covering transport affairs. 4. MAIN TASKS The main task of the Head of Division is to ensure that the government of Georgia is effectively represented in international organisations and in bilateral negotiations. This includes the following tasks:  In co-operation with the MOTC Division Heads, briefing the Minister and assigned Deputy-Minister in preparation for meetings of international organisations and meetings with bilateral donors.  Maintenance of an international directory of organisations and administration of all memberships.  Analysis of reports from international organisations.  Scheduling of Minister and MOTC staff attendance at international conferences.

The secondary objective is to ensure that the Government of Georgia is well informed on the laws of Georgia and international law as they relate to transport and communications, and advise on any new legislation needed. 3. MAIN WORKING RELATIONSHIPS The Head of Division will report on legislative matters directly to the Minister, MOTC. He/she will work with the relevant Modal Transport Administrations and the MOTC Divisions in drafting and co-ordinating new legislation for approval by the Parliament and President.  Review the appropriate business and project plans of the state enterprises and make recommendations for any revision and subsequent approval.  Monitor the progress of state enterprise business and project plans and overall performance.  The development and maintenance of agreed reporting and monitoring systems for railway transport organisations particularly in relation to safety and business performance.

5. MAIN OUTPUTS The main outputs will take the form of a number of key indicators relating to the overall effectiveness of the Administration and the other main organisations in the railway transport sector. The main outputs from the Administration (as delegated to the management team) will take the form of a number of key reports. The documents will review of progress and make proposals in relation to the following:  Policy and legislative decisions relating to the regulation of the railway transport sector  Proposed restructuring in the railway transport sector  Business plans and budgets of the Administration and the state railway enterprises.  The development and maintenance of agreed reporting and monitoring systems for railway transport organisations particularly in relation to safety and business performance.  Proposals for approval and execution of agreed permitting, certification, inspection rates and procedures in the railway transport sector.  Proposals for approval of penalties and other judicial actions for failure to operate specific railway services in a safe and reliable fashion. 6. METHOD OF APPOINTMENT AND QUALIFICATIONS REQUIRED The Head of the Railway Transport Administration will be appointed by the Minister. The Head of Railway Transport Administration will have the following background:

 A graduate or professional qualification. A further qualification in business studies would be desirable. An ability to converse in English would be an additional advantage.  A period of significant work experience in the railway transport sector in the last five years. This should have been at a senior managerial level and preferably will have included some business planning/financial experience. A further range of senior working experiences covering, for example, periods in government service in the last five years and/or international and national economic affairs, managing and developing the work of a significant group of professional people.

1. JOB TITLE 26 Head of Division, Modal Administration 2. OBJECTIVES The Georgia Ministry of Transport and Communication via its Modal Transport Administrations has the responsibility to safeguard the public interest in the transport sector according to MOTC policy and legislation. For the most part the enforcement of regulations governing the modes will be performed by the Modal Transport Administrations although the MOTC will approve certain actions requiring independent review. The Heads of Divisions two or more in each Modal Administration) have the day to day responsibility under the Head of the Administration to supervise the work programmes of the Administration. 3. MAIN REPORTING RELATIONSHIPS The Heads of Divisions will be appointed by the Head of Administration of each Modal Administration. They will form the management team of the Administration.

One Head of Division will be deputised to act as the Head of the Modal Administration in his absence. In general one Division Head will be responsible for the supervision of the economic, legal and regulatory functions of the Administration. The second Division Head will be responsible for inspection, safety and enforcement activities. Other Divisions Heads will be appointed where special duties require the creation of additional Divisions. The Head of Division will develop agreed formal working relationships with the MOTC Transport Policy and Inter-modal Co-ordination Division and its Units, other Modal Transport Administrations and the future Transport Safety Agency as required to carry out his/her duties. 4. MAIN TASKS The main task of the Division Head is to execute the work programme of the Administration and to bring this about through delegation to Unit Heads and the technical staff of the Administration. The main activities will cover supervision of the following:  Provide for the certification and inspection of transport personnel, facilities and equipment.  Prepare draft regulations, standards and statutes as required to conform with international agreements and operational norms.  Review and monitor the operating standards and performance of operators in the modal sector (civil aviation, maritime, auto-motor and railway transport modes) and recommend revisions to improve safety and economic efficiency.  Support the Head of the Administration in the review of business and project plans of the state enterprises and make recommendations for any revision and subsequent approval.  Monitor the progress of state enterprise business and project plans and overall performance.  Enforce the collection of penalties and other approved judicial actions. 5. EXPERIENCE AND QUALIFICATIONS REQUIRED The Heads of Divisions will have the following background:  A graduate or professional engineering qualification. A further qualification in transport engineering or operations would be desirable. An ability to converse in English would be an additional advantage.  A period of significant work experience with the regulation or operation of the modes of responsibility within the Administration in the last five years.

1. JOB TITLE 27. Head of Unit, Modal Administration 2. OBJECTIVES To assist in the regulation of modes by supervising functional units in each Administration to promote a safe, sustainable and integrated transport sector in Georgia. To take responsibility for the development and maintenance of work programmes assigned for execution by the Head of Division of Modal Transport Administrations. 3. MAIN WORKING RELATIONSHIPS The Head of Unit will report directly to one of the Modal Administration Division Heads. The Head of Unit will be responsible for a small number of staff who will report to him on a daily basis. 4. MAIN TASKS The Head of Unit will agree a work programme and reporting system with the Division Head of the Modal Administration. The tasks to be carried out will focus on the functional performance of systems, which comprise each mode regulated. Key activities may include the following:  Preparing standards and specifications for the safe and efficient performance of each mode regulated.  Administration of permitting, inspection, certification and enforcement activities according to laws and regulations for each mode.  Monitoring the performance of state enterprises relative to business plans and accepted operational and safety norms and regulations.  Preparation of draft laws and statues required to regulate the transport sector. 5. MAIN OUTPUTS The Head of Unit will develop appropriate indicators of output in relation to the functions of the Unit supervised. He will report monthly to the responsible Division Head on the progress of work activities. 6. EXPERIENCE AND QUALIFICATIONS REQUIRED The Head of Unit of each Modal Administration Unit will have the following background:

1. JOB TITLE 28. Senior/Junior Staff, Modal Administration. Each of the three Modal Transport Administrations (civil aviation, maritime, auto-motor and railway transport) will be staffed by a number of professional staff (Senior/Junior level) each responsible for a specific aspect of transport system regulation. The following is a generic job description covering this professional group. 2. OBJECTIVES To assist in the inspection, enforcement, certification of regulated transport modes and operators of vehicles. Also to monitor mode performance according with statutes, regulations and international standards and to help prepare new draft regulations and statutes to fulfil emerging standards for the development of a safe, sustainable and integrated transport sector in Georgia. 3. MAIN WORKING RELATIONSHIPS The Staff will report directly to a Head of Unit of the Modal Administration. The Staff will work within a group of professional staff in one of many Administration Units responsible for the regulation of each mode. The Staff will develop and maintain a close relationship with other professionals working in the same area of interest. These are likely to include professional staff from the following:  Other Modal Transport Administration Units.  Specific transport mode operators (State enterprises and private companies.  MOTC Transport Policy and Inter-modal Co-ordination Division staff  MOTC Legal Affairs Division staff. 4. MAIN TASKS The Staff will be required to focus and undertake a work programme agreed with the Unit Head from amongst the following main areas:  Sub-sector analysis and monitoring of civil aviation, auto-motor, railway and maritime transport services.  Inspection and certification of vehicles, facilities and control systems.  Collection and administration of fees and licenses.  Testing and certification of personnel operating and maintaining modes.  Mode performance and system research leading to the preparation of new draft standards and regulations to fulfil demand for services. EXPERIENCE AND QUALIFICATIONS REQUIRED A Senior/Junior Staff is likely to have the following background:  A graduate qualification in engineering, planning and/or economics and an ability to converse in English would be desirable.  Specific experience of transport mode operations with a state enterprise or private company for the last five years and/or post-graduate level academic research in a related field for Senior Staff.  Good analytical, computing and drafting skills.

1. JOB TITLE 29 Chairperson of the Transport Safety Agency (TSA) 2. OBJECTIVES Transport safety is a crucial issue and the public expects all transport modes to operate at the highest levels of safety. To ensure that the transport organisations and operators fulfil their obligations in relation to safety an independent safety auditing body known as the "Transport Safety Agency” is to be established. The Transport Safety Agency is " to provide an independent means to ensure that the highest standards of public safety are maintained by all transport modes". The Chairperson of the Transport Safety Agency will ensure that the Agency carries out its activities effectively. 3. MAIN WORKING RELATIONSHIPS The Chairperson will report directly to the Minister of Transport and Communications on matters relating to the objectives and activities of the Transport Safety Agency. The Chairperson will maintain regular meetings and will develop an effective working relationship with the Head of TSA Secretariat. The Chairperson will co-ordinate safety management activities with the Heads of each Modal Transport Administration. 4. MAIN TASKS Through the regular meetings with the Secretariat Head the Chairperson will ensure that the Agency is able to effectively review and monitor safety activities in the transport sector. An annual work programme will be agreed with the Ministry of Transport and Communication in order to co-ordinate safety programmes within the Modal Administration and Transport Safety Agency. The key activities of the Transport Safety Agency are in the following main areas:  Undertake spot checks of mode operations to confirm the use of effective safety procedures during operations and in emergencies.  Review and assess identified "safety cases" and safety problem areas prepared by the Modal state enterprises and private transport operators.  As determined by the Minister of Transport and Communications, undertake investigations into transport accidents and incidents using internationally accepted best practice. This work to be undertaken with

The documents will set out a review of progress in the four areas set out in paragraph. 4 above. The key documents include the following:  Annual Budgets and Plans of the Transport Safety Agency.  Appropriate regular safety related Monitoring Reports and Statistical Information that could be made available for publication.  An Annual Report on the overall effectiveness of the Transport Safety Agency including an annual audit report. The above documents will provide the basis for the Chairperson of the TSA to report regularly to the Minister of Transport and Communications. 6. METHOD OF APPOINTMENT AND QUALIFICATIONS REQUIRED The Chairperson of the TSA will be appointed by the Minister of Transport and Communications and the appointment is to be approved by the President. The appointment will be on a part-time basis. The position of Chairperson of the Transport Safety Agency is of substantial significance and should be seen as at least comparable to the status of a Deputy Minister. Independence is seen as a major requirement. General all- round qualities are required rather than specific technical qualifications. The Chairperson is likely to have a background based on the following guidelines:  The holder of the position should be seen to have a good standing in the main political and/or business circles of Georgia. It is likely that this position will be based on a successful legal career.  An ability to recognise the political, public and legal sensitivities of safety issues is important.  A range of intensive political and/or business experiences in the last five years across a representative spectrum of the way of life in Georgia.

 A graduate or professional qualification especially in legal matters and/or post-graduate level academic research in a related field is desirable.  Some experience in the transport sector could be seen to be desirable but this is not totally necessary. The following guidelines are proposed although it is likely that some flexibility will be required:  The appointment should be for a fixed term for at least two years but no more than five years. Renewal for a further fixed term is envisaged.  The required working inputs are likely to be part-time but could be intensive for short periods when investigations are underway. The average requirement annually is 25% of a full-time position.  Remuneration should be by negotiation but is likely to consist of a fixed annual fee plus an agreed days- worked rate and reasonable expenses.  The Chairperson should be provided with an appropriate office, meeting room and secretarial support.

MAIN OUTPUTS The main outputs will take the form number of key documents relating to the overall effectiveness of the Agency. The documents will set out a review of progress in the areas set out in paragraph 4 above. The key documents include the following:  Annual Budgets and Plans of the Transport Safety Agency.  Appropriate regular Monitoring Reports and Statistical Information that could be made available for publication.  An Annual Report on the overall effectiveness of the Agency including an annual accounting and audit report.  Reports of assigned safety investigations The above documents will provide the basis for the Head of Secretariat to report regularly to the Chairperson of the Agency. 6. METHOD OF APPOINTMENT AND QUALIFICATIONS REQUIRED. The Head of Secretariat will be appointed by the Minister of Transport and Communications. The appointment will be on a full-time basis. The Head of Secretariat is likely to have a background based on the following guidelines:  A graduate qualification and a further qualification in administrative skills.  A period of work experience in the transport sector at a senior level preferably in relation to safety matters in the last five years.  A further range of senior working experiences covering, for example, periods in government service in the last five years and/or international and national economic affairs, managing and developing the work of a small group of professional people.  Good administrative, financial and drafting skills.
