4 PREFACE

It is indeed a privilege for me to present the Director’s report for the academic year 2011-12. The history of the institution dates back to 1886 when a pleader survey centre was established at this campus by British Government. The pleader survey centre was updated as Bihar School of Engineering in 1900 and thereafter in 1924; the institution appeared on the scene of Technical Education of India as Bihar College of Engineering. The college became one of the important technical Education Organizations in India and up to 1947 when India gained independence; it was one of the most important colleges in British Dominion. The appointment of Principal, teachers and even admission of students in those days were on global basis and even today the institution has recognition among all the common wealth countries. After independence the college was entrusted with the responsibility of providing Engineering education to meet the local, regional and national requirements due to expansion of industries, trade and commerce in free India. During this period the institution was manned and managed by Patna University and funded by state Government. Due to lack of fund and proper management facilities, the institutional growth suffered to some extent, but when Govt. of India realised its historical importance, erstwhile Bihar College of Engineering Patna was taken over by Central Government as a fully funded institution and rechristened as National Institute of Technology Patna. With the notification of MHRD, Govt. of India, the institution is working as such from 28.01.2004. Immediately, after the take over on 28.01.2004, the management and Administration was under the umbrella of NIT Patna. The first step that NIT Patna took was to tone up the academics and the existing infrastructure facilities. The following achievements of the institution during this academic year are worth mentioning.  ACADEMIC ACTIVITIES: Semester system has been introduced from 2007 batch. The institute has been accorded with autonomous status and it has been functioning quite effectively. The institute could manage to publish result in scheduled time. Implementation of regular class test, assignment, tutorials etc. has aroused deep interest towards learning among students.  PLACEMENT OF STUDENTS: The placement cell of NIT Patna has played a significant role in the proper placement of final year students of NIT Patna. Many reputed companies like RITES Ltd., Reliance Info COM, Nokia, PDIL, EIL, Indian Army, IOCL, Gammon India, ITC InfoTech etc. are regularly visiting the institute for campus selection.  ADMISSION OF STUDENTS: The admission to 1st year of B. Tech course is made through the All India Engineering Entrance Examination (AIEEE) conducted by CBSE and as per the guidelines framed by Ministry of Human Resource Development, Govt. of India, Department of Higher Education through Central Counselling Board (CCB) constituted by Govt. of India, MHRD, New Delhi. NIT Patna is running undergraduate courses in 7 discipline and postgraduate courses in Civil, Electrical and Mechanical subjects in a total of 7 specializations. For 2011-11 session the total undergraduate sanctioned intake was 616 and postgraduate sanctioned intake is 200. All postgraduate students are admitted with GATE score and are getting scholarships from AICTE.  APPOINTMENTS OF TEACHERS: Initially MHRD, Govt. of India sanctioned 100 posts of teaching staff to NIT Patna and considering 57 existing teachers, the remaining posts were advertised for filling the vacant posts. The posts were advertised in the month of January 2010. The candidates were interviewed in the month of December 2010 and January 2011. The offer letter to the selected candidates were sent in the month of May 2011, 2008, after approval of BOG of the institute .We succeeded in offering appointments to ------persons. The remaining posts could not be filled as suitable candidates were not available .During this period the sanctioned post of teaching staff has been increased from 100 to 141. The retired teachers help has

5 6 to be continued for the benefit of students in certain specialised subjects. Total number of teachers is 69 out of which about 35 teachers have Ph. D. qualification whereas the rest have M. Tech. qualification & B. Tech. qualification.

 RESEARCH AND CONSULTANCY: NIT Patna administration encouraged the involvement of teachers for research and consultancy. During the last year various departments have undertaken consultancy and testing work for various industries & Govt. Departments.

 EXTRA CURRICULAR ACTIVITIES : Many teachers of NIT Patna have participated in the seminar, symposia and workshop of National Importance. The research publication by teachers has also improved during this period. The students were also encouraged to participate in the academic, sports and cultural activities held at other institutions of the country. Internally sports and cultural activities are being arranged and the annual function was organised on 28th January 2012. These functions were very much successful and students got encouraged due to these activities.

 INFRASTRUCTURAL FACILITIES : Hostels: Four hostels including one for girl students have been repaired and renovated during the last five years. College building: All the 9 college buildings were repaired and renovated. Teacher quarters: All the teacher quarters including the Director Residence were also repaired and renovated. Construction of Library building: The building of library has been completed. Central Library is enriched with approximately 45750 books whose General section consists of 40000 (approx.) books, reference section has 1750 (approx.) books and Dr. B. R. Ambadkar section has 4000 books. It is well equipped with E-library facility with 40 nos. of PCs to start initially. In addition this, E-resources section subscribes ACM Journals, ASCE Journals, ASME Journals, IEEE/IEE Journals, Springer links and Indian standard through the INDEST-AICTE consortium. Banking Services: An extension counter of Allahabad Bank is working satisfactorily in the campus for the last five years. Essential services: Electricity, Drinking water supply, Sanitation, Ambulance, Security, EPABX and Internet services have been instituted and declared essential services at NIT Patna. (a) NIT Patna has achieved 24 hours Electricity supply; it has installed 3 DG Sets (160 KVA, 50 KVA and 250 KVA). Whenever the electric supply from Electricity Board gets disrupted, these DG sets are used to provide electricity during this period. The institute has installed underground cables in its campus. (b) A number of aqua guards and water coolers have been installed in various departments, Hostels etc. and the people in the campus are provided with safe drinking water facilities. (c) The security has been outsourced and the campus is well guarded. (d) An ambulance is maintained and kept in readiness so that services may be provided as and when required. (e) Today we have about 500 PCs and 4 Mbps of lease line connection of Rail Tel (PSU under Ministry of Railway). All departments including Library have 24X7 internet connectivity through Wireless LAN. (f) EPABX facility: All the departments, Quarters and Hostels are connected now through EPABX facility for 24 hours. (g) Sanitation: It is well maintained.

6  ADMINISTRATION AND MANAGEMENT: Department: A total of 11 departments have been working. The HODs of each departments functions through their respective Departmental Advisory Committee in which all the teachers of the Department are members. Headship is on rotation Basis. Deans: Four Deans have been created and they look after the specialised functions. They are Dean (Academics), Dean (Students), Dean (Planning & Development) and Dean (SRIC). The senior teachers of the institute function as Deans. Registrar, Deputy Registrar, and Assistant Registrars: Presently teachers are looking after the functions of these functionaries.  POLICY DECISION MAKING BODIES: Board of Governors, Building and Works Committee, Finance Committee and Senate are four bodies which are responsible for deciding policies of the institution. Their meetings are held regularly. Dr. Rajendra Prasad Singh (Former Chairman cum Managing Director, Power Grid Corporation of India Ltd.) is the chairman of BOG of NIT Patna.  PERSPCTIVE PLAN Effort has been made to prepare a methodological perspective plan of NIT Patna. Ed-CIL India has been entrusted with this work. Ed-CIL experts visited the Institution a number of times and inspected the existing facilities of the Institute as well as they interacted with the students, teachers and employees and have also discussed with the Director and Chairman, BOG and have finally prepared the perspective plan. This report was placed before BOG who has approved it after a thorough discussion. NIT Patna envisages furthering strengthening the infrastructure, the administrative setup and desires to introduce the managerial skill as per the perspective plan in future

CHAPTER–I

INTRODUCTION

1.1 Mission & Vision statement

1.1.1 Mission Statement  To develop and promote innovations in Engineering Education at all levels namely undergraduate, postgraduate and research by adopting suitable steps like innovative learning teaching processes.  To generate fundamental and applied knowledge by engaging in cutting-edge research and to promote academic growth by offering state-of-the-art education in undergraduate, postgraduate and doctoral programmes.  To help other similar sister organisations in the locality as well as in the region in developing their curriculum, courses, learning-teaching processes, laboratories, faculties etc. by interacting with them continuously.  To identify, based on an informed perception of Indian, regional and global needs areas of specialization in technical education particularly in emerging fields upon which the institute can concentrate in cooperation with other organisations.  To undertake collaborative / sponsored research projects and industrial consultancy which offer opportunities for long term interaction with academia, trade, commerce and industry.  To develop human potential to its fullest extent so that intellectually capable and imaginatively gifted leaders can emerge in the field of technical education and industry.  maintaining and enhancing the diversity of students, staff, faculty and curricula

1.1.2 Vision Statement  To contribute to India, Asia in particular and the world in general through achievement of excellence in innovative scientific and technical education, sponsored projects, industrial consultancy, testing and research;  To serve as a valuable resource for industry and society by consistent up-gradation of aims, objectives and activities as per present and future requirements by undertaking cutting edge fundamental and applied research; and  To remain a source of pride and inspiration for all Indians. 1.2 Objectives  Initiate new PG programmes in computer science & Engineering, Information technology, Electronics & Communication engineering, Architecture, Physics, Chemistry, Mathematics, Humanities and Social Sciences, MBA and MCA.  Introducing Dual Degree programmes (5 years) by proper integration of courses of two disciplines.  Offer facilities for doctoral research in all Engineering departments, Architecture, Management studies. Applied science and Humanities and Social Sciences.

8  Establish a school of Architectural studies that offers programmes in all aspects of architecture and urban development.  Establish a school of continuing education that offers short-term enrichment and development programmes in all disciplines.  Provide consultancy services for industry and establishment of effective industry and institution interaction.

1.3 Education System At the heart of all Institutes’ activities is our commitment for the intellectual and personal development of the students. The learning experience we promote in NIT, Patna embraces both the formal learning that takes place in lecture halls and laboratories and the informal and less structured learning that takes place in activities outside the classroom. The Institute community providesan environment that values independence of thought, and encourages students to develop strong critical and analytical skills— skills that are developed not only in formal teaching and learning, but also through student participation in student societies and sports clubs. Curricular activities for students are designed through adoption of appropriate teaching learning process. We revise our syllabus continuously to keep pace with the changing engineering scenario. Our teaching staffs formulate the course contents of various subjects, monitor the theory and laboratory classes and take initiative in projects in various subjects. Initiative starts from the students end and teachers and supporting staffs play the supervisory and helping role. Undergraduate courses are completed in four years duration; post graduate courses in two years duration and Ph.D. level courses in three years duration. Undergraduate program in Architecture is of 5 years duration. Co-curricular activities for students concentrate on debates, quizzes, vocational training, visit to works and industrial visits. The teachers contribute to co-curricular activities in the form of their participation in students’ activities. The teachers also take part in summer schools, sponsored projects and industrial consultancy. Supporting staff participates in the co-curricular activities by undertaking a series of routine testing works for the benefit of industries, state government organisation and trade and commerce. Extra-curricular activities are planned through games and sports, cultural programmes and NSS activities. Cultural activities provide them a platform to know about the culture of various states and regions of the country and give an opportunity for national integration. It may be mentioned here that admission rules for students and recruitment rules for teachers and supporting staff are such that the people from all states of the country are inducted in NIT family and as such there are opportunities of intermixing of people on national basis. Here it may be mentioned that there is good proportion of girl students, female teachers and female supporting staff at the Institute. Their presence in all the activities gives a colourful atmosphere with decorum and decency. This inculcates a healthy reciprocal respect for either sex. Usually five days in a week is devoted to curricular activities whereas the remaining two days are devoted for co-curricular and extra-curricular activities at the Institute. NIT, Patna staff and students also contribute through a myriad of initiatives such as exhibitions, public lectures, provide academic expertise on issues of national importance, A good library with e-library facility, workshop with facilities for catering to the needs of students’ projects as well as sponsored project and research serves as the backbone of academic activities. The availability of computers and broadband internet facility provide added advantages to a true learner. The location of the institute is on the southern bank of holy river Ganga. The panoramic natural scenario of river Ganga is much helpful for getting relaxation to the whole community of the institute while on work as well as during leisure periods. The pollution free and eye catching scenario of the campus provides healthy inputs amidst a very busy, tough and laborious academic and Para academic activities of each and every individual.

9 10 Therefore, NIT Patna educational system attempts an overall development of its students, teachers, supporting staff, neighbouring people, society and the nation.

1.4 New Initiatives: Ministry of Human Resource Development, Government of India took over the erstwhile Bihar Institute of Engineering Patna on 28.1.04 and rechristened it as National Institute of Technology Patna. Some of the new initiatives that were taken during the session 2011-12 are as follows:

i. Establishment and inauguration of computer centre: A central computer service centre with 185 terminals and 5 servers is established in Institute premise. There are total 7 laboratories including one dedicated room for PhD research scholars. A 100 MBps leased line serves the internet facility in the computer centre. There is also a virtual class room established under NKN project of GoI.Dr RP Singh, chairman, Board of Governors, National Institute of Technologies, inaugurated newly- built computer centre at NIT Patna on November 27, 2011.

ii. Signing MoU with Handong Global University, South Korea for research collaboration:National Institute of Technology (NIT), Patna had signed a memorandum of understanding (MoU) with the Handong Global University, Pohang, South Korea for exchange of students, faculty and research.

10 iii. New Buildings: Union Minister of State for Human Resources Development D Purandeswari laid the foundation stone for the new NIT Patna buildings (two boys and one girls’ hostels) plus a student activity centre on May 8, 2011.

T he construction work of all the said buildings in the campus is on full swing. The new projects undertaken by the institute include construction of two hostels for boys, one for girls and a Student Activity Centre. All the hostels will be multistoried buildings accommodating more than 1,000 boys and girls. The Student Activity Centre would host cultural and other events. It would also provide medical and recreational facilities. It will have squash, badminton, tennis court and a gymnasium for students. The Rs 105 crore project is likely to be completed within 18 months. iv. Establishment of Virtual Class room: One virtual class room under National Knowledge Network (NKN) project of Government of India has been set in the institute The VCR is functional and is being used for many Real time on campus and Off-campus teaching learning process. This class room is connected to the NKN Network by means of a dedicated 10 Mbps Leased Lines. A Memorandum of Understanding (MOU) between NIT Patna, NIC and NICSI has been signed on 17th Jan 2011.

v. TEQIP: NIT Patna is part of TEQIP II under subcomponent 1.1 which aims at strengthening institution to improve learning outcomes and employability of graduates. A number of software and lab equipment are in process of being purchased under TEQIP fund. vi. PG Courses in CSE/ECE: The Institute has introduced two master degree courses in Computer Science and Engineering and Electronics and Communication Engineering department with an initial intake of 18 students. These courses has been started from 2011-12 session. vii. Joining of New Teachers: 20 new faculty members joined the institute who were interviewed in Dec-2010 and Jan 2011. Out of 20 faculty recruited, 2 are of professor rank, 2 are of associate professor rank and rest 16 are of assistant professor rank.

11 12 viii. Truss Structure Over the roof of CSE and Architecture department has been laid to augment the extra space required for the class room of the respective departments.

ix. National Institutes of Technology Act, 2007: NIT Patna is governed by the NIT Act 2007 and first statutes of NITs 2009.

x. Website Upgradation:NIT Patna has a nice and user friendly website with the domain name www.nitp.ac.in. The website is nicely designed containing all the information about the institute like Academics, Library, Placement, Tender, Alumni etc. The website is also being used for inviting tender and other advertisements, result publication and hostel allotmentetc.The web team of the institute is in the process of making a website to make it more attractive and user friendly.

xi. Maintenance of EPABX: For efficient communication among various departments and within department, EPBAX system is installed in the institute. EPABX is functioning properly in the institute and it is maintained regularly.

xii. Internet Connection: The institute is presently using a 4 MB leased line on optical fiber from RailTel Corporation of India Ltd. to provide Internet connectivity throughout the campus. This includes Wi-Fi connectivity all over the campus and Internet connectivity to every department and to the hostels. xiii. Proposal for New NIT Patna Campus: The state government has provided a land of 100 acres in Bihta for a new Campus of NIT Patna. xiv. MIS system for Institute functioning: We have hired a consultant to build a Management Information System for the Institute. Some modules of the MIS system has been installed and working successfully. The cost of MIS software includes system studies and analysis, design, coding, testing, installation, training and maintenance with unconditional handover of source code of integrated MIS consisting of the following module. 1. AN OVERVIEW

2.1 Historical Background The National Institute of Technology Patna is the Eighteenth National Institute created by the Ministry of Human Resource Development, Govt. of India, upon rechristening a new name to the erstwhile Bihar College of Engineering, Patna. This Institute is in the process of achieving the status of a center of excellence to impart higher training research and development in science, engineering and technology. NIT Patna’s humble beginning can be traced to 1886 with the establishment of a pleader’s survey training school, subsequently elevated to the Bihar College of Engineering, Patna in 1924 at the present site with the introduction of graduate level engineering curriculum. M.Sc. (Engg.) was introduced in 1978. The Institute is fully equipped to take up its role as a corporate body with powers to decide its own academic policy to conduct its own examination and to award its own degrees. Now, this Institute is governed by NIT act 2007. For the time being it was attached to Patna University for the purpose of examination but it has been conducting its own examination from 2007 onwards. Govt. of India has declared it an Institute of National Importance. The Institute admits on an average 400 students to the undergraduate (B.Sc. Engineering & B. Arch.) and about 126 students to the Post Graduate Programmes every year on the basis of all India competition. It offers degree courses in Electrical, Mechanical Engineering, Civil Engineering, Electronics & Communication Engineering, Computer Science &Engineeringand Information Technology & Architecture & Post Graduate Course in Electrical Engineering, Mechanical Engineering and Civil Engineering. The Institute is partially residential in nature providing limited facilities for accommodation to some of its students as well as the teaching staffs in its about 36 acres campus. The Institute has created Department of Physics, Chemistry, Mathematics, Humanities and Social Science. ED-CIL, Govt. of India undertaking was entrusted with the task for the preparation of master plan of the Institute. The activities of the Institute are growing at faster rate towards achievements of Global Standard.

2.2 Location NIT Patna is situated on the south bank of river Ganga behind Gandhi Ghat, one of the most important reverence places of Patna. The Institute campus is 8 km from the Patna Junction railway station and 15 km from the Jai Prakash Narayan International Airport Patna. The entry to the institute is from Ashok Rajpath and it is about 3 km from Gandhi Maidan.

2.3 Campus The Institute is residential in nature providing residential facilities to all its students as well as the teaching staff as per availability. Its 36 acre campus has a picturesque river view with numerous historic building presenting a spectacle of architectural delight and natural beauty. The making of an engineering leader requires sustained intellectual alertness, creativity and talent for innovation which must be continuously nurtured to achieve professional competence. The Institute provides pleasant surrounding with an intellectually stimulating campus to its students. The courses are managed by qualified teachers who rely on direct personal contact to disseminate intensive theoretical and practical knowledge to the students. The existing laboratories are being modernized to meet the aspiration and needs of tomorrow. The existing infrastructures provide a conducive environment with an exciting campus life so necessary for professional growth. Behind the historic administrative building lies the main academic building which also houses the Civil Engineering Department and Information Technology Department. The Electrical and Mechanical Engineering Departments face one another about 200 meters west from the Administrative Building. The department of Architecture, Electronics and Communication, Computer Science and Engineering, the Centre for water resources studies is located in separate buildings 300 meters to the east of administrative

14 building. Several other facilities like large lecture theatres with modern equipment and amenities, students’ activities center and auditorium are likely to come up very soon. The Institute has a big playground where many National level football and cricket matches were arranged in the past when Patna had no stadium. The extra-curricular activities include facilities for outdoor and indoor games, open air theatre. We also have a local chapter of SPICMACAY for extra-curricular activities. An extension counter of Allahabad bank is operating in the campus. The post-office and shopping center are in the near vicinity of the Institute. NIT Patna is the Institutional member of the Indian Society for Technical Education (ISTE) which is devoted to promotion of quality and standards in technical education. The Institute runs seven essential services in the campus namely 24 hours electric supply, suitable drinking water, sanitation and maintenance of cleanliness, security arrangements, Ambulance service for medical emergency help, EPABX and Internet facilities. A modern library with e-library facility is going to be commissioned soon. Total number of PCs available in various departments, office, library etc. is approximately 500.

2.4 Administration Since NIT Patna had no administrative personnel at its disposal the senior faculty members were given the responsibility of functioning as Deans, Registrar, Deputy Registrars and Assistant Registrars. Four functional Deans, Five Deputy Registrars and Four Assistant Registrars were created. The faculty members along with their department looking after these activities are given below.

In addition to the above mentioned administrative personnel there are 11 Heads of the Departments for various courses. Each department has its own Advisory Committee called Departmental Advisory Committee. Departmental Advisory Committee (DAC) includes all the Professors, Associate Professors and Assistant Professors in the department as the members with the Head of the department as Chairman of the committee. Committee meets regularly in order to monitor the departmental activities. There are a number of monitoring cells like IT cell, Vigilance Cell, Cultural activity Cell, Games & Sports activity cell. Each cell has a Professor in-Charge who looks after the related activities. The overall management of Hostel accommodation for students was entrusted to Chairman of Hostel management Committee (HMC). Each hostel is managed by their respective warden &Assistant Wardens. One Teacher of the Institute looks after the NSS activity. The accommodation for teachers and supporting staff is looked after by Executive Engineer (Estate Service UNIT) of the institute.

2.7 Admission Procedure

16 B. Tech: The admission to 1st year of B. Tech course is made through the All India Engineering Entrance Examination (AIEEE) conducted by CBSE and as per the guidelines framed by Ministry of Human Resource Development, Govt. of India, Department of Higher Education through Central Counselling Board (CCB) constituted by Govt. of India, MHRD, New Delhi.

M. Tech: The courses leading to M. Tech are open to those who have obtained the B.Sc. Engineering /B.E./B. Tech in respective discipline or any discipline recognized as equivalent thereto by NIT Patna with 60% marks or equivalent C.G.P.A. in aggregate in the qualifying examination and who have qualified GATE with a valid score. However, sponsored candidates need not to possess GATE score but they must have minimum working experience of two years at the time of admission. The admission of sponsored candidates will be made in order of merit basis and 70% weightage will be given for qualifying examination and 30% for performance in interview. Such candidates are required to produce sponsorship certificate from their employer at the time of interview.

2.8 Students NIT, Patna has attracted intellectually strong students from all parts of the country. It has resulted in a heterogeneous group of students. Fifty percent of the intake is reserved for the state where as the remaining fifty percent is open to the students from all parts of the country. Therefore, it provides a good platform to students to know about the culture of the whole nation. Admission to first year courses to Post Graduate courses is done through open advertisement on all India basis and GATE score. Hence, the students of NIT Patna provide a national character. Alumni play an important role in contributing to the overall student experience, and The Institute therefore seek to increase the involvement of alumni through annual alumni meet held at the Institute on First Sunday of February month of the year where current student get opportunity to come in contact with the senior engineers (Ex-Student) and get mentoring and work-and research-based learning.

2.9 Examination and Evaluation A new academic structure based on semester system was approved to come into effect from the 2007/08 academic year for both undergraduate and PG courses.The semester examinations are held in May and December every year. Result of graduate and post graduate are declared in terms of SGPA & CGPA on ten point scale.

2.10 Placement The placement cell of NIT Patna has played a significant role in the proper placement of final year students of NIT Patna. Many reputed companies like RITES Ltd., Reliance Info COM, Nokia, PDIL, EIL, Indian Army, IOCL, Gammon India, and ITC InfoTech etc. visited the institute for campus selection in 2011-12. A good number of students have been absorbed through the campus selection.

2.11 Games and Sports In order to develop the overall personality of students extra-curricular activities are planned through Games and Sports. Every year Games and Sports activities take place. Students including girl students participate in these activities. These activities provide them a healthy environment and also to exhibit their talent. The students also participate in national level games and sports competition organised by various institute of the country. They have won many prizes also. The eighth foundation day ceremony of NIT Patna was celebrated between on 28 January, 2011. Various activities related to Games and Sports and Culturetook place in this ceremony, Prize distribution was also done on 28th January 2012 which encouraged the students for extracurricular activity to a great extent.

2.12 Staff Position

17 18 Initially MHRD, Govt. of India sanctioned 100 posts of teaching staff to NIT Patna and considering 57 existing teachers, the remaining posts were advertised for filling the vacant posts. The posts were advertised in the month of August, 2006. The candidates were interviewed in the month of December, 2007 and the offer letter to the selected candidates were sent in the month of March,2008,after approval of BOG of the institute .We succeeded in offering appointments to 12 persons. The remaining posts could not be filled as suitable candidates were not available .During this period the sanctioned post of teaching staff has been increased from 100 to 141. Posts were again advertised in December2009 to fill up vacant posts. The process is in progress. The retired teachers help has to be continued for the benefit of students in certain specialised subjects. Total number of teachers is 69 out of which about 31 teachers have Ph. D. qualification whereas the rest have M. Tech. qualification & B. Tech. qualification.

2.13 Notable Achievements using Graphs, Charts, Diagrams: The progress of Institute in terms of research publications are shown in Figure 2. The research publications of faculty members are increasing with every academic session as depicted in Figure 2.

The total number of students placed per year is shown in Figure 3. As evident from Figure 3, that the placement record of NIT Patna is on an increasing roll.

3.3 Training Status NIT Patna encourages its faculty to actively participate in the International and National Conferences to present their research findings. At present, funds are provided for attending an International Conference once in three years and National Conference every year as per the norms approved by BoG. In addition, they are also encouraged to participate in special training programmes, summer/winter school to enhance and update their knowledge and skills. The Institute has a provision of development programme to the non-teaching staff wherein staff members are made to undergo training in the areas, which can be of direct relevance to the nature of duties entrusted to them. Apart from this short-term computer training courses are also scheduled within the Institute to enhance their knowledge and skills.

3.4 Placement of Staff for Academic Excellence Due to shortage of faculty members no faculty was placed for academic excellence during this session. However, NIT Patna administration is fully aware of the importance of placement of staff for academic excellence.

4.9 Examination Details The academic session is divided into two Semesters each of approximately 20 weeks duration, an Autumn Semester (July-December) and a Spring Semester (January-May). The Academic Section of the Institute centrally conducts Mid-Semester and End Semester examination in respect of the theory component of the Subject. Class Test, Assignment, Tutorials, Viva-Voce, laboratory assignment etc. are the components of continuous assessment process. Examination work such as Paper setting and evaluation for Mid Semester and Class Test of a subject is done by the faculty of the respective department. The Paper Setting for End-Semester Examination is done by external Subject expert from Panel of paper setters suggested by HOD. The Paper Setters are provided with detailed syllabus, with feedback such as course covered, mid-semester and class test examination papers for the reference. The Senate of the Institute approves Schedule of academic activities for a session which includes dates for registration, mid-Semester and end-Semester examination, inter-Semester break etc.

CONCESSIONS FOR SCs, STs, OBCs,HANDICAPPED STUDENTS

7.1 Concessions Provided for Students

Relaxation in minimum eligibilities: B. Tech. / B. Arch. Admission eligibility criteria for SC/ST/PH candidates are governed by CCB (Central Counseling Board). M. Tech. admission eligibility criteria for SC/ST/PH candidates are governed by MHRD rules (on the basis of Grade Score).

Reservation of seats (a) 15% seats are reserved for SC and 7.5% for ST candidates. (b) 3% seats are reserved for PH candidates. (c) 27% seats are reserved for OBC candidates.

7.2 Concessions Provided for Staff Reservation in appointment and promotion to SC/ST/PH candidates as per Govt. of India rule is applicable at this Institute. Concession in application fee for appointment and age relaxation is also applicable at this Institute as per Govt. of India rules.

FINANCIAL STATUS

8.1 Analysis of Plan and Non-Plan Grants The estimate of requirements of grant under non-plan head was arrived at by considering pay and allowances for teaching and non- teaching staff, pension and retirement benefit, electricity, water and telephone, Estate maintenance, departmental operating expenses, minor equipment, Students amenities, hospital expenses, contingent expenses, other operating expenses and other expenses, legal charges, meeting expenses, postal expenses, printing and stationery. A sum of rupees 15 crores was sanctioned by MHRD to cover these expenses. Similarly the estimate of requirements of grant under the plan and Plan(OBC) head was arrived at by considering the fund requirement for the purchase of fixed assets like computer and accessories, electric equipment, furniture, Generator, library building, purchase of photocopier machine, projection equipment, telecommunication equipment, water cooler and purifier purchase, renovations of hostels, Institute building, quarters, construction of boundary wall, vertical expansion of some of the buildings etc. and for this purpose 5.00 crores was sanctioned by MHRD in this financial year 2011-12 for plan general only. There was no fund for the session 2011-12 for plan (OBC). However, estimate was more than the available grant by MHRD the shortage was attempted to be covered by internal resource to some extent or by trimming the original estimate and dropping some of the work or by undertaking some of the work partly in this financial year.

CENTRAL FACILITIES AND SERVICES

9.1 Computer Services Centre Computer Service Centre is the backbone of computing facilities in NIT Patna. It is most modern and beautiful centre to have in this Institute. It consists of 190 PCs along with 6 servers. The different servers are (i) Web Server, (ii) FTP server, (iii) DNS server, (iv) Database Server. It is being configured to provide a complete network service to the institute with all security measures through Unified Threat Management (UTM) and managed switch. Two on-line UPS with capacities of 80KVA and 20 KVAare installed to provide uninterrupted power supply to all the laboratories and server rooms of the centre. To protect against any kind of theft and damage, all the labs will be under surveillance of IP cameras. One of the Laboratory of Computer service Centre has been upgraded into virtual class room under National Knowledge Network (NKN) of Government of India (GoI). 100 Mbps leased line of PGCIL has been installed with router. Services of 100 Mbps will be commissioned. This 100 Mbps will be upgraded to 1 GBps in due course of time. All the above mentioned services will be hopefully started by August 2011. Apart from the computer service centre, every department has a fully operational computer lab of their own to sharpen their programming skills and to get hands-on experience with the use of the software in their respective fields of concern. EDA LAB-Electronic Data Automation lab is the central lab that is used for general information access and for carrying out various research works. Computing facility currently available.

9.2 Workshops There is one central workshop with good number of machines. The various shops are Carpentry, Black smithy, Foundry, Sheet Metal, Machine tool etc.

9.03 Library Central library occupies a place of pride in NIT Patna and is an essential component of the institute’s outstanding research and education mission. It is most lively place on the campus providing a safe comfortable and friendly environment that enables learning and advancement of knowledge and promotes discovery and scholarship. The mission of the central library is to facilitate creation of new knowledge through acquisition, organization and dissemination of knowledge resources and providing for value added services.

Sections: the central library consists of five different sections, which are as follows:

39 40 1. General Section (first and Second Floor): General Section consists of 37350 books (approx.) which are issued for 14 days to the students and for a semester to the teachers. 2. Reference Section (Third Floor): This section consists of 1750 books (approx.) which may be referred in the section. 3. Dr. B. R. Ambedkar (SC/ST) section (Third Floor): This section consists of 5900 books (approx.) which are issued to the concerned students for a semester. 4. Journal/Periodical Section (Third Floor): Some of the ASCE and ASME and IEEE print volume journals are available in the section. The current version of the journals will be made available to the users very shortly. 5. E-Resource Section (Ground Floor): The central library has a modern Electronic Library in the form of E-Resources centre. It includes AMERICAN SOCIENTY OF CIVIL ENGINEERS (ACSE), AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME), IEL, IEEE/IEE, ACM, NATURE journals and many more, in full text subscribed through as core member of INDEST consortium. 9.05 Hospital, Post Office, Shopping Centre The location of the Institute is in the heart of the city. While banking facility is available in campus, post office and shopping centres are in the near vicinity.

9.07 Stores & Purchase Section The Stores and Purchase Section is an important unit to cater to the needs of Departments/ Units for purchase of various equipment, chemicals, glassware, hardware, consumables, stationery etc. for research and general purpose. 9.07 Playground: The Institute has a very big playground where many national level football and cricket matches were arranged in the past, when Patna had no stadium. There is facility for outdoor and indoor games.

Each hostel has its own mess facility which is managed by students through Contractor of their choice. There are few staff quarters available in the campus for accommodation of faculty members.
