MINUTES OF HANKSVILLE TOWN COUNCIL MEETINGMEETING HELD AT HANKSVILLE COMMUNITY CENTER ON THE 10th DAY OF DECEMBER 2015 AT 7:00 P.M. The Hanksville Town Council meeting convened its regular session on the 10TH of December in the Hanksville Community Center; meeting commenced at 7:00 p.m.

Present: Mayor Dale Sellers, C. Celeste Sellers, C. Chylene Whipple, and C. Approval of minutes: Motion to approve minutes of November 2015 council meeting: C. Chylene Whipple; Second C. Celeste Sellers Aye: All in attendance

Report of Officers:

Councilmember Chylene Whipple: The BEAR minutes will be emailed to all council members after each meeting and any input the council has is welcome. Community center office still needs paint and the garage door is not fixed at the firehouse. Maintenance has contacted House of Glass to measure the window for apt #2 next week and then order a window. Clean up is needed at the new sewer connection for the Sheffield property. Councilmember Celeste Sellers: Some discussion regarding the arsenic ongoing problem; the results are not in yet for the latest sample. Jeff Pei gave an update on the sewer lagoon; 3’ of water in the second pond and 5’ of water in the overflow pond.

Councilmember Charity Jackson: The process of verifying the headstone with the cemetery map is still in progress. Grant money is needed to have funds to fix the roads. Maintenance Jeff Pei: Projects:  Finishing Bull Creek – will get a price quote from concrete company that is pouring cement at the Old Church project and a price quote from Dennis Alvey. Possibility of using the town’s cement when the Green River cement company is done pouring at the old church and load their cement truck with our cement on the wash out of the truck.  Mowing the sides of the roads  Prepping for pond maintenance in January.  Engine in town pickup blew up and Jeff approved M&D to replace the motor for $5000 There was discussion regarding this unapproved purchase among the council. This is in direct violation of the purchase policy that the town has in place. Mayor Sellers questioned Jeff Pei if he knew the purchasing limit and the process to get a purchase of this size approved and J. Pei said he did understand the policy. Mayor Sellers and the council agreed to put a disciplinary letter in Jeff Pei’s employee file as this is not the first policy violation the Mayor would like 2 letters of discipline be put in J. Pei’s file. The council also made the requirement that Jeff Pei will send a weekly email on Monday’s to the Mayor outlining work done, work in progress and any problems or concerns that Jeff has regarding maintenance issues. The council would like to review the personnel policy and add 3 strikes rule for policy or safety violations. If there are 3 violations than that is justification for review of the employee and possible termination.

Treasurer Jessica Alvey: Absent Clerk Lisa Wells:  Bills were presented (see attached spreadsheet)  Motion to approve bills for payment C. Chylene Whipple; Second C. Charity Jackson Aye: All in attendance.

Mayor Dale Sellers: Nothing to report

Tabled items: Treadlightly! Grant was tabled from last council meeting and discussed at this meeting. The council would like to apply for this and with the money add a new trap house and replace the pistol and known distance range area. New issues and Public Comments:

The Town of Hanksville Preservation Ordinance #2015-1 was presented to the council establishing a historic preservation commission to survey and inventory community historic resources. This ordinance was needed as part of the process of becoming a Certified Local Government and qualify for funding from Utah State Historic Preservation Office.
