FUS Intramural Basketball Rules General Information:

In most situations, high school basketball rules will be used. In no way should the absence of a particular rule mean that it would not be enforced.

A. Responsibility of team captains 1. Read and know the rules. Have a team meeting to cover rules and schedule 2. Represent your team at all meetings and all games. 3. Make sure all of your players are eligible and have current insurance waiver forms on file. 4. Control the behavior of your team, coaches and fans! B. Eligibility 1. Faculty, Staff and students taking at least 3 credits are eligible to play 2. High school students taking college courses, as well as distance-learning students, are not allowed to participate. 3. Each intramural participant must complete and submit an Intramural Liability Waiver before participating. Forms must be turned in with the roster or at the time that the name is added. 4. Each player must wear a numbered jersey - #’s must be 3 inches in size and range from zero to ninety-nine (0-99). No Greek symbols, No decimals, No square roots. Examples of illegal numbers: ∞, π, √, 3.14, 139 5. If an ineligible player participates in a game, the contest that he/she played in will be declared a forfeit.

Rule One: Equipment

A. Game Equipment 1. The Athletic Dept. will provide game basketballs. 2. Tennis shoes must be worn on the court at all times. No black soled shoes, hiking shoes etc. will be permitted 3. Players and spectators must keep their personal belongings with them when they are in the gym. Things that are left on the floor will be taken to lost and found. 4. No casts, knee braces with exposed metal or hard plastic, hats or jewelry are allowed. 5. Players must be in athletic attire to play. 6. Teams must have numbered shirts that match in color, numbers must be permanent (no tape allowed) on both the front and the back of the shirts, be bigger than your hand, and no two players on the same team may wear the same number during a game.

7. Mesh shirts may be worn if shirts don’t match, but they may or may not be clean.

Rule Two: Officials and Their Duties A. Officials’ judgment calls are final and cannot be protested

B. The referee shall have the power to make a decision in any area not specifically mentioned in the rules

C. Correctable errors: The official may correct an error if a rule is inadvertently set aside and results in: 1. Failure to award a merited free throw 2. Awarding an unmerited free throw 3. Permitting the wrong player to attempt a free throw 4. Attempting a free throw at the wrong basket 5. Erroneously counting or canceling a score These errors may only be corrected during the first dead ball after the error takes place.

Rule Three: Players and Substitutes A. PLAYERS 1. A team must have at least four players on the court at all times. No exceptions. 2. Prior to entering the game, players must check in at the statistician’s table. a. A player’s name and number must be in the score book before that player enters the game. PENALTY...Technical Foul… 2 free throws and ball at half court

B. SUBSTITUTES 1. Unlimited. A substitute who desires to enter the game must report to score table and request a substitution. THE SUBSTITUTE MUST BE BECKONED BY AN OFFICIAL BEFORE ENTERING THE COURT. PENALTY: TECHNICAL FOUL *Time-outs and half time are free substitutions

Rule Four: Definitions A. BASKET INTERFERENCE...occurs when a player touches the ball or any part of the basket or backboard while the ball is on or within the basket, or touches the ball while any part of it is within the imaginary cylinder which has the basket ring as its lower base

B. PLAYER CONTROL...a player is in control when he is holding a live ball or dribbling it. An airborne shooter is in player control

C. COURTS...Frontcourt- that part of the court between the end line and nearer edges of the division line. Backcourt- consists of the rest of the court, including the division line.

During a dribble from backcourt to frontcourt, the ball is in the front court when the ball and both feet of the dribbler touch the court entirely in the frontcourt D. DRIBBLE...ball movement caused by a player in control who bats, pushes or taps the ball to the floor one or more times. During the dribble the ball may be batted into the air provided it is permitted to strike the floor one or more times before the ball is touched again with the hands. The dribble ends when: 1. The dribbler catches the ball with one or both hands 2. The dribbler simultaneously touches the ball with both hands 3. An opponent bats the ball 4. The ball becomes dead

E. PERSONAL FOUL...a player foul which involves illegal contact with an opponent while the ball is alive or after the ball is in possession of a player for a throw-in or committed by an airborne shooter when the ball is dead

F. INTENTIONAL/FLAGRANT FOUL...a foul, which, by the judgment of the official, appears to be designed or premeditated. IT IS NOT BASED ON THE SEVERITY OF THE ACT or is violent or savage in nature. PENALTY...2 free throws and ball at half court. This may result in an automatic ejection.

G. PLAYER CONTROL FOUL...a personal foul committed by a player while he is in control of the ball or by an airborne shooter before he returns to the floor

H. TECHNICAL FOULS.... A foul assessed for unsportsmanlike conduct or violations by team members on the floor or seated on the bench. (Counted both as a personal and a team foul) PENALTY...2 free throws and ball at half court

I. PIVOT...takes place when a player who is holding the ball steps once or more than once in any direction with the same foot, the other foot, called a pivot foot, being kept at its point of contact with the floor

J. TRAVELING...moving a foot or feet in any direction in excess of prescribed limits while holding the ball 1. A player, who contacts the ball with both feet on the floor, may pivot, using either foot. When one foot is lifted; the other is the pivot foot. 2. After coming to a stop and establishing a pivot foot: a. The pivot foot may be lifted, but not returned to the floor, before the ball is released on a pass or a try for a goal

b. If the player jumps, neither foot may be returned to the floor before the ball is released on a pass or a try for a goal c. The pivot foot may not be lifted, before the ball is released, to start a dribble K. GOALTENDING...occurs when a player touches a ball during a field goal try or tap while: 1. The ball is in downward flight 2. The entire ball is above the level of the basket ring 3. The ball has a possibility of entering the basket in flight 4. The ball is touching an imaginary cylinder, which has the basket ring as its lower base

L. SCREEN...is a legal action by a player who, without causing contact, delays or prevents an opponent from reaching a desired position. To establish a legal screening position: 1. The screener may face any direction 2. Time and distance are relevant – blind screen/full step 3. The screener must be stationary, except when both are moving in the same path and direction (rolling to the basket)

M. VERTICALITY...any player has the right to the space above him. This does not include arms extended outward from the defensive player’s body.

Rule Five: Scoring and Regulations A. SCORING 1. The IM three point lines will be taped down and will not be exact. The official’s judgment regarding whether or not a basket counts as a two or a three is final. 2. Mercy Rule: If a team is up by 30 points with 4 minutes left or up by 50 points at any point in the game, the game is declared to be over. 3. The scorebook is the official record of the game not the score board.

B. FORFEIT OF A GAME 1. A team must have at least 4 players on the court, ready to play by game time or the game will be declared a forfeit 2. A game may be forfeited at any time where, in the opinion of the officials, there is the possibility an injury due to teams not playing in a sportsmanlike manner 3. If a team forfeits twice, they will no longer be allowed to participate in the IM basketball season and will be taken off of the schedule. 4. If a team knows ahead of time that they will not be able to play in a scheduled game, they can inform the Intramural Dept. via email (fusintramurls) two days before the game and it will not count as one of that team’s two forfeits.

C. TIME 1. The game will consist of two 18 min halves. The last 2 minutes of the second half will be stopped time. The entire first half and the first 16 minutes of the second half will be running time. 2. Shot clocks are not used during IM play, but stalling is not permitted. At any time that the official feels that a team is purposefully stalling by not attempting to create offense, the official will give a verbal warning. After the warning is given, the team must immediately make an offensive attempt or a “stalling violation” will occur and the other team will be awarded possession of the ball. 3. Halftime will be 4 minutes and will be timed. Play will start immediately after the four minute half time ends. D. OVERTIME 1. During all regular season and post season play, the overtime period will be as follows: a. Begin with a center jump b. 2 min. stopped time c. Bonus rule in effect throughout the overtime d. Each team will receive an additional time-out e. Teams do not change directions because overtime is an extension of the second half 2. If the game is still tied at the end of overtime period, another overtime will played following the same procedures. This will continue until one team wins. In extreme situations, the Intramural Coordinator reserves the right to adjust overtime procedures.

E. TIME-OUT 1. A time-out is 30 seconds 2. Each team is allowed 2 time-outs per half 3. Time-outs do not carry over from the first half to the second half or from the second half to overtime. There are no timeouts in overtime.

Rule Six: Live Ball and Dead Ball

A. START OF THE GAME 1. The game and each extra period shall start with a jump ball in the center circle. The teams shall begin shooting at the basket furthest away from their bench. 2. The game shall begin with free throws if warranted by a technical foul called during pre-game 3. Any 2 opponents may jump the ball at the center circle. 4. When the official is ready and until the ball is tossed, non-jumpers shall not: a. Move into the circle

b. Change positions around the circle 5. The ball must be tapped by at least 1 of the jumpers or it shall be tossed again. Neither jumper shall: a. Tap the ball before it reaches its highest point b. Leave the circle before the ball is tapped c. Catch the ball until it has been tapped at least 3 times PENALTY...JUMP BALL VIOLATION – ball goes to the other team for a throw in at the nearest spot

B. OTHER JUMP BALLS 1. In all jump ball situations other than the start of the game and each extra period, the teams will alternate taking the ball out-of-bounds for a throw-in. The team not obtaining control of the ball will start the alternating possession procedure 2. The throw-in in alternating possession situations will be at the nearest spot out-of- bounds C. START OF THE SECOND HALF 1. Teams must switch ends (baskets) 2. The team that is next entitled to the ball on the alternating jump ball makes a throw-in at half court to start the second half

Rule Seven: Out-of-bounds and Throw-in

A. OUT-OF-BOUNDS 1. A player is out-of-bounds when he touches the floor or any object other than a player on or outside a boundary 2. The ball is out-of-bounds when it touches: a. A player who is out-of-bounds b. Any other person, floor or any object outside a boundary c. The supports or back of the backboard d. The ceiling, overhead equipment or supports

B. THROW-IN…. The ball is awarded out-of-bounds for a throw-in after: 1. A violation (Rule 9) 2. A free throw for a technical, flagrant personal foul and/or intentional foul 3. A field goal or a successful free throw for a non-flagrant personal foul or an awarded goal 4. The ball becomes dead while a team is in control, provided no infraction occurred or the end of the period is involved 5. An offensive team foul. a. A foul committed by a player in possession of the ball (player control) will not result in free throws.

b. When an offensive player who is not in possession of the ball commits a foul (illegal screen) and the opponent is in the bonus, free throws will be awarded.

Rule Eight: Free Throw

A. When a free throw is awarded, an official will take the ball to the free throw line of the offended team. Any player not shooting or standing in the marked lane space must stand behind the half court line. After players have taken their positions the official will put the ball in play by giving it to the free thrower.

B. All players occupying a marked lane space may leave when the ball leaves the shooter’s hand. The shooter and all players not in a marked lane space, i.e. behind half court, may not leave until the ball touches either the rim or backboard.

C. During a free throw for a non-flagrant personal foul, each of the lanes spaces above the block shall be occupied by 1 opponent of the free thrower. A teammate of the free thrower is entitled to the next adjacent lane space on each lane line. No more than one player may occupy one space at a time. If the ball is to become dead when the last free throw for a specific penalty is not successful, players will take positions behind half court.

D. The offended player shall attempt the free throw awarded because of a personal foul. If such a player must withdraw because of injury or disqualification, his substitute may attempt the free throw.

E. The free throw awarded because of a technical foul may be attempted by any player of the offended team INCLUDING AN ENTERING SUB AS LONG AS THE PLAYER IS AT THE SCORERS TABLE AT THE MOMENT THE TECHNICAL IS CALLED.

Rule Nine: Violations and Penalties

A. A player shall not violate the free throw provisions. After the ball is placed at the disposal of a free thrower: 1. He shall shoot in such a way that the ball enters the basket or touches the rim before the throw ends 2. The ball must touch the rim 3. No opponent shall intentionally distract the free thrower 4. No player shall enter or leave a lane space once the shooter has the ball* 5. The free thrower shall not have either foot beyond the vertical plane or edge line* 6. A player who does not occupy a marked lane space must be in backcourt area*

7. A player occupying a marked lane space may not have either foot beyond the vertical plane or any edge of the space designated by a lane space marked by the neutral space* *The restrictions in 3, 4, 5, 6, and 7 (above) apply until the ball touches the rim or backboard PENALTY (A: 1-7) 1. If the violation is by the teammate of a free thrower only, the ball becomes dead when the violation occurs and no point will be scored by that throw: 2. If the violation occurs during a free throw for a non flagrant personal foul, the ball is awarded to the opponents for a throw-in at either end of the free throw line extended 3. If the violation is by the free thrower’s opponent only: a. If the try is successful, the goal counts and the violation is disregarded b. If the try is not successful, the ball becomes dead when the free throw ends, and the same free thrower under the same conditions shall attempt a substitute free throw 4. If there is a double violation, the ball becomes dead when the violation occurs, no points shall be awarded and play shall resume by the team entitled to the alternating possession at the spot nearest to where the double violation occurred B. A player shall not cause the ball to go out-of-bounds C. A player shall not violate provisions governing the throw-in. A player shall not: 1. Leave a designated throw-in spot 2. Fail to pass the ball directly into the court so that it crosses the boundary line, touches or is touched by another player before going out-of-bounds 3. Consume more than 5 seconds from the time the throw-in starts until the time the ball is released by the thrower 4. Carry the ball onto the court 5. Touch the ball on the court before it has touched another player 6. Have any part of his person beyond the vertical inside plane of any end line or sideline before the ball has crossed the line 7. Be out-of-bounds when he touches or is touched by the ball after is has crossed the vertical inside plane of the boundary line PENALTY (C: 1-7)...The ball is awarded to the opponents for a throw-in at the same spot

D. A player shall not travel with the ball, kick it, strike it with a fist or cause it to enter and pass through the basket from below NOTE...Kicking the ball is a violation if it is intentional E. A player shall not dribble a second time after his first dribble has ended, unless it is after he has lost control because of a try for a goal, a bat by an opponent, or a pass/fumble has been touched by another player

F. A player shall not remain for more than 3 seconds in the free throw lane (lines included) while the ball is in control of his team in the frontcourt. Allowance shall be made for a player who, having been in the lane for less than 3 seconds dribbles in or moves to attempt a shot. A player is considered in the lane if any part of his foot is contacting the lane.

G. A player shall not, while closely guarded: 1. Hold or dribble the ball for more than 5 seconds anywhere on the court 2. Control the ball for 5 seconds in an area enclosed by screening teammate PENALTY (D-G)...the ball becomes dead when the violation occurs. The ball is awarded to the opponent for a throw-in at the spot nearest violation. If the ball passes through a basket during a dead ball period immediately following a violation, no point is scored and the ball is awarded to the opponent for a throw-in at end line nearest the violation

H. A player shall not commit basket interference or goaltend 1. Touch the ball or basket when the ball is on or within either basket 2. Touch the ball when it is touching the cylinder having the rim as its lower base 3. Touch the ball during a field goal try while it is in downward flight entirely above the basket and has the possibility of entering the basket in-flight, or touch the ball outside the cylinder during a free throw attempt 4. Touch the ball while it is in its downward flight entirely above the basket rim level, which has been tapped by a player toward his basket and the possibility of entering the basket in flight. PENALTY (H: 1-4) 1. If the violation is at the opponent’s basket, the opponents are awarded the basket. 2. If the violation is at a team’s own basket, no points can be scored and the ball awarded to the opponents for a throw-in at either end of the free throw line extended 3. If there is a violation by both teams; play shall be resumed by the team entitled to the alternating possession throw-in at the nearest spot

I. BACKCOURT RULE 1. A player shall not be the first to touch a ball which is in his team’s control after it has been in the frontcourt, if his teammate was the last to touch the ball in the frontcourt before it went backcourt EXCEPTION...it is not a violation when after a jump ball or throw-in, a player is the first to secure control of the ball while both feet are off the floor and he then returns to the floor with one or both feet in backcourt.

Rule Ten: Fouls and Penalties

A TECHNICAL FOUL CHARGED TO A PLAYER COUNTS TOWARD THE 5 FOULS PERMITTED EACH PLAYER. THE SECOND TECHNICAL FOUL A PLAYER RECEIVES IS AN EJECTION FROM THE GAME. ANY EJECTION OF A PLAYER WILL RESULT IN A SUSPENSION, OF AT LEAST ONE GAME. PLAYER ELIGIBILITY WILL BE REINSTATED WHEN THAT PLAYER MEETS WITH THE INTRAMURAL COORDINATOR, KELLY HERRMANN. Please email [email protected] to schedule that meeting immediately so that the one game suspension is not extended.

A. A team shall not: 1. Have more than 5 team members participating simultaneously 2. Request an excess time-out PENALTY...Technical Foul… 2 free throws and ball at half court

B. A substitute shall not enter the court 1. Without being beckoned by an official, except at time-outs and halves 2. without his name appearing on the score book PENALTY...Technical Foul… 2 free throws and ball at half court

C. A player shall not: 1. Cause either backboard to vibrate while the ball is in flight or during a try or tap, or while the ball is in the basket or in the cylinder above the basket 2. Delay the game by: a. Interfering with the ball after a goal (first time is a WARNING, the second time is a TECHNICAL FOUL) b. Not returning the ball immediately to an official when a whistle is blown c. Slap or touch the ball on a throw-in before it has crossed the boundary line PENALTY...Technical Foul… 2 free throws and ball at half court 3. Participate after having been disqualified 4. Grasp the basket or backboard before, during or after the game 5. Dunking is permitted, but at no time is a player allowed to grasp or hang on the rim. PENALTY...Technical Foul… 2 free throws and ball at half court 6. Hang on the rim before, during or after unless in an attempt to prevent harm to another PENALTY...Technical Foul… 2 free throws and ball at half court and automatic ejection 7. Undercut an opponent PENALTY...Flagrant Foul… 2 free throws and ball at half court and ejection of the offender

8. Commit an unsportsmanlike foul, such as: a. Disrespectfully address or contact an official or gesture in a manner to indicate resentment or dissent b. Use profanity – automatic ejection c. Climb on a teammate to secure greater height PENALTY (a-c)...Technical Foul… 2 free throws and ball at half court 9. Wear illegal equipment PENALTY...Technical Foul… 2 free throws and ball at half court 10. Wear street clothes - athletic attire must be worn

D. Bench personnel should not: 1. Commit unsportsmanlike fouls, such as: a. Disrespectfully address an official or attempt to influence his decision b. Use profanity – automatic ejection c. Disrespectfully address an opponent d. Incite undesirable crowd reactions PENALTY...Technical Foul… 2 free throws and ball at half court

E. All unsportsmanlike fouls shall result in a technical foul or ejection depending on the severity of the act 1. Technical Foul -Issued to any player who commits a less severe unsportsmanlike act 2. Ejection -Issued to any player who commits a more severe unsportsmanlike act or receives his/her second technical foul

F. The captain of the team is responsible for the behavior of the bench. Technical fouls assessed to the bench personnel may be charged to the captain if the person committing the unsportsmanlike act is unknown.

G.PERSONAL FOULS: 1. A player shall not: hold, push or trip; nor impede the progress of an opponent by extending an arm, shoulder, hip, knee or by bending the body into other than a normal position nor use any rough tactics. He shall not contact an opponent with his hand unless such contact is only with the opponent’s hand while it is on the ball. It is a form of pushing when a defensive player who approaches from behind contacts the player holding the ball. Contact that is caused by the momentum of a player who has thrown for a goal is a form of charging.

2. A dribbler shall not contact opponents in his path but must attempt to go between them (if there is space that allows for no contact) or go around them. If a dribbler without contact sufficiently passes an opponent to have his head and shoulder in advance of that opponent, the greater responsibility for subsequent contact is on the opponent. If a dribbler in his progress has established a straight path he may not be crowded out of the path, but if an opponent is able to establish legal defensive position in that path, the dribbler must avoid contact by changing direction or ending his dribble. 3. A player who screens shall not: a. Take a position closer than a normal step from his opponent when he is behind a stationary opponent. b. Make contact when he assumes a position at the side or in front of a stationary opponent. c. Take a position so close to a moving opponent that this opponent cannot avoid contact by stopping or changing direction. The speed of the player to be screened will determine where the screener may take his stationary position. This position will vary and may be 1 or 2 normal steps from the opponent. NOTE...the screener may take a position on any side of an opponent in possession of the ball without making contact. 4. In the open court, the player guarding the ball handler may not make contact with an open hand (hand check) or forearm extended. PENALTY FOR PERSONAL FOULS: The offender is charged with 1 foul, and if it is his fifth or if it is flagrant, he is disqualified. The offended player is awarded free throws as follows: 1. One free throw for a foul against a field goal thrower whose try is successful 2. 2 free throws for a foul against a field goal thrower whose try is unsuccessful or if the foul was intentional (the ball is awarded out-of-bounds at spot nearest intentional foul) 3. 3 free throws for a foul against a field goal thrower whose 3 point try is unsuccessful 4. 2 free throws, ball at nearest spot and ejection of offender for each flagrant foul 5. Bonus Rule: Bonus free throw on and after 7 team fouls (1&1 - one attempt, if the attempt is good then another one is awarded) if it was a common foul. Double Bonus on and after 10 team fouls (2 free throws) if it was a common foul. 6. No free throws are awarded for: a. Each non-shooting personal foul committed before the bonus rule is in effect b. Fouls committed by players while they are on offense and in possession of the ball c. A double foul

Rule Eleven: Conduct and Sportsmanship

A. CONDUCT AND SPORTSMANSHIP 1. All persons participating or spectating in any sport are expected to conduct themselves in an appropriate manner. Any swearing, fighting or disrespect shown to officials, intramural staff or other player will be considered unsportsmanlike conduct. Failure to follow this rule may result in suspension from participation for one or more games, the season or the year. 2. Any player receiving two technical fouls or similar disciplinary action in one contest will be suspended from intramural basketball for their team’s next scheduled game. Eligibility may be reinstated after meeting with the Intramural Coordinator, Kelly Herrmann. Please email [email protected] to schedule that meeting. 3. Any player committing an intentional or flagrant foul may be ejected from the game 4. Please show respect to the intramural referees and staff. At no time will any person be permitted to threaten an official in any way before, during or after a contest. Any such action may result in a suspension from all intramural competition for the remainder of the school year.

Intramural policy regarding former varsity basketball players: No team may have more than two team members who are former varsity basketball players on its roster. Current player: any student-athlete who has been on the varsity roster at any time during the 2012-2013 academic year. Former player: any student-athlete who has been on the varsity roster at any time during his/her college career at Franciscan University.

Roster additions:

The last day to add names to rosters is Friday, Feb. 7th at 4:00 pm.

All roster adds must be done by the captain or co-captain and must include the liability form for the player being added.

Roster adds must be done during IM office hours: 1:00 to 4:00 pm Monday – Friday.

Forfeit policy:

Each team is allowed one forfeit and will remain in the league. When a team forfeits for a second time, they will be taken off of the schedule and will no longer compete in the IM basketball league.

To avoid forfeits, team captains are allowed to contact the IM department via email 2 days prior to a contest if they are unable to field a team for that contest. Their game will be taken off of the schedule and their opponent and the staff will be informed. The result will be a loss, but not a forfeit.
