Regular Meeting Minutes

February 16th, 2007; 10:00 A.M. Regents’ Meeting Room, Second Floor, State Regents Office Complex, Oklahoma City ------

I. The Chairperson called the meeting to order. Persons in attendance are listed on the attached sign-in sheet, and are made a part of the minutes of this meeting. (attachment 1).

II. The Chairperson asked for amendments or additions to the day’s agenda. Added to the agenda was a short presentation by Mr. Brent Roy of National Bus Sales & Leasing, Inc.

III. The Chairperson requested that those in attendance review the minutes of the July 2006 meeting, and comment. Having received no comments, the minutes were accepted as written.

IV. The Chairperson announced the opening of the Executive Committee Secretary position, and the need for someone to fill this position until the next regular election. One identified candidate for the position was introduced, and a request made for other persons interested in holding the position. Having no other candidates come forward or be nominated, a vote was taken and candidate Rick Jackson of OSU-Okmulgee elected to the position.

V. The Chairperson then asked Ms. Pam Boatright, S2HERC Coordinator, to give both the Treasurer’s and Coordinator’s Report.

VI. Treasurer’s Report was attached as a hand-out. The budget for the current year is on track, with travel a little over-budget but all else under- budget. There are remaining funds on-hand from the current year, and any unused funds will roll forward for use in the future year(s). This current budget will be used to prepare a budget for the new year, with little modification; the new budget proposal will be announced later this Spring.

VII. Coordinator’s Report was attached as a hand-out. Ms. Boatright requested possible topics for the Spring Seminars Meeting, and received several which she said she would gather more information about for consideration of the agenda.

Boiler Safety Inspector Certification is priced at $375 per person, and the training takes 2 days.

Department of Labor (DOL) has assumed responsibility for elevator inspection, and is preparing for this task. Chairperson Stiger asked if any campuses had talked with any of the inspectors about this; a few were aware but no actual inspections had been done. Under the new rules, it is understood that (a) elevator mechanic is a certified/licensed position, (b) all elevators must be registered with DOL, and there is a fee for each elevator registered, and (c) there may be a cost for each inspection as well.

Moodle update: This is a stalled (but not dead) effort. Ms. Boatright requested help with moving this ahead, in order to be able to offer short, on-line safety training through S2HERC. System Safety, Health & Environment Resource Center, page 2 of 2.

A brief report was given on Emergency Preparedness and City Readiness Initiatives. A list of applicable website links was provided.

Big 12 Safety Directors’ Meeting: An email was sent by Ms. Boatright concerning this meeting scheduled to be in OKC this April. A short discussion was held concerning the advantage of having it in Oklahoma this year, and the infrequent opportunity to attend. As preparations advance, Ms. Boatright will be sending information to members.

VIII. Call for new business: none was offered. The next meeting date was announced as Friday, July 13th, 2007.

IX. The Chairperson officially closed the meeting, and introduced Mr. Brent Roy, National Bus Sales & Leasing, Inc.

X. Mr. Roy reminded the assembly of his presentation at the meeting last year, when two (2) bus models were brought for inspection in response to the new safety laws concerning 15- passenger vans. He announced that there is a current state contract in place for universities to purchase the approved bus models through his company, and distributed brochures and business cards.

***** To the best of my knowledge and ability, these minutes are a fair and accurate representation of the activities, discussions and actions taken by the body in regular meeting assembled February 16th, 2007.
