Career and Technical Education (CTE) Students

CTE Programs: Career and technical education (CTE) is focused on career or occupational training. Located in high schools and BOCES, CTE programming provides academic and technical instruction in the content areas of agriculture, business and marketing, family and consumer sciences, health occupations, trade and technical education, and/or technology education.

General CTE Guidelines:

 CTE programs are comprised of at least three CTE courses (equivalent to three full years of study) that together form a cohesive concentration or content area. Only the concentration (or content area) is reported in eSchool programs and not individual courses.

 A single program service record is created if the student is taking CTE in a single location. If more than one content area is taken, create one record and use the program code that describes where the student spends the most time.

 CTE students enrolled in more than one location during the school year must be reported with a separate record for each program location. For example, two program service records are required for a student enrolled in business education in a high school and in computer information technology at a BOCES.

 The school district accountable for the student is responsible for reporting CTE data in SIRS for the student, even if the district’s students receive CTE at another program service provider (e.g., a BOCES). The agency that delivers the CTE course is the service provider.

 Since CTE students at local high schools build cohesive concentrations based on individual interests, the selection of a specific program may prove more difficult than the selection of CTE programs at a BOCES. In this case, you can use one of the following more broad-based program service codes: Agriculture (010599); Business and Marketing (529999); Family and Consumer Sciences (199999); Health Occupations (519999); Technology Education (151599); or Trade and Technical (489999).If a student is in two of these content areas (in the same location), the code to be reported should be the one in which the majority of the student’s time is spent.  Students who participate in any career and technical education who are also in a high school diploma-granting program or an approved GED program must be reported.

1. CTE Program: All students taking CTE have a CTE program service record created in the school year they first start CTE. Enter the date the student entered the program and pick the code value that represents the program.

Any student who enters a program on the first day of the school and calendar for the enrollment building, will be given a date of 7/1 as a Start Date in the Programs Fact file, as specified by State Guidelines. If the date is after the first day, the entered date will be reported.

3. Participation Info Code: All students who participate in a CTE must be reported with CTE Program Type “CTE”. The start date will be the date the student entered the program. 5. Service Provider: Program location the student is taking the courses. Typically BOCES or School District. The start date will be the date the student entered the program. If no Service Provider is entered, then the student’s Enrollment Building will be used in level 0 reporting.

7. Program Intensity: All students who participate in CTE must be reported with a CTE Program Intensity: Enrollee, Participant, or Concentrator. Program intensity is a measure of the student’s progression through his or her CTE program. The start date will be the date the student entered the program (see the following chart for intensity guidelines).

The following table offers guidance on how to determine program intensity for CTE:

Co …has completed at least two …has successfully completed two-thirds nc sequenced CTE courses (equivalent to of his or her program. en two full school-year courses) out of a tra three course cohesive concentration. (In the case of a BOCES two-year tor program, 54 weeks = 2/3)

Ending CTE Program Service Records:

If the student meets the district’s requirements for completing the program, use Reason for Ending Program Service code 646 and the Level of Program Intensity is “Concentrator,” as all completers have, by definition, passed through all the intensity levels.

If the student ends the program services without completing the program use Reason for Ending Program code 663. The Level of Program Intensity is the level reached by the day the student discontinued the program. If the student has not completed the CTE program by the end of the school year and is not scheduled for CTE the following year, use Reason for Ending Program Service code 680 and the Level of Program Intensity is the level reached at the end school year being reported.

If the School year comes to an end and the student will be continuing the following year with the same program, do not put an end date in the current year. Leave the original start date and only put an end date when the student actually ends the program with the appropriate withdrawal code from above. Update the intensity as the student progresses.

The following pages have examples of program scenarios:

Example 1: A student enrolled in two CTE Programs in separate locations

 A separate CTE program record is created for each location (If a second CTE field is not available contact eschool support).

Example2: A student changes CTE concentrations mid-year without completing 1st program (If he completed the 1st program the withdrawal code would be 646)  The first program/Participation/Service provider/ and Program Intensity is officially ended with a withdrawal code and date.

 The new program begins the next day and remains open until end of School Year

*Same procedure for ending a program mid-year w/out starting another- you just wouldn’t enter a new start date.

Example 3: Reporting students who remain in the same program from year to year:

In this scenario, only the intensity will be overridden as the student progresses

 No end date has been entered since the student started the program

 The program intensity is updated as the student progresses.

If no end date is reported, the extract pulls a new start date of 7/1 in the current year for all fields. Example 4: Reporting a student who meets all requirements at the end of his second year:

In this scenario, the origination date and the end date span multiple school years.

 Only the program intensity is updated as the student progresses.

 The start date and end date span multiple years.
