RECOMMENDATION: That the City Council, by Motion, approve and authorize the Mayor and City Clerk to execute the engineering services agreement with PSOMAS for the design of Phase I of the Citywide Sanitary Sewer System Repair and Rehabilitation Program in an amount not to exceed $269,881.

DISCUSSION: To address the citywide sanitary sewer maintenance needs and to maintain continued compliance with the State mandated “Sewer Waste Discharge Requirements,” the City completed a sewer system condition assessment and prioritization program in 2006. Phase I of the Citywide Sanitary Sewer System Repair and Rehabilitation Program provides for the repair and rehabilitation of the highest priority locations identified in the condition assessments. A Request for Proposal was sent to ten engineering consultants specializing in this work on November 9, 2006. Six firms were unable to submit their proposals due to their current workload. The following are the remaining four proposals, in order of ranking: Consulting Firm Proposal Fee 1. PSOMAS………………………………………… $269,881 2. PBSJ……………………………………………... $183,003 3. CH2MHILL……………………………………… $798,979 In accordance with Council Policy 401, the Department of Public Works reviewed the proposals, ranked the firms based on predetermined criteria, and concluded that PSOMAS was the most responsive firm. Evaluation criteria included, among other factors, the consultant’s understanding of the scope of work, the qualifications of the proposed staff, ability to adhere to established schedule, and reasonableness of the fee. 200 S. Following is the basis for the recommended selection:

 Extensive experience of key personnel, including the project manager, and project engineers, specifically in the repair and rehabilitation of sewer systems, including the conventional remove and replace method and the trench-less type of repair and rehabilitation.  Project fee proposal and hourly rates are reasonable and competitive relative to the other proposals submitted.  Additional needed support is provided in the areas of bidding phase services, construction and post-construction phase services, project management and quality control.  Uniquely having more in-house capabilities, including design services, surveying, traffic engineering and environmental services which make it easier for management and coordination.  Specific experience successfully working on projects for the City of Anaheim. Currently, they are in the process of completing the design of approximately one and one half miles of the Katella sewer in the City of Anaheim.

The engineering services will be provided for a total contract not to exceed amount of $269,881.

IMPACT ON BUDGET: There is no impact on the General Fund. The cost is not to exceed $269,881 and will be paid from the Wastewater Collection and Disposal System Maintenance Fund (590 Fund).
