1. Purpose of the Consultancy

To provide operational support for the development, dissemination, and evaluation of the WHO Emergency Medical Teams (EMT) Toolkit with a strong focus on Standard Operating Procedures (SOP’s) for EMTs; perform operational support on the WHO EMT Secretariat in the mentorship, capacity building and training of national EMTs ; to support mentorship and verification of EMTs. Within the EMT Secretariat, this work will be supervised by the Technical Officer responsible for Quality Assurance .

3. Background

The mission of the Emergency Medical Teams Initiative is to reduce the loss of lives and long term disabilities in emergencies through the deployment and coordination of quality assured teams. There are five core activities that guides the EMT initiative towards achieving its mission: expanding global/regional coordination and partnerships; delivery and coordinating response and providing in field quality assurance; standard setting, collection/dissemination of best practices and SOPs and creating a knowledge hub; implementing capacity building and training and providing quality assurance and classification.

4. Work to be performed

Output 1: To develop and disseminate an EMT tool kit including:

Deliverable 1.1 : Development of a first draft of the EMT tool kit including supporting SOPs, consolidated examples of best practices, innovative approaches and operational capabilities and new technical standards produced by the technical working groups

Deliverable 1.2: Delivery of a final version of the EMT tool kit including the elements mentioned on deliverable 1.1

Output 2: To support mentorship ,capacity building and training of National EMTs

Deliverable 2.1 Develop a concept note and proposal for the program development of the “National EMT Accreditation” (National Quality Assurance)

Corresponds to a Full-Time Equivalent of: 100 % (100% equals 40 hours a week – 4 weeks a month)

8. Specific requirements - Qualifications required: Essential: A first university degree (bachelor's degree) in a relevant discipline such as nursing, paramedical or other allied health related field from a recognized institution.

Desirable: Advanced university degree (Masters level or above) in, a related global health or humanitarian discipline or an understanding demonstrated by significant experience of working in these sectors within a project management.

Essential: At least 5 years of progressive experience within the humanitarian sector, preferably within emergency health response. Experience in supporting various aspects of program development and management, including proposal development, coordination, document review, reporting and implementation. Work experience in multi-stakeholder environments and working across multi-functional and dynamic teams. First-hand experience in preparing an EMT or organization for verification and an excellent knowledge of the WHO EMT initiative.

Desirable: Experience in emergency preparedness and response. Previous experience in development of SOP’s for EMTs

- Skills / Technical skills and knowledge:  Ability to plan and organise tasks related to multiple projects and personnel with attention to detail  Excellent skills in writing, editing, formatting, research, negotiation, and verbal communication  Excellent interpersonal and team leadership skills  Ability to network and develop effective working relationships with a range of stakeholders and partners  Ability to review, develop and implement program procedures, systems and processes  Ability to maintain a positive and flexible problem-solving approach with a can-do attitude  Good project management skills with experience in proposal development, implementation of emergency and developmental related projects  Ability to identify, pre-empt and manage program challenges  Excellent Microsoft word, excel and power point skills

- Language requirements: Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French and/or other UN language.

9. Place of assignment Incumbent is expected to be based in Geneva for the duration of the consultancy 10. Travel The Consultant is expected to travel including for taking up assignment and according to the itinerary and estimated schedule below:

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance in line with the instructions applicable locally, or up to the maximum of the UN DSA. The Consultant shall apply for a UN Certificate prior to travelling. Visas requirements: it is the Consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
