Port of Ridgefield Regular Meeting Minutes November 8, 2017

1. CALL TO ORDER AND PLEDGE: At 3:00pm Chair Scott Hughes called the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance.

2. APPROVAL OF THE MINUTES AND ADDITIONS TO THE AGENDA: October 11, 2017 Minutes: Commissioner Joe Melroy made a motion to approve the meeting minutes as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.

3. CALENDAR: WPPA Annual Meeting: The 2017 Annual Meeting is November 15 – 17 and will be held at the Motif Hotel in Seattle. The Commission, Nelson Holmberg, Brent Grening, Bill Eling and Ethan Perry will attend.

COR Sculpture Dedication: The city of Ridgefield will have a sculpture dedication on Saturday, November 18th at 4:00pm at Overlook Park in Ridgefield.

Commission Meeting – November 22: The second meeting in November is November 22, due to the Thanksgiving holiday, the meeting date is changed to Wednesday, November 29 at 3pm.

3-Ports Dinner Meeting: The annual dinner meeting for Ports of Ridgefield, Camas-Washougal and Vancouver is Monday, December 4 at 5:30pm and will be held at the Port of Camas- Washougal.

COR/POR Legislative Breakfast Meeting: The City and Port annual legislative breakfast meeting is Thursday, December 7 at the Sportsman’s Restaurant in Ridgefield. The meeting will start at 7:30am.

2018 GVCC Legislative Outlook Breakfast: The Greater Vancouver Chamber of Commerce annual legislative breakfast meeting is Friday, December 8 at 7:30 – 9:00am and will be held at Warehouse ’23 in Vancouver.

Commission Meeting – December 27: This commission meeting is cancelled.

4. PUBLIC COMMENT

11/8/2017 Minutes Page 1 Allene Wodaege invited everyone to attend the City’s sculpture dedication to honor those that had a vision for Ridgefield, she specifically mentioned honoree Sydney Reisbick, who passed away October 17. Sydney loved birds and the Ridgefield Community. She also mentioned others that will be honored.

Mayor Ron Onslow stated the sculpture dedication will honor five significant people who had the vision for and helped create Overlook Park: Allene Wodaege, Jim Maul, Sydney Reisbick, Amy Montoya and David Dines.

5. FINANCE: Payment of the Bills: Commissioner Joe Melroy made a motion to pay the bills for the month of November. Commissioner Scott Hughes seconded the motion. The motion was carried. The bills totaled $599,590.70.

Cash Graph: The weekly cash graph report is in the Commissioner’s dropbox.

2018 Draft Operating & Capital Budgets: Copies of the budgets were distributed. Brent Grening reviewed the budgets and stated the projects and expenses are similar to last year with minor changes. He mentioned specific items that are new on this year’s budget such as staff retirement, Wisdom Ridge (outside services maintenance for $25,000) and the new lease amount for the Washington State Fish and Wildlife. He stated the final budgets will be presented at the November 29 Commission meeting.

Brent stated these are draft budgets and are subject to change. Copies are distributed to give the public a chance to review. Tevis Laspa was given his standard detailed copy of the budgets.

6. PARTNER PRESENTATION: OREGON BIOSCIENCE & BROADBAND BY DENISE MCCARTY Brent Grening introduced Denise McCarty, Executive Director of the Oregon Bioscience Association. Denise introduced Dr. Brian Martin, founder and CEO of Recentia Health. Denise gave a presentation regarding moving data needs and the opportunity for bioscience.

7. REPORTS AND BUSINESS: Operations WSDOT/POR Grant Authorization: Brent stated the Washington State Department of Transportation submitted paperwork to the Federal Rail Authority (Grant Safety Division) on the Port’s behalf to keep the Ridgefield Rail Overpass Project moving. The administrative fees amount for the WSDOT is $36,000. Brent is seeking Commission approval for the Port to pay the requested amount to WSDOT. They have been most helpful in assisting the Port with the FRA grant process for the project.

Commissioner Joe Melroy made a motion for Port staff to pay the Washington State Department of Transportation $36,000 for administrative fees to continue the Ridgefield Rail Overpass Project. Commissioner Scott Hughes seconded the motion. The motion was carried.

Innovation Nelson Holmberg will provide a report at the next Commission meeting regarding his meetings with State Legislators in Washington DC.

Commission WPPA Small Ports Seminar: Commissioners Melroy and Hughes stated the seminar was well- attended.

8. PUBLIC AGENCY COMMENT: Mayor Onlsow noted the following:

Congratulations to our re-elected Port Commissioner Bruce Wiseman!

Ridgefield Main Street Group – Mayor Ron Onslow stated Marie Mosley, city manager of Kennewick will present on Thursday, Novmeber 16, 2017 regarding the infrastructure, growth and economic development.

Identitiy Clark County Discussions – The ICC will host the annual Clark County Transportation Alliance and the Clark County Governmental Affairs roundtables discussions on Monday, November 20, 2017 at 1:00pm at the Riverview Community Bank in Vancouver.

Ridgefield Celebration – The annual Ridgefield Hometown Celebration is Saturday, December 2, 2017.

2018 Legislative Outlook Breakfast – The annual breakfast is Friday, December 8, 2017 at 7:30am at Warehouse 23’.

9. PUBLIC COMMENT: Mayor Onslow extended a Congratulations to John Main (re-elected city council member), Emily Enquist and Becky Greenwald (school board members)!

Allene mentioned Betty T. says Hello to everyone and she misses Ridgefield. Betty T. is helping with the Ridgefield Hometown Celebration online.

10. ADJOURNMENT: The meeting adjourned at 4:25pm with no further comments or business. The next regular Commission meeting is scheduled for Wednesday, November 29, 2017 at 3:00pm. The meeting will be held at the Port of Ridgefield offices in the downstairs conference room located at 111 West Division Street in Ridgefield.
