TOWN COUNCIL MINUTES MEETING MINUTES MONDAY

FEBRUARY 08, 2016

4:00 PM

A meeting of the Fort Kent Town Council convened at 4:00 pm. Present were Councilors John Bouchard, Priscilla Staples, Jacob Robichaud, Peter Saucier, and Daniel Marquis. Members of the staff and public were Donald Guimond, Ed Endee, Dennis Cyr, Daniel Nicolas, James Levasseur, Larry Guimond, Alex Nadeau, Jana Nadeau, and Jessica Potila.

1. BUDGET WORKSHOP – COUNCIL DELIBERATIONS:

The Council reviewed the proposed income and expense budget and formulated recommendations for the Budget Committee. A motion was made by Councilor Staples and seconded by Councilor Robichaud to approve the recommended expense amounts totaling $5,943,489.84 and the proposed revenue amounts totaling $1,625,194.12, for a total tax commitment of $4,318,295.72. Motion carried, vote was unanimous.

2. PUBLIC HEARING – ZONING ORDINANCE UPDATES TRAFFIC AND MOTOR VEHICLE UPDATES FLOODPLAIN MANAGEMENT UPDATES:

The proposed Updates to the Zoning Ordinance, Traffic and Motor Vehicle Ordinance, and the Floodplain Management Ordinance were reviewed and discussed.

After completion of the Public Hearing the Council agreed to include the proposed changes on the Annual Town Meeting Warrant for voter consideration where required. Items that are authorized for approval by the Council will be acted on at a future Council meeting.

3. MEETING MINUTES – 01-25-16:

A motion was made by Councilor Saucier and seconded by Councilor Marquis to approve the Meeting Minutes of January 25, 2016. Motion carried, vote was unanimous.

4. WARRANTS – 01-28-16 02-04-16:

A motion was made by Councilor Robichaud and seconded by Councilor Saucier to approve the Warrants of January 28 and February 08, 2016 as submitted. Motion carried, vote was unanimous.

5. MDOT WORK PLAN - REVIEW:

The Council reviewed the 2016, 2017, 2018 MDOT Work Plan. Included in the plan is a proposal to replace the Perley Brook culverts at the Market Street crossing. We will continue to monitor this proposal as it develops in order to determine the potential impact, if any the project may have on the water line in that area.

Engineering/reconstruction funds were not allocated to the Route 161 projects again this year. The Council has repeatedly requested funding for the East Main and Caribou Road projects. MDOT has indicated that they will consider that request as part of the 2019 plan.

6. ANNUAL TOWN MEETING WARRANT - DISCUSSION:

By consensus the Council agreed to include an article in the Annual Town Meeting Warrant asking the voters to approve 1.2 million in municipal bonds for road improvement projects.

7. CERTIFICATE OF COMMITMENT – SEWER USER RATES $47,141.00.

A motion was made by Councilor Robichaud and seconded by Councilor Staples to approve the Certificate of Commitment of Sewer User Rates in the amount of $47,171.00 for the period ending January 31, 2016. Motion carried, vote was unanimous.

8. GENERAL ASSISTANCE – REVIEW JANUARY REPORT:

The Council reviewed the January General Assistance Report with no action taken. There was one approved case in the amount of $67.50. TOWN COUNCIL MEETING MINUTES FEBRUARY 08, 2016 PAGE 3

9. AROOSTOOK HAZARD MITIGATION PLAN - APPROVAL:

A motion was made by Councilor Staples and seconded by Councilor Marquis to approve the Aroostook County Hazard Mitigation Plan – 2016 Update. Motion carried, vote was unanimous.

10. REVOLVING LOAN FUND – STATUS REPORT [1 MRSA § 405 (6) (C)]:

A motion was made by Councilor Staples and seconded by Councilor Robichaud to enter executive session to receive a Status Report of the Revolving Loan fund as per 1 MRSA § 405 (6) (C). Motion carried, vote was unanimous. Entered executive session at 8:14 pm.

A motion was made by Councilor Robichaud and seconded by Councilor Staples to exit executive session. Motion carried, vote was unanimous. Exited executive session at 8:26 pm.

Post executive session action. No action taken.

11. PERSONNEL – CEO/BUILDING INSPECTOR [1 MRSA § 405 (6) (A)]:

A motion was made by Councilor Staples and seconded by Councilor Saucier to enter executive session to discuss the CEO/Building Inspector issues as per 1 MRSA § 405 (6) (A). Motion carried, vote was unanimous. Entered executive session at 7:53 pm.

A motion was made by Councilor Staples and seconded by Councilor Saucier to exit executive session. Motion carried, vote was unanimous. Exited executive session at 8:13 pm.

A motion was made by Councilor Saucier and seconded by Councilor Robichaud to adjourn. Motion carried, vote was unanimous. The Council meeting adjourned at 9:51 pm.
