WHAT’S BEING The County of Riverside (County), in cooperation with the California Department of Transportation (Department) and the cities of PLANNED Eastvale and Jurupa Valley, proposes to improve the existing freeway interchange at Interstate 15 (I-15) and Limonite Avenue, located within the cities of Eastvale and Jurupa Valley in Riverside County, California. The proposed project would replace the existing Limonite Avenue overcrossing and would widen the roadway from four lanes to six lanes. Specifically, the project would widen the existing northbound and southbound on-and off-ramps, widen Limonite Avenue to three lanes in each direction through the interchange area, and replace the existing Limonite Avenue overcrossing structure. The purpose of the proposed project is to reduce projected traffic congestion at the I-15/Limonite Avenue interchange and improve traffic flow on the regional transportation system. Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for carbon monoxide (CO) and particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concern regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis. WHY THIS The Department has studied the effects this project may have on the environment. Studies show it will not significantly affect the AD? quality of the environment. The report that explains the effects of the project is called an Initial Study (IS). This notice is to tell you of the preparation of the Proposed Mitigated Negative Declaration (MND) and availability of the IS for you to read. A public meeting will be held to give you an opportunity to talk about certain design features of the project with Department staff before the final design is selected, and to also provide an opportunity to ask questions regarding the planned schedule for this proposed project, including the tentative schedule for the purchase of land for right of way as well as the tentative schedule for construction. WHAT’S The proposed MND and IS, and other project information, is available for review at the Riverside County Transportation Department AVAILABLE located at 3525 14th Street, Riverside, 92501 from July 20, 2015 to August 19, 2015. Copies are also available for review at the Eastvale Public Library (7447 Scholar Way, Eastvale, 92880) and Glen Avon Library (9244 Galena Street, Jurupa Valley, 92509).
