NOTTON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON Thursday 5th October 2017 At Notton Village Hall – 7.30pm

153/1017 PUBLIC CONSULTATION No members of the public attended.
154/1017 APOLOGIES District Cllr Cummings – Apologies were accepted by the Parish Council.
155/1017 DECLARATIONS OR PERSONAL OR PREJUDICIAL INTERESTS. Cllr Taylor & Eames (Finance)
156/1017 PARISH INFORMATION TO & FROM DISTRICT COUNCILLOR The Clerk sent out an action sheet to the District Cllr prior to the meeting. Matter arising were: Gill Bridge-District Cllrs informed the meeting that the trees would be monitored by WMDC. Signage for George Lane, WMDC Highways have confirmed that the signage is not necessary. Chair to send all correspondence to Cllr Heptinstall to investigate further. Bench for Hudson Avenue play area, the bench has been installed.
Signage for the play area considered to deter residents from entering the play area with their dogs. All agreed on the quote from WMDC.
Cllr Eames informed the meeting she had reported holes in the road at Old Royston. Not actioned-District Cllr to follow up. Trees at Old Royston have not been trimmed; relocating the sign was proposed. Holes in the road at Bleakley Lane reported to the District Cllrs.Work still not carried out. District Cllr to follow up. Cllr Lumb raised the safety Audit that was carried out on Bleakley Crossroads. White lining was added, however no further advised action has been carried out .No further correspondence received. District Cllr to follow up and update the Parish Council. The District Cllr proposed a meeting with highways. Proposed dates to be considered.
1 Cllr Jaggar raised the proposed lighting at Woolley Crossroads on the A61.A response from WMDC Highways has been received on the costing for lighting. The work will not be carried out at present, however will be monitored. Trees at Bleakley Lane reported by residents were reported to the District Cllrs to action. The drains at Bleakley Avenue were raised by Cllr Eames, the District Cllrs informed the meeting that it had been reported and will be action before 7/1/217 for further investigation.
157/1017 TO CONFIRM THE MINUTES. All agreed the minutes to be a true and accurate account of the meeting on Thursday 7th September 2017 and signed by the Chair.
158/1017 HIGHWAYS. Considered were quotes for the trees at Gill Bridge, removal of the trees were considered and it was resolved to spend £600 removing the ash trees of concern, with a view to carry out the work when the road was closed for works 6/11/17.

161/1017 CORRESPONDENCE Correspondence received by post and email was presented to the meeting. WMDC-Town and Parish Councils’ Liaison Group meeting 1/11/17 10.00am. Resident /regarding the cockerel allotments. NALC CHIEF EXECUTIVE’S BULLETIN 33: 22 SEPTEMBER 2017 Friends of the Earth EIR/FOI Request: Hydrocarbon Exploration WMDC Andrew Hughes-Caravan on allotment site. Yorkshire Water-Scheduled work on George lane 6/11/17. YLCA-White rose September Edition. YLCA-Next meeting of the Wakefield Branch of YLCA - Thursday, 26 October 2017.
162/1017 GROUNDS MAINTENANCE.
3 The re tendering for the ground maintenance contract discussed, the Chair to comply documents to consider ready for the re tendering process. An extension time at the end of the contract discussed. The nettles at the back of the pond need cutting; this work is covered under the current contract.
163/1017 ALLOTMENTS. A letter has been received from a resident regarding a cockerel on the allotments. Agreed action discussed. 164/1017 GOVERNANCE REVIEW. Staff appraisal carried out, next month’s action to review allotment policies and charges.
165/1017 TO CONSIDER INFORMATION ON CHRISTMAS TREES FOR THE GREEN-CLLR WHITE. Discussed was the purchase of rooted trees for the Parish, costings considered. All agreed to proceed with the current arrangement with the village hall.
166/1017 TO CONSIDER THE NO DOGS ALLOWED SIGNS FOR HUDSON AVENUE PLAYAREA. Cllr Lumb informed the meeting of the quote from WMDC for the signage.It was resolved o spends £100 on the signs.
167/1017 POLICE UPDATE – SAFE SCHEME Safe scheme monthly report added to addition information.
168/1017 TO CONSIDER ARRANGEMENTS FOR THE CLERKS APRAISAL. The appraisal took place on the 12th September at 7.00pm with Cllr Taylor and Cllr Lumb. The Chair reported on the appraisal.
169/1017 TO REPORT ON THE DATA PROTECTION REFORM. The clerk sent a link to all to update the Councilors on the reforms for May 2018,it related to how we deal with personal information. A Local authority needs to have a designated data protection officer. The clerk will update the Parish Councillors as required.

171/1017PARISH MATTERS Letter sent to the mobile library about use of the Village hall car park. Foliage reported on the pathway in the village, Chair has sent a letter to resident. Bonfire date 4/11/17 Speeding through the village discussed.
4 172/1017 MATTERSFOR INCLUSION ON THE AGENDA OF THE NEXT MEETING Tree works at Gill Bridge Allotment review ROSPA Playground inspection.
173/1017 DATE AND TIME OF NEXT MEETING The next meeting of the Parish Council will be Thursday 2nd November 2017at 7.30pm.
