Position Title: Assistant Court Administrator of the Municipal Court

POSITION SUMMARY: Under general direction the Assistant Court Administrator supports the Clerk/Court Administrator with, facilities, budget, case management procedures and the administrative operations of the Municipal Court. Will preside as Clerk/Court Administrator should the current Clerk/Court Administrator become unable to fulfill those duties.
Requirements: Bachelor’s Degree or Higher in Public Administration, Business Administration, Judicial Administration or related field preferred. Prior Court System experience preferred. Experience in a Supervisory Position that includes knowledge of Human Resources, Policy Development, and Records Management. Be able to complete the Supreme Court of Ohio’s Certified Court Manager Training (CCM) and the Certified Court Executive (CCE) Training. Must be bondable as required by the Ohio Revised Code Must be able to perform all duties that are required by the Ohio Revised Code for Clerk of Courts of a Municipal Court. Must reside in Shelby County or an adjacent County within one year Valid Ohio Driver’s License LEADS Certified within 6 months of hire Knowledge of ORAS Assessment procedures preferred
KNOWLEDGE AND ABILITIES: Knowledge of court procedure; correct use of grammar; office practices and procedure; proficient with computers and other modern office equipment; excellent organizational and communication skills; ability to perform well under pressure; ability to work with little or no supervision; ability to work independently and as a member of a team to accomplish a specific goal; knowledge of accounting and bookkeeping practices; ability to develop and administer departmental budgets; and maintain accurate records; ability to effectively supervise multiple departments; excellent problem solving and decision making skills; knowledge of human resource practices including interview, hiring, evaluation, disciplinary actions, and termination; knowledge of purchasing procedures; ability to handle sensitive inquiries from the public; ability to be objective and open minded; ability to manage multiple tasks at once; develop and maintain effective working relationships with public, co- workers, and other governmental/ law enforcement officials; ability to prepare required reports; prepare routine correspondence; develop and implement new procedure and policy; ability to verify time cards and complete payroll information; ability to handle potentially violent and/or emotionally distraught individuals, must demonstrate regular and predictable attendance.
DUTIES: Assist public and respond to inquiries in a professional manner. Compiles, and submits all budgetary requests to City Manager and City Council. Attends all budgetary meetings. Completes monthly and annual reports to Supreme Court, City and County officials. Authorizes purchase of all operating supplies, equipment, and inventory for the Municipal Court, and prepares required documentation to facilitate purchase and payment for all expenditures. Directs the supervision of all departments of the Sidney Municipal Court. Schedule maintenance, cleaning, inspection, repair, and/or replacement of all building equipment, furniture, fixtures, vehicles, etc. Provides coverage for employees who are on sick leave or vacation. Responsible for advertising, interviewing, and submitting recommendations for hiring of new employees. Develop and revise policy and procedure manual. Responsible for enforcing the policy and procedures set forth in the policy and procedure manual including disciplinary actions when and if necessary. Ensure compliance with public record law Maintains confidentiality of court and personnel issues Serve as liaison between Municipal Court Judge and staff members. Schedule and conduct staff meetings, implement any changes as a result thereof. Completes payroll for all departments Maintain personnel records Schedules visiting/acting Judge for recusal actions, vacations, and illness. Maintains list of active jurors, send jury notices, and pulls new jurors each term. Attends all extended staff meetings with city officials as representative of Municipal Court. Ensures procedural compliance with Ohio Revised Code, Rules of Civil and Criminal Procedure, and City Ordinance. Approves and schedules training required by all departments Attends required meetings, seminars, and conferences relevant to position. Acts as trustee in all trusteeship cases filed with Court Negotiates all contracts, lease agreements, and purchase agreements. Member of selection committee to purchase new case management/probation/judicial computer system for Municipal Court. Must be able to “fill-in” for any other position if necessary.
