Oregon State Aviation Board Meeting Minutes

July 16, 2008 Klamath Falls, Oregon

Pursuant to notice made by press release to newspapers of general and local circulation throughout the state and mailed to persons on the mailing list of the Committee, a meeting of the Oregon State Aviation Board was held on July 16, 2008 at the Klamath Falls Airport, Klamath Falls, Oregon.

Board Members in attendance included: Vice Chair, Chris Corich; Board Members, Jack Loacker, Larry Dalrymple, Joe Smith, Nan Garnick, Steve Beckham and Mark Gardiner.

Employees in attendance included: ODA Director, Dan Clem; ODA Project Manager, Chris Cummings; ODA Director’s Executive Assistant and Board Secretary, Renee’ Stryker.

Presenters and Guests in attendance included: Klamath Falls Airport Director, Derek Martin; Port of Portland, Aviation Planner & Project Manager, Jason Gately; Horizon pilot & OPA, John Cox; Klamath County Commissioner, John Elliott; Klamath County Commissioner, Bill Elliott; Walt Luelling, JeldWen Aviation; Ted Drysden, Experimental Aircraft Association.

1. Call to Order

Vice Chair, Corich called the meeting to order July 16, 2008, 8:05 a.m.

Self introductions were made.

2. Agenda Adjustments – adjusted the order of items on agenda, added air service.

3. Public Comments:

Unidentified: spoke about losing Horizon Service and the impact on this county and the economic development if there are no commercial flights.

Vice Chair Corich explained this is why they adjusted the agenda and included this in the “Current Topics” discussion. The Board is aware of this around the state and is watching and staying informed of this situation.

Unidentified: explained if there is anything the public can do to support the board in assisting in keeping the commercial business they will. If they can advocate or assist the board in any way they can and will.

4. Action Item – Approval of meeting minutes for May 21, 2008

Motion: Joe Smith moved to approve, seconded by Jack Loacker. 1 The motion passed unanimously, Steve Beckham was not present.

5. Information Item – Board Member Activity

Vice Chair Chris Corich He explained the huge success of last weekends PDX Fair, some 2,000 persons attended with 800 persons having airport tours. The public was able to get up close with the personnel staff of all areas of the airport, what they do and how they operate. The airport partners Air National Guard, City of Portland, Portland Air Cargo also attended. This was a great way to showcase the airport.

Larry Dalrymple He toured the Scappoose Airport last month. Preparing for the Advanced World Aerobatic Competition in Pendleton, Aug. 1-10. He also attended the Legislative briefing with Dan and will give a review later in the meeting.

Joe Smith He participated on the interview panel for the State Airport Manager position at the Dept. of Aviation. The new manager will be reporting to work shortly. He and Dan flew to the North Bend Airport, for the dedication of the new terminal. There was a great turn-out of over 500 people, many community leaders and elected officials. The Oregon’s Pilot Association is going to get a bill introduced concerning notification of the proximity of the airport when you are considering buying a home. Senator Ted Ferrioli is going to introduce it to the Legislature and waiting to hear back from Senator Betsy Johnson and hoping they will co-sponsor the bill. He hopes the board will decide to support this. Joe added he had attended the Tourism Task Force and sees somewhat of a challenge to get them to recognize the potential of Aviation for tourism in Oregon.

Dan Clem gave an overview of the Tourism Task Force, and their interest in rest stops. The Siskiyou Rest Stop is an experiment rest area the next one is Wilsonville Rest Area. He believes the Task Force will ask Aviation how they can assist in the states tourism and to help develop ideas.

Jack Loacker He has visited many airports across the country the last two months, non-board related. Jack added in one of the recent Pilot Getaways issues they listed Salem, Oregon and possibly working with them to list other Oregon getaways and promoting them.

Nan Garnick With it being this time of season, she has been working with aerial fire-fighting equipment and air tankers.

Mark Gardiner Mark is a new board member and provided the board information about himself. He is a pilot, has done engineering, software developer, and has a vast financial background.

6. Information Item – Oregon Aviation Plan – Dan Clem Dan was inaugurated by Steve on RV aircraft and its capabilities which he says are fascinating. He explained that Oregon is the world leader in manufacturing kit-built aircraft with at least 70% of them built in Oregon. 2 7. Information Item – Joe Smith “Would like to see a meeting put together of investors and lenders to seek support for the aviation and aero/space businesses in Oregon. Also, because of the time commercial travel now requires due to TSA requirements he believes there’s a great opportunity to encourage companies and businesses to have an airplane, or a share in an airplane, and to train someone in the business to fly, because of the time-savings possible.”

Dan Clem explained the Governor’s task force encourages future Oregon Aerospace Council for ideas. Possibly Joe Smith, Mark Gardiner and Steve Beckham might want to put together a sub-committee.

8:40 a.m. Board member Steve Beckham arrived.

8. Information Item – OAP -2007 Update –Dan Clem Dan gave the Board an overview on air-carriers pulling out and funding appropriations. Regional air services are diminishing across the nation; most of the travelers are business travelers. There is a lag between increasing ticket price and fuel prices. Dan explained that fuel subsidies haven’t been a consideration.

Vice Chair Corich added it is not clear how the fuel prices will go, with them already being so high.

9. Information Item – Legislative Briefing – Dan Clem Dan explained to the Board if air-service is cut the impact it will have on highways and freeways and how it will put more vehicles on the roads. The Board discussed suggestions of what options there are if air-service is cut. Possibly flying 19-37 seat aircraft or 9-seaters?

10. Information Item – Ethanol – Dan Clem Updated the Board that mo-gas is still being distributed and sold. Need to build delivery routes where it is needed and in-demand. The Lebanon FBO on a Saturday has trucks, boats, motorcycles lined up to purchase clear premium and is still available. They are selling approx. 3000 gallons a month.

11. Information Item – EAS – Dan Clem Dan explained the need to offer incentive packages to the smaller carriers so they will offer flight-services in North Bend, Pendleton, Klamath Falls areas. Congressman DeFazio is willing to submit a change to federal law to expand EAS program to be a six years incentive program (which is currently at two years).

Larry Dalrymple explained to the Board there are no airlines from now until 2020 ordering any of the 17-30 passenger planes. When the cancellations of commercial flights come October the USDOT has put out a new bid which closes July 21, 2008. It’s a three weeks bid process.

Public Comment: John Cox – OPA & of Horizon Air Due to fuel cost 25% of maintenance is laying off their maintenance crew, 70% of this is in Portland. All of Horizon’s Dash 8-200 aircraft are being taken out of service due to their age.

3 12. Information Item – Aerospace Industries Council – Dan Clem Explained to the Board the great presence from five counties at the last OTC meeting, they were very informed of rail, and air. He advised the Board that the Oregon Aviation Plan 2007 is the only alternative mode within the Oregon Transportation Plan.

13. Information Item – “Aviation Team Oregon”– Dan Clem The next meeting is scheduled in Redmond, July 31, 2008 in Redmond “Winds of the Cascades” hosting is the TSA and the FAA. The idea is to have collectively brief security and inspections, at the same time.

14. Information Item – FAA Safety Items – Dan Clem Dan explained the FAA allowed this year projects to proceed and appears next years (Oct. the Federal calendar) to proceed also, and that the Dept. of Transportation Highway Trust Fund wants their previous loan funds refunded.

15. Information Item – SB 680 Update – Dan Clem The next meeting is scheduled for September 22, 2008 in Baker City. Dan invited the Board to attend.

16. Information Item – Grant Reconciliation Update – Dan Clem There were 33 grants reconciled and closed.

17. Information Item – Budget Update – Dan Clem Dan explained the budget handouts of ODA to the Board.

18. Action Item – 2009-11 ODA Budget – Dan Clem Dan distributed the 2009-11 budget hand out and provided a detailed explanation of airport projects, additional staff, and grants. He would like the board to support.

Motion to approve the 2009-11 Biennial Budget was made by Board member Joe Smith, seconded by Board member Larry Dalrymple. We recommend this budget to the Legislature based on the level of detail and discussion around the table.

Mark Gardiner mentioned the agenda does not have listed “Action Item”. Noted in the future on the agenda will have listed “Action Items”. There was discussion on concern of “action item”. If last minute action items are not listed on the agenda this will not hold off items that come up at the last minute.

Chris Corich informed the Board that only because of the jet fuel tax he will be voting no.

Motion 6 OAB in favor 1 opposed, Chris Corich voted no.

Jason Gately, Aviation Planner and Project Manager, Port of Portland – Hillsboro Airport Land-Use: Presented a PowerPoint presentation.

Chris Cummings, ODA Program Manager, Real Estate Disclosure: Presented a PowerPoint presentation.

4 The Board had much discussion on the Real Estate Disclosure.

Vice Chair Chris Corich Wording change on previous approved minutes to be changed, “page 4, paragraph #1, Information Item #11, wording to read “increasing age of pilots and decreasing number of pilots”.

Public Comment “John Cox commented that the new law creating a “Seller’s Disclosure Form” could easily include an item on airspace/airport proximity; he knows Gene Bentley, now with the Real Estate Commission, is familiar with the issue, is very knowledgeable, and thinks Gene would not object.”

Information Distributed the Air Show calendars and explained the highlighted ones are the events ODA will be participating at.

The next OAB meeting will be Sept. 17, 2008, in North Bend, which will include a reception the night before.

Vice Chair Corich thanked Derek Martin the Klamath Falls Airport Manager for having the board come to Klamath Falls.
