RSVP List: 2 Wyckoff, 2 Atwater, Stevens, Hawes, Beil, Crouse, Denton

REPORTS > Treasurer: David Beil - Budget/Expense Status: Cat 1 and 2 didn't come in as we had participated. Hasn't been a problem to this point, major expenditure have been Science Games and STARS. We expect a CAT III check to put towards the Science Games, as we've only funded $500. Mr. Beil checked the PO Box on Tuesday. -Stevens: We made a command decision to cut the $500 check, and are waiting to receive to deliver the rest. -Section had budgeted 500 for lunch and dinner programs and we should be getting another 500 from General Dynamics. -Eileen:the funding for STARS program was paid this year? -Beil: The check was cut this year, but from funds received last year, so no issue their. -FY ends may 31st, we need to shoot for before that for events

> Secretary: Lt Nigro has departed to Texas to pursue Intel School

> Membership: 1Lt John Richard - General Update: John coulnd't make it. Beil: John is planning on generating membership reports that will be out in a day or two (various formats and demographic details) -Eileen Wyckhoff would like to send the some info regarding membership scoring checklist to John

> Honors & Awards: Tom Stevens - General Update - Certificate of Appreciation created for Lt Nigro was delivered by Capt Crouse at his going away - Science Games went well on the 31st, the cat III funding was perfect for a first time event, they had about six events, including trebuchets setup. Had a setup that played on the theme of the hunger games... Looking to expand to a VMS/LVMS competition if possible. Had a great turn out of military personnel coming out to support, plenty of bodies to help and provide adult supervision. -Only issue was being AIAA being embarassed for not having the money at the time... -Coming up is the science fair mode, parent teacher packages are being setup, will be a two day event on the 31st of May and 1st of June. -Tom is planning on soliciting help from the AIAA staff for the front loaded work he has to do... - Also, Tom had the AIAA booth on the table and we got some publicity, showed science fair to teachers

> Web Master: David Beil - General Update: Would like to continue to use the calendar and website as a form of advertising, however it will require a good membership list so we can direct members to the appropriate place. In the future Dave will try to be more proactive about figuring out ways to put the website to use...

> Pre-College Outreach: Bob Wyckoff - General Update: STARS is ongoing, wondering if we will be donating this year as well. THe military participation as mentors has had a remarkably good impact on the high school kids, and we appreciate the support from the base. It will be the last Wednesday of the month. Purpose is to provide advice and an example of how to come to grips with the fact that there's life after school (making plans and thinking ahead), to emphasize college or technical training as appropriate. Dec and Jan covered scholarship information. Students broken up into groups of 5 or 6 with the same mentor, so the mentor can try to track progress. -Hawes: who sets the speakers? Eileen: the school (Sherry Johnson) -State provides funding as well, occurs after school around 5pm in the cafetorium. An hour and a half for the whole time. -The next one will take place next Wed, 27 Feb 13.

> Education: Joe Bassi was not currently in attendance.

> Programs: Mark Hawes - Distinguished Lecturer - Do we want to have another event? They may not spring for another distinguished lecturer. -Another idea is to look at setting up something for launching a larger sized model rocket? -Mark Hawes will touch base with Eric Miller to set something up, or pursue the details. -Other options include NRO discussion or Denny Laws who was a pilto that caught corona film. -Another idea is looking at a lunch and learn with anyone willing to talk

> Deputy Section Chair & RAC representative: Lt Jon Denton - General Update - nothing at this time, Congressional visit day, california visit day, similar issues across the board for other sections in terms of conference support, donations and such - 9 yes votes to donate the $350 on top of the Cat III funding request, 0 no votes and everyone else abstained - Stevens: young Members forum may be the role of the young member chair - Essay contest, pending funding and hopefully we can have it done by May 31st -Tom would like to put in a formal complaint regarding the funding issue on the check... At least something to bring up at the next RAC.

> Section Chair: Capt Brian Crouse - General Update: Congressional Visit Day and California Aerospace Day to lobby for support of aerospace programs and business. Military aren't allowed to participate.

> Jim Atwater (Past Council Member) - General Update: Jim and Bob provided some background regarding CVD and the CAD. -Jim: the conversations here today have centered around money, it seems we as a council should have a budget, Beil: we do, and in years past we've had too much money rather than not enough. In future meetings we should review the budget as a part of the agenda, espescially as we get close to the next fiscal year... Dave will distribute the budget. - There are funds that AIAA provides us if we do things that make us look smart, part of that is providing a quality end of year report. It isn't fair for Tom to take the burden to generate that report, and Jim will take the action to review the rules and distribute to the council so we can start putting supporting information together. Crouse: it's my responsibility correct? Yep... -Stevens: We should have Capt Crouse access everything, as he has access to all areas, and we should start in early June. -Jim: Will take the action to review as much as possible and pull out everything that he can, and then distribute to the council. -Stevens: last year they had Webinars for some of the different positions that contains a lot of the information for each of these areas.

- In the past the section has paid for members attending conferences if receiving awards, but there are certain rules.

-Crouse will be leaving for Colorado in June as well... -Goals need to be addressed as well, as well as budgets and demographics for the discussion points coming up in June. -Chairmembers will bring draft reports for their functional areas. > ADJOURN NEXT COUNCIL MEETING – March 28 1130-1230.
