Virtual Boston ARTCC / Virtual Montreal FIR

LETTER OF AGREEMENT

EFF: DRAFT

1. PURPOSE: This agreement defines air traffic control procedures and coordination responsibilities between the Virtual Boston ARTCC (vZBW) and the Virtual Montreal FIR (vCZUL).

2. DISCLOSURE: The Virtual Boston ARTCC and Virtual Montreal FIR are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document may identically or closely resemble real world procedures; however, information in this document is intended exclusively for use in the VATSIM flight simulation environment and shall never be used for actual flight or air traffic control operations. The Virtual Montreal FIR and Boston ARTCC are not affiliated with the FAA, NAVCANADA or any of its dependencies.

3. DEFINITIONS: ZBW = Boston ARTCC, CZUL = Montreal FIR, MTL = Montreal ACC, BA = Burlington TRACON

Initiate handoff implies handing off unless otherwise specified in this document. Completed handoff implies a transfer of communications has occurred

4. PROCEDURES:

a. GENERAL

(1)Boston and Montreal Centers shall assume control of TRACON/TCU airspace within their ARTCC/ACC if the TRACON/TCU position is not manned. When this occurs, all airspace and altitude restrictions and crossing instructions agreed to below still apply.

1 (2)Without prior co-ordination Montreal Center/MTL may:

(a) Turn aircraft 30 degrees left or right of track “on contact”.

(b) Clear aircraft at or above FL250 direct the following waypoints within ZBW airspace:

SYR VOR (For aircraft filed J29 [PLB.SYR] or J559 [YOW.SYR] only). PLB VOR (For aircraft filed J556 [YQB.PLB] or J567 [YUL.PLB] only). MLT VOR (For aircraft filed J500 [YSC.MLT] only). PQI VOR (For aircraft filed eastbound only on J564 [VLV.PQI]).

BUGSY intx (at or above 11000). WARDS intx (at or above 11000)

(c) Initiate a handoff on any aircraft requesting VFR flight following services with a destination within BA airspace.

(3)Without prior co-ordination Boston Center/BA may:

(a) Turn aircraft 30 degrees left or right of track “on contact”.

(b) Clear aircraft at or above FL250 direct the following waypoints in CZUL airspace:

VLV VOR YSC VOR MSS VOR

ABCOT intx (at or above 11000)

(c) Initiate a handoff on any aircraft requesting VFR flight following services with a destination within MTL airspace.

2 (4)Both Montreal FIR and Boston ARTCC controllers shall assure:

(a) All aircraft are at 1x simulation rate prior to initiating handoff.

(b) Aircraft bound to; the same airport, MTL/BA airports or on the same route segment and at the same altitude are separated by no less than 10nm (steady or increasing) unless further MIT separation is requested by ZBW, CZUL, MTL, or the TMU. NOTE: MIT of less than 10nm is permitted providing that one of the aircraft has enough groundspeed to complete an overtake in adequate time and both are at or cleared to different altitudes.

(c) Handoff requests are made at least 10nm prior to common boundary unless otherwise specified in this document and may be initiated up to 50nm without prior ATC coordination. Handoffs may be requested via an automated handoff, landline coordination, or private message.

(d) All conflicts, imminent situations, or MIT separation must be resolved/established prior to handoff or handoff is subject to refusal.

(e) Any aircraft departing MTL into ZBW airspace are cleared to proceed on course before handoff is completed and not on an assigned heading unless previously coordinated with Boston Center.

3 b. ARRIVALS:

(1)Montreal ACC/TCU shall:

(a) Ensure that aircrafts arriving into ZBW airspace from MTL airspace are cleared no higher than FL230.

(b) Initiate a handoff for aircraft with a destination within BA airspace no later than 10nm prior to the TRACON boundary at or below 10000.

(c) Clear high altitude aircraft bound to Boston Logan (KBOS) or the Boston TRACON via the YJN VOR and the YSC VOR to cross the ARTCC boundary at or below FL310

(d) Clear aircraft bound to Albany Intl (KALB) or the Albany TRACON via the YJN or MSS VOR to cross the ARTCC boundary at or below FL300.

(e) Clear aircraft bound to Syracuse Intl (KSYR) or the Syracuse TRACON via the MSS VOR to cross the ARTCC boundary at or below FL280.

(f) Clear aircraft bound to Portland Intl (KPWM) or the Portland TRACON via the YJN or VLV VOR to cross the ARTCC boundary at or below FL240.

(g) Clear aircraft bound to Bangor Intl (KBGR) or the Bangor TRACON via the VLV or YSC VOR to cross the ARTCC boundary at or below FL280

4 (2)Boston Center shall:

(a)

(b) List what you would like us to do for arrivals into CYUL/MX/OW/QB or any thing else that crosses your mind

(c) I was thinking that hard altitudes at a fix would be a better way to go rather than having to determine which rwys are in use at each airport every time

5 c. DEPARTURES:

(1)Montreal FIR/ACC shall:

(a) Route aircraft bound to Boston Logan (KBOS) from MTL airports via, YJN.WARDS.ENE.PSM or YJN.WARDS.ENE.V167.SCUPP[STAR] (Jets) YJN.WARDS.MPV.CON.TOMIE.LWM (Props at or above 11000) or YJN.WARDS.V487.BTV.V141.CON.TOMIE.LWM (Props)

(b) Restrict all aircraft bound to Boston Logan (KBOS) at or below FL310.

(c) Route aircraft bound for Boston Logan (KBOS) from Ottowa (CYOW) via YOW.V104.MSS.J36.ALB.GDM[STAR] (jets) YOW.V104.MSS.V141.CON.TOMIE.LWM (props)

(d) Route aircraft bound for Boston Logan (KBOS) from Quebec (CYQB) via YQB.V447.YSC.BML.ENE.PSM or YQB.V447.YSC.BML.ENE.V167.SCUPP[STAR](Jets) YQB.V447.YSC.V322.CON.TOMIE.LWM (Props)

(e) Ensure that any aircraft not on these primary routings are on approved routes as listed on Simroutes, the FAA or NAVCAN preferred/coded route database or listed TEC routings within the Airport Facility Directory.

(2)Boston Center/TRACON shall:

(a) Route aircraft bound to Montreal-Dorval (CYUL) via MHT.PLB.PLB[STAR] or MHT.PLB.ABCOT[STAR]

(b) Route aircraft bound to Montreal-Mirabel (CYMX) via MHT.PLB.NAPPE[STAR]

(c) Route aircraft bound to Ottowa City (CYOW) via MHT.V141.MSS.CYRIL[STAR] or MHT.V141.MSS.DEANS[STAR]

(d) Ensure that any aircraft not on these primary routings are on approved routes as listed on Simroutes, the FAA or NAVCAN preferred/coded route database or listed TEC routings within the Airport Facility Directory.

5. DEVIATIONS: Any deviations from preferred routes or any aforementioned route in this document shall be coordinated with ZBW or CZULZNY.

(1)If a pilot is unable to accept either a preferred route or any aforementioned route in this document, amend the flight plan as best as possible and coordinate with the adjacent ARTCC/ACC/TCU as needed. vZBW/vCZUL LOA EFF:DRAFT
