ESSENTIAL DUTIES:

Summary

Primary responsibilities are focused on ensuring contract compliance to specifically required clearances such as: Fit for Duty, Post Physicals, Drug Tests, Criminal Background and any other type or levels required by a client’s contract and/or a specific job duty. This will relate to all NMS divisions. This position reports to the Director of HRIS and Compliance. It will require heavy interface with Hiring Managers, HR Business Partners, the HR Employment Specialists and the External Vendors. This position exists primarily to ensure HR compliance in the areas of I-9 employment eligibility verification, E-verify, background screening and clearance process. Core job duties are time sensitive and highly confidential. Along with HR Compliance responsibilities, this position will assist in general office and administrative responsibilities as assigned.

Primary Duties:

 Responsible for ensuring compliance and consistency on all pre-hire clearance requirements including: drug testing, physical assessments, fit for duty and backgrounds. Uses checklist and applicant tracking system to ensure consistency.  Responsible for tracking and maintaining all new hires in the onboarding process with proper forms needed for each specific clearance requirement(s).  Responsible for all direct and accurate communication to the HR Business Partners and the HR Employment Specialist regarding specified clearances.  This position will track all clearances and ensure they are being processed in a timely manner. In the event there is a problem, this individual will communicate with the Vendor, all parties involved and most importantly the Hiring Manager.  Provides computer assistance to new hires completing their application, background release information or onboarding new hire paperwork in NMS HR applicant tracking system.  Assign billing code and ensure proper signatures for processing of vendor invoices in a timely manner.  Participate in and support various projects, as requested; overtime may be required.  Other HR related duties as assigned. I-9  Responsible for managing the employment eligibility verification process following state and federal guidelines.  Review of all incoming I-9 forms and documentation, follow up with be required to ensure each I-9 is in compliance.  Participate in regular I-9 compliance webinar and training, including fraudulent documentation training.  Conduct annual internal I-9 audit on active and inactive I-9’s for completeness and accuracy following federal requirements.  Maintains and files all I-9 for proper record keeping.  Prepare I-9 exception reporting and notify HR Employment Specialist and HR Business Partner of noncompliant I-9s following escalation procedures.  Assist HR Employment Specialist with inquiries regarding validity of I-9 supporting documentation and procedural questions.  Research SSN change requests. E-verify  Entry of all I-9 data into the E-verify system within 3 days of start date.  Perform E-verify process on new hires and rehires to ensure employment eligibility.  Investigate and ensure proper notifications are delivered in a timely manner for all discrepancies with E-verify results; following escalation process to ensure compliance.  Monitor E-Verify exceptions to final resolution and communicate to appropriate parties. Backgrounds  Submit, track, maintain background information into HR vendor site; ensuring proper release forms are obtained.  Obtain and analyze background data in a timely manner.  Communicate results to HR Business Partner.  Communicate with background vendors to ensure business needs are met Qualifications:  High School diploma or equivalent  Must have 3 years of HR experience  Must have 5 years of directly related general office experience. Preference will be given to those candidates who have worked with confidential material, legal matters, or other similar type of materials or records in an HR environment.  Experience with I-9, E-verify, background check processing, wage and hour and other HR compliance processes; with an understanding of I-9 and E-Verify policies, and immigration regulations.  Must be able to type 55 WPM  Must have the ability to work in a high volume and fast past work environment.  Must be organized, analytical, and have a sense of urgency for time sensitive delivery.  Operates in a strict climate of confidentially and requires extensive discretion in conducting day- to-day activities.  Must demonstrate strong written and verbal communication skills.  Ability to handle complex customer service issues in a professional manner, exercising good judgment in dealing with sensitive issues.  Attention to detail, accuracy and the ability to prioritize multiple tasks to meet deadlines and customer service response standards.  Must demonstrate well-developed analytical and problem-solving skills.  Proficient with Microsoft Office 2010 (Outlook, Word, Excel, PowerPoint).  Must be able to work independently with minimum supervision.  Must have strong teamwork skills & effective interpersonal skills.  Ability to understand and operate in an environment with regulatory/compliance requirements.
