Supervisor DeBoyer opened the meeting at 7:30 p.m. with the Pledge of Allegiance

ROLL CALL PRESENT: Supervisor Jay DeBoyer, Clerk Lisa White, Treasurer Connie Turner, Trustee Thomas Krueger, Trustee John Makuch, Trustee John Horvath, Trustee Joanne Shirkey ABSENT: None Citizens: Six

BILLS PAYABLE Motion by Turner, supported by Makuch, to pay the bills in the amount of $65,480.67 ROLL CALL VOTE AYES: Krueger, Makuch, Turner, DeBoyer, White, Horvath, Shirkey NAYES: None MOTION CARRIED

CONSENT AGENDA Motion by Makuch, supported by White, to approve the Consent Agenda as submitted AYES: All NAYES: None MOTION CARRIED Supervisor DeBoyer read the notice of the Budget Workshop and the Thank you notes to the Police and Fire Departments

UNFINISHED BUSINESS 1. Employee Handbook Revisions White: Hopefully this is the last of the revisions. Pretty much got rid of everything except the first paragraph Motion by Shirkey, supported by White, to approve the revisions that have been make to the Employee Handbook and approve the employee Handbook in its entirety. DeBoyer: This is something we should review annually and make modifications as necessary. Krueger: I know it refers to employee bargaining unit but what about the people who are covered by just employment contract. White: Can change it to just contracts, like the Department Heads. Shirkey amended the motion we will drop the bargaining unit and just refer to your employee contract, amendment seconded by White. AYES: All NAYES: None MOTION CARRIED

2. Concession Stand Rental Policy White: Went on line and took a little from everyone that has one. This is a general draft and we can tweak it however we wish. The amount of the reservation fee or the wording. Krueger: Haven’t been over and in the concession stand. Do we have anything in it? DeBoyer: Basically just electricity and water and a sink. Krueger: Doesn’t have a stove? DeBoyer: No, been a discussion of do we want to put in a refrigerator/freezer, a microwave. Turner: Should we lower this until we have some of those? White: I don’t think so; I lowered this, most were $150.00 with refrigeration. Others were $100.00 registration and $50.00 deposit. Shirkey: Eventually we will get a microwave won’t we? Just leave it rather than coming back. White: As for the rules, I can’t really think of anything. There the park rules that cover most of this. Shirkey: We wouldn’t allow sale of alcohol in the concession stand, on a private license? DeBoyer: Whatever the pleasure of the Board. I would like to have something in place before the rush is on for the use of the park. Motion by Shirkey, supported by Makuch, to approve the policy for the concession stand rental and should something come up we can amend it. PUBLIC COMMENTS RELATING TO ANY NEW BUSINESS Kellie Kardas, Greater Algonac Chamber of Commerce: I came in case you have any questions. DeBoyer: If there are no other Public comments we’ll move right into New Business #1., Greater Algonac Chamber of Commerce Request to use Park July 2 & 3, 2011. We did this last year over the same weekend and we’re hoping it grows. Have you spoken with the Lions Club? Kardas: Yes, just today. We will get the liquor license through them and the big change is wanting to enclose the three horseshoe pits. Shirkey: So this is in conjunction with the Lions? DeBoyer: Yes, I think they tried to get a few individual events in the park and this is the one they sponsored. Horvath: We did have any problems last year? DeBoyer: No Kardas: We have been getting calls asking if we are going to do it again. I anticipate a larger turn out this year. DeBoyer: The biggest thing I think is we want you to talk to Chief Drake about the liquor license. Krueger: We are using our park over a holiday weekend for a private event rather than leaving it open for our residents. Did we get any complaints last year because anybody getting shoved out? DeBoyer: No, because for number one, pavilion usage is a reservation and the amount of space that consumed is minimal. Turner: We don’t reserve it on holidays so anyone can use it Motion by Turner, supported by Shirkey to allow the Greater Algonac Chamber of Commerce use of the park July 2nd and 3rd of this year for their Horseshoe Tournament AYES: All NAYES: None MOTION CARRIED

2. Spare Parts Club Request to use Conference Room June 18, 2011 Motion by Turner, supported by White, to approve the use of the Conference Room for the Spare Parts Club June 18, 2011 AYES: All NAYES: None MOTION CARRIED

3. Fire Department Request to Purchase Trucks Chief DuPage: The quote for the repair of the Fire truck has come back. I spoke with the adjustor and he made a suggestion that we think about what we want to do with it. It came out to $269,000 for repairs and then fix it and then if we sell it we wouldn’t get that kind of money out of it. Made the suggestion we visit other options. I’ve done some looking; one of our neighbors, Chesterfield Township is selling two and asking $25,000 a piece for them. I did take a mechanic that we use for maintenance and he went through them along with this other mechanic and they feel they are both worth the money. I think we could replace that older adunancy that we talked about that has a leaky tank and replace the one we lost. They are asking $25,000 a piece, we will have some odds and ends we will need to do with them. One needs front tires, one needs rear tires. We could switch them out and do a complete set on one of the trucks. Repairs for leaky valves. Horvath: What year are the trucks? DuPage: Ninety-three and ninety-five Makuch: How many miles on them? DuPage: Seventy-one and seventy-five White: The older one has seventy-five thousand miles on it? DuPage: Yes DeBoyer: He did bring them here, I went down and looked at them and asked a thousand questions, he pumped ran them, ran the pumps to make sure they are capable. With the way economic times are I think this is the prudent thing to do right now and the balance of that insurance check goes into our fund balance and I think we are going to need that in the next few years. White: If we get the one back that was damaged we can part it out. Horvath: Why are they getting rid of them? DuPage: They bought a new one. Makuch: Do either of them have foam on them? DuPage: Both do. Makuch: So you can swap parts out? DuPage: I can use a lot of the parts from the one that was damaged, hoping to be able to use the tires, they were good. Horvath: Just so I get this clear, we are going to get two trucks, the damaged truck was $269,000, we are going to pay $50,000 for those and that will leave a balance of $214,000. DuPage: It will cost us $1050 to ship the damaged truck back here, that will give us $213,000 and I’d live to earmark for tires and incidentals and put $200,000 aside in fund balance. Horvath: What color are those trucks? DuPage: One is red and white, the upper half of the cab is white, the other is red and black, and the upper half is black. Horvath: Will that interfere with anything you are doing? DuPage: No Horvath: Do you have any intentions of painting? DuPage: Don’t see any reason to. DeBoyer: I think the $13,000 Daryl is asking for will be able to take care of any minor incidental things. A couple cab lights that need to be fixed, a couple doors that need to be fixed. White: Installation of the radios DeBoyer: Radios that we have. Some decals that identify them as Clay Township Fire equipment. The $200,000 will hopefully help us get through the rough times. Horvath: Do mean the Fire Department fund balance? DeBoyer: Fire Department, yes Shirkey: Any monies you would get for selling parts off the truck will go into fund balance? DuPage: Yes Horvath: After you get it scrapped out what are you going to do with it? DuPage: The box is aluminum, the cab is aluminum, I don’t know what the weight is, don’t know what we will get for the Detroit diesel that is in it. Axels Krueger: The ones you are proposing to buy, are they Sutphen? DuPage: No, they are Pierce. DeBoyer: Every question we have asked of the mechanics has come back positive. White: How much to replace it new? DuPage: The Sutphen, when we had the accident two years ago they gave us a quote to replace it and it was just shy of $600,000 DeBoyer: Two trucks for $50,000, if we get five years use. DuPage: When that truck was purchased it was $371,000, it was a 2000 chassis and the truck was a 2002 Motion by Makuch, supported by Turner, to proceed with the purchase of the two trucks from Chesterfield Township and the rest of the allocation of the funds as the Chief indicated. BOARD MEMBER COMMENTS White: The new Phragmites program where they sprayed last year. Been told by a couple people they have to have them burned or cut by April15th. DeBoyer: If they are going to burn or cut, they still have to have a burn permit. Daryl is going to make a determination if it is safe to burn. Horvath: Would like to see official letter go out to the Colony Tower. I’m concerned about the infrastructure. DeBoyer: It has been decommissioned and it’s been refurbished inside. Horvath: When? DeBoyer: About seven years ago. Horvath: I was talking about the water line, it is private. DeBoyer: The section from M-29 to the corner was done some time ago. The section from the corner is about 80 years old. Right now what is going on is, they are discussing doing an assessment to replace the line. That was just last week. Krueger: I was wondering if we have done any more on some kind of driver training program in the Fire Department? DuPage: Police department has done an investigation and I did an investigation. I found him to be doing between 25 and 30 miles and hour. He gave warning honks because he couldn’t stop. Did suspend his driving privileges until he did a remedial drivers course, we have done that already. White: he was issued a ticket, which the Judge threw out. DeBoyer: I’m glad it hasn’t hurt anyone, firefighters or any public. White: Right now what we have in place is more than the State requires. Krueger: So it is your opinion that we are doing everything we have to do? DuPage: We are going to do some more drive time; he was one of my better drivers. It was conditions. The conditions changed from the Fire hall to Folkert Road. DeBoyer: Sometimes as times goes by you don’t look at things as closely. I just hope that these two incidents are causing them to get enough training. DuPage: I believe it was a wake up call for everyone. We will continue our drivers training courses.
