City of Niagara Regular City Council Meeting Minutes November 19, 2014

The meeting was called to order at 6:08 p.m. by Mayor Bousley. Present: Mayor Bousley, Aldermen Lantagne, West, Darne, Kallenbach and Kuchinski, Public Works Coordinator Rugg, City Clerk Wierschke and Assistant Police Chief Moreau. Excused: Alderman Shampo. Also present: Ellen Venstra, Tracy Coppens, Barb Flatka and Bobbie Samme of the Borderland Journal.

A motion was made by Alderman Lantagne and seconded by Alderman Kuchinski to approve the agenda. Motion carried.

A motion was made by Alderman Lantagne and seconded by Alderman Darne to approve the minutes of the 10-22-14 Regular Council Meeting. Motion carried.

The monthly bills were discussed. A motion was made by Alderman Darne and seconded by Alderman Lantagne to approve the bills as presented. Motion carried.

The Council reviewed the monthly reports as submitted. A motion was made by Alderman Kuchinski and seconded by Alderman Kallenbach to approve the reports as submitted. Motion carried.

Discussion was held regarding an interest payment to Northbrook in the amount of $609.53. A motion was made by Alderman Lantagne and seconded by Alderman Darne to approve the interest payment. Motion carried.

A motion was made by Alderman Kuchinski and seconded by Alderman Kallenbach to approve the City’s Levy in the amount of $11.8637. Motion carried 4 – 1 with Alderman Lantagne voting no.

A motion was made by Alderman Darne and seconded by Alderman West to approve the City of Niagara being part of the State of Wisconsin’s bid process for acquiring salt beginning in 2015. Motion carried.

Discussion was held regarding setting a value of parcel 261-00296.000. A motion was made by Alderman Lantagne and seconded by Alderman Kallenbach to sell the parcel to Barb Flatka for the sum of $100. (The buyer is also responsible for any other costs associated with the sale/purchase of this parcel). Motion carried.

Discussion was held regarding adopting 11-2-12a, POSSESSION, MANUFACTURE AND DELIVERY OF DRUG PARAPHERNALIA. This was prepared by City Attorney Coggins. A motion was then made by Alderman West and seconded by Alderman Darne to approve adopting 11-2-12a. Motion carried.

Discussion was held regarding bids received for the new Police Squad Car. A motion was made by Alderman Lantagne and seconded by Alderman Kuchinski to accept the bid from Witt Ford in the amount of $27,602.95. Motion carried.

A motion was made by Alderman Kuchinski and seconded by Alderman Kallenbach to accept the letter and move the request to the Plan Commission. This will also be a zoning request as well. Motion carried.

A motion was made by Alderman Kuchinski and seconded by Alderman Kallenbach to apply for “WDNR Funding – Clean Water Fund/Safe Drinking Water Fund – Notice of Intent to Apply and Priority Evaluation and Ranking Form” for the USH Sanitary Sewer and Watermain Project and Authorizing Representative Resolution. Motion carried.

A motion was made by Alderman West and seconded by Alderman Darne to approve the next City Council meeting date of Wednesday, December 17, 2014 at 6:00 p.m. Motion carried.

A motion was made by Alderman Darne and seconded by Alderman Kallenbach to adjourn to Closed Session pursuant to Wis. State Statutes 19.85(1)(c) regarding employment. A roll call vote was taken and all were present except Alderman Shampo who was excused. Motion carried.

A motion was made by Alderman Kuchinski and seconded by Alderman West to reconvene into Open Session. Motion carried.

A motion was made by Alderman Kuchinski and seconded by Alderman Kallenbach to set the next meeting date at December 1, 2014 at 6:00 p.m. to conduct interviews. Motion carried.

There being no further business, a motion was made by Alderman Shampo and seconded by Alderman West to adjourn. Motion carried. Meeting adjourned.
