Traffic Arrangements – Full Dress Rehearsal on 23 rd January,2009

Full Dress Rehearsal of Republic Day Parade-2009 is being held on Friday, the 23rd January, 2009. The parade will start at 0945 hrs. from Vijay Chowk and reach Red Fort Ground.

Route of the Parade

VIJAY CHOWK – RAJPATH - INDIA GATE - TILAK MARG - W-POINT (TILAK BRIDGE) - BAHADUR SHAH ZAFAR MARG –‘A’ POINT(R.C. AGGARWAL CHOWK CROSSING) - DELHI GATE - SUBHASH MARG - RED FORT CHOWK AND REACH RED FORT GROUND.

Traffic Restrictions

In order to facilitate the free passage of parade, movement of traffic on certain roads leading to the route of the Parade will be restricted as under:-

(1) No traffic will be allowed on Vijay Chowk & Rajpath. from 0500 to 1230 hrs. (2) No traffic will be allowed to cross Rajpath on the following roads from 0930 hrs:- (a) Rafi Marg. (b) Janpath. (c) Man Singh Road. (d) ‘C’-Hexagon.

(3) From 1000 hrs.- Traffic on Tilak Marg, Bahadur Shah Zafar Marg, Subhash Marg will not be allowed on both directions. However, cross traffic on intersections on these roads will be allowed according to the position of the Parade.

Road users are therefore requested to plan their journey in advance and avoid the route of the Parade, Vijay Chowk, Rajpath, India Gate, Tilak Marg, ITO, Delhi Gate, Subhash Marg, Red Fort Chowk from 0930 hours to 1200 hours for their own convenience.

 SUGGESTED ROUTES

However if the journey is unavoidable and road user is inclined to cross the India Gate they are suggested to take the following routes-

North –South Corridor

 Road Ring – Ashram Chowk – Sarai Kale Khan – I.P. Flyover – Rajghat – Ring Road  From Aurobindo Chowk – T/L – Safdarjung Road – Kamal Atatturk Marg – Kautilya Marg – Sardar Patel Marg – Mother Teresa Crescent – roundabout RML – Baba Kharak Sing Marg for onward journey.  Prithvi Raj Road – South End Road – Subramaniam Bharti Marg- Mathura Road for onward journey.

East- West Corridor

 Ring Road-Bhairon Road- Mathura Road – S. Bharti Marg – South End Road- Prithvi Raj Road- Safdarjung Road- Kamal Ataturk Marg- Panchsheel Marg- Simon Boulevard Marg- Upper Ridge Road.  Ring Road-Bhairon Road- Mathura Road – Lodhi Road – Aurbindo Marg- Safdar- jung Road – Teen Murti Marg –Mother Teresa Crescent- Park Street – Shankar Road – Ring Road.  Ring Road- Boulevard Marg- Barf Khana Chowk – Rani Jhansi Road- Faiz Road – D.B.Gupta Raod.

For New Delhi Railway Station

BUS TERMINATING POINTS

Movement of the City Bus Services is curtailed at the following Terminal points;- 1. Inter State Buses: A) Incoming

(I) Buses from Ghaziabad bound for Shivaji Stadium shall take NH-24, Ring Road, turn right Bhairon Road and terminate at Bus Terminal Bhairon Road. (II) All buses coming from Ghaziabad side will be diverted at Mohan Nagar towards Bhopra Chungi for Wazirabad Bridge. (III) All buses coming from Dhaula Kuan side shall terminate at R/A Dhaula Kuan. (IV) All buses coming from Badarpur shall terminate at New ISBT Sarai Kale Khan. (V) All buses coming from NH-24 shall take right turn on Road No. 56 and terminate at ISBT Anand Vihar.

B) Outgoing

(I) No bus shall be allowed to take U-turn at Northern loop of Ring Road near Budh Vihar. (II) Buses bound for Ghaziabad shall proceed via Wazirabad Bridge/ISBT Bridge.

Metro Rail Service is available for commuters for Connaught Place & adjoining stations.

HGVs/LGVs

HGVs/LGVs will not be allowed between Sarai Kale Khan to I.S.B.T. on 23.01.2009 from 0730 hours till 1330 hours.

Traffic police has made elaborate arrangements for the guidance of the public. Motorists are requested to have patience, observe traffic & road discipline and follow directions of Traffic Police personnel deployed at all intersections.  * * *  DELHI TRAFFIC POLICE DATED : 21.01.2009

TRAFFIC ADVISORY- REPUBLIC DAY PARADE

Republic Day Parade shall start on 26th January, 2009 at about 9.50A.M. from Vijay Chowk for Red Fort Grounds. Other functions relating to Republic Day Celebrations shall start at 900 hrs. at India Gate.

In order to ensure free and uninterrupted movement of Parade along the route and to regulate city traffic, Traffic Police has made elaborate arrangements.

ROUTE OF THE PARADE

VIJAY CHOWK-RAJPATH-INDIA GATE-TILAK MARG-‘W’ POINT (TILAK BRIDGE) - R.C. AGGARWAL CHOWK-BAHADUR SHAH ZAFAR MARG- SUBHASH MARG-RED FORT CHOWK AND REACH RED FORT GROUND.

PARKING LABELS

Invitation Cards/tickets have been issued for the invitees and other spectators. People are requested to acquaint themselves with the location of their seating enclosures and the parking lots.

Enclosure Nos. 1 to 17 is located on the Southern side of Rajpath, while enclosure Nos. 18 to 35 is located on the Northern side of Rajpath.

The triangular labels are meant for parking lots 1 to 5 situated on the South of Rajpath behind the Water Channel. Similarly, rectangular parking labels 6 to 10 are meant for parking lots on Northern side of Rajpath behind Water Channel.

Invitees/ticket holders are requested to acquaint themselves with the arrival and dispersal plan of their parking lots.

PROHIBITED AREA

Area bound by “DALHOUSIE ROAD-TYAGRAJ MARG- K. KAMRAJ MARG- MAULANA AZAD ROAD-AKBAR ROAD-‘C’ HEXAGON-ASHOKA ROAD-DR. RAJENDRA PRASAD ROAD-RED CROSS ROAD-IMTIAZ KHAN ROAD- CHURCH ROAD” will be prohibited area.

This area will be restricted and vehicles will not be allowed to ply on Rajpath after 1800 hrs. on 25th January, 2008 till the closure of function on 26th January, 2009.

After 0845 hrs. on 26th Janaury, 2009 cross movement of traffic on Rajpath from Rafi Marg, Janpath, Man Singh Road & C-Hexagon will be closed for all categories of vehicles.

CONTROLLED AREA

Area bounded by KAUTILYA MARG-KAMAL ATATURK MARG-AURANGZEB ROAD-‘Q’-POINT-HUMAYUN ROAD-SUBRAMANIAM BHARTI MARG-MATHURA ROAD- BHAGWAN DASS ROAD-FEROZE ROAD R/A WINDSOR PLACE-ASHOKA ROAD-BABA KHARAK SINGH MARG-MOTHER TERESA CRESCENT AND SARDAR PATEL MARG upto KAUTILYA MARG WILL BE CONTROLLED AREA.

Only labelled vehicles of the invitees and vehicles of bonafide residents of this area shall be permitted to enter till conclusion of the Parade about 12.30 P.M.. Invitees are requested to follow the routes and instructions printed on the back of label to reach the parking lots.

TRAFFIC RESTRICTIONS

No traffic shall be permitted on the route of the Parade from 0400 A.M. till the conclusion of the Parade i. e. 1300 hrs. at Red Fort on 26.01.2009. The cross traffic on route of the Parade shall remain closed depending upon the progressive movement of the Parade. Motorists are advised to avoid these roads from morning till 1300 hrs. or they should take alternative available roads.

NORTH-SOUTH CORRIDOR

In case journey is unavoidable, following corridors are available for North-South travel:-

1. Motorists are requested to take Ring Road-Ashram Chowk- Sarai Kale Khan-IP flyover and Rajghat. 2. Lajpat Rai Marg-Mathura Road-Bhairon Road-Ring Road for onward journey. 3. Aurobindo Marg-T/R Lodhi Road to join Lajpat Rai Marg and proceed towards Mathura Road or 4. From Aurobindo Chowk –T/L Safdarjung Road-Kamal Ataturk Marg- Kautilya Marg- Sardar Patel Marg-Mother Teresa Crescent –R/A RML Hospital-Baba Kharak Singh Marg for onward journey. 5. Motorists coming on Africa Avenue, Vinay Marg or on Shanti Path to take Panchsheel Marg-Simon Bolivar Marg-Upper Ridge Road- Park Street-Mandir Marg-Rani Jhansi Marg for onward journey. 6. Prithvi Raj Road-Southend Road-Subhramaniam Bharti Marg and Mathura Road for onward journey.

EAST-WEST CORRIDOR

1. Ring Road. 2. Ring Road-Bhairon Road-Mathura Road- S. Bharti Marg-Southend Road-Prithviraj Road-Safdarjung Road-Kamal Ataturk Marg-Panchsheel Marg-Simon Bolivar Marg-Upper Ridge Road. 3. Ring Road-Bhairon Road-Mathura Road-Lodhi Road- Aurobindo Marg-Safdarjung Road-Teen Murti Marg- Mother Teresa Crescent-Park Street-Shankar Road. 4. FOR NEW DELHI RAILWAY STATION

Mukherjee Marg-Chhatta Rail-Kauria Bridge and reach Old Delhi Railway Station. (II) From North Delhi:-Boulevard Road-R/A Mori Gate-Mori Gate-Bazar-Pul Duffrin-T/L –S. P. Mukherjee Marg and reach Old Delhi Railway Station. BUS TERMINATING POINTS

Delhi Traffic Police has made arrangements for the diversion/curtailment of City Transport and other buses around the Republic Day Parade. The following are the bus terminating points which are nearest to their original destinations:-

1. Pragati Maidan 1. Shivaji Stadium (Connaught Place ) 2. Ajmeri Gate 3. Delhi Sachivalaya(I.G. Stadium ) 4. Mori Gate. 5. ISBT (Kashmere Gate).

D.T.C. and other private buses should not ply on the roads leading to the route of the Parade to avoid inconvenience and congestion on the roads. They should take alternative routes for their destinations.

PARK & RIDE SCHEME

In view of the shrinking of parking space due to construction of Delhi Metro Rail and for de- congesting and improving the traffic circulation to parking lots Nos. 4, 5 & 9, a ‘Park & Ride’ Scheme has been introduced for the officers of the rank of Dy. Secretary and below. Such officers who are issued with invitation cards for Enclosure No.5, 8, 15, 29 and 31 were also issued parking label for parking vehicles in the parking lot behind the seating enclosures. Now with the introduction of ‘Park & Ride’ Scheme, such invitees are being issued ‘Park and Ride’ labels. The invitees will now reach one of the two ‘Park & Ride’ lots identified at Football Ground, Central Civil Services Cultural & Sport Board Ground, Vinay Marg and Palika Bazar Parking, Connaught Place and park the vehicles there and avail a free ride on low floor DTC buses to their respective seating enclosures on the South/North of Rajpath to witness Republic Day parade. They will not go straight to the seating enclosure, South/North of Rajpath. Invitees are required to reach ‘Park & Ride” lots between 0730 hours to 0900 hours.

For South of Rajpath, the buses shall de-board the invitees at Akbar Road near round about Man Singh Road and Moti Lal Nehru Road near round about Sunehri Masjid whichever is closer to their seating enclosures. For North of Rajpath, the buses shall de-board the officers at Ashoka Road near roundabout Jaswant Singh Road and Rafi Marg near roundabout Krishi Bhawan. After conclusion of the ceremony, the officers may board the waiting buses from the same points where they had alighted and reach their respective ‘Park & Ride’ lots where they had parked their vehicles.

Wide publicity, including issue of circulars to respective Ministry/offices, is being made so that all invitees coming to witness the Republic Day Parade are aware of the new arrangements and no inconvenience is caused to them. The invitees covered under the scheme are also requested not to bring their vehicles to Rajpath and surrounding areas to avoid inconveniences.

Borders will be sealed from 11.00P.M. on 25.01.2009 till 1.30P.M. on 26.01.2009. The vehicles entering in the city will be subjected to heavy screening and checking.

Traffic Police Help Line 23010101 shall function round the clock.

Metro Rail service shall be available for commuters upto Rajiv Chowk & Barakhamba Road only.

General public is requested to avoid the route of the Parade, Vijay Chowk, Rajpath, India Gate, Tilak Marg, I.T.O., Delhi Gate, Subhash Marg, Red Fort Chowk and plan their journey, in advance to avoid inconvenience. TWO REWARDED CRIMINALS INVOLVED IN ABDUCTION CASE OF A BUSINESSMAN ARRESTED

With the arrest of two rewarded accused persons (1) Bharat Bhushan @ Bhupender S/o Sh. Kailash Chand Sharma R/o Near Shiv Mandir, Anoop Sahar stand, near MIG Flats Awas Vikas Colony, Bulandsahar, and U.P. Age 36 Years. (2) Pawan Sharma S/o Bhabhuti Prasad Sharma R/o H. No. EWS- 318, Awas Vikas Colony, Bulandsahar, U.P. Age 26 Years, North District police has cracked a gang of criminals indulged in famous kidnapping case of Manoj Aggarwal, a businessman of Bulandsahar, U.P.

TEAM

On receipt of secret information regarding presence of two notorious criminals of U.P., involved in many heinous offences in U.P, a team consisting of SI Atul Tyagi, HC Rajpal, Const. Hariom, Ct. Rajeev, Ct. Padam and Ct. Ram Kumar under the leadership of Insp. Bishan Mohan, SHO/P.S Civil Lines and close supervision of Ms. Vimlesh Yadav, ACP/ Civil Lines was constituted.

INCIDENT

On 19/01/09, SI Atul Tyagi, posted at P.S. Civil Lines, Delhi received a secret information regarding presence of two notorious criminals of U.P., involved in many heinous offences in U.P. The information was shared with senior officers. On this information a raiding party was constituted. Acting upon this information a raid was conducted near parking, Monastery Market and Bharat Bhushan @ Bhupender and Pawan Sharma mentioned above were apprehended. During search one country made pistol and one live cartridge .303 bore were recovered from the possession of accused Bharat Bhushan and one country made pistol and two live cartridges of .315 bore were recovered from the possession of accused Pawan Sharma. Case FIRs No. 11 & 12, dated 19-1-2009, U/s 25 Arms Act, P.S. Civil Lines have been registered.

INVESTIGATION

Accused Bharat Bhushan @ Bhupender and Pawan Sharma were interrogated at length and they disclosed their involvements in many offences in U.P. On 13/01/2009 they had abducted Manoj Aggarwal, a businessman of Bulansahar. Anil Kumar, the driver at the shop of Manoj Aggarwal conspired with other kidnappers i.e. Bharat Bhushan @ Bhupender, Pawan Sharma, Harender, Rajkumar @ Pappu and Laxmi Narayan. They planned to abduct Manoj Aggarwal and to receive a ranosm of Rs. 5-10 lakhs. Laxmi Narain, father-in-law of accused Pawan Sharma and a history sheeter of Bulanshahar, UP took responsibility to hide the abducted person in his fields. They had planned to impersonate themselves as policemen to commit abduction and for that purpose they purchased two khakhi pants. Harender and Rajkumar @ Pappu had hair cut so that they could look as policemen in appearance. On 13/1/09 all accused persons were connected with each other through their cell phones. On the instance of Anil Kumar other accused persons impersonated themselves as policemen and abducted Manoj Aggarwal from his Shop at about 10 am in day light. Crime number 25/09 dated 13-1- 09 U/S 364A IPC, P.S. Kotwali (Dehat), Bulandsahar, U.P. was registered in this regard. Arrested accused Bharat Bhushan @ Bhupender and Pawan Sharma above are wanted in this case. SSP/ Bulandsahar U.P. has declared a reward of Rs. 2500/-on the arrest of each accused person. Further investigation of the cases is in progress.

(1) Bharat Bhushan @ Bhupender S/o Sh. Kailash Chand Sharma R/o Near Shiv Mandir, Anoop Sahar stand, near MIG Flats Awas Vikas Colony, Bulandsahar, U.P. Age 36 Years. He has studied up to Intermediate. In 1993, he began his criminal activities when he looted a bus in District. Bulandsahar, U.P. Till date he has been involved in 8 criminal cases. (2) Pawan Sharma S/o Bhabhuti Prasad Sharma R/o H. No. EWS-318, Awas Vikas Colony, Bulandsahar, U.P. Age 26 Years. He has studied up to intermediate. In 1999 he began his criminal activities when he was arrested in an Arms Act case in District Bulandshar, U.P. Till date he has been involved in 4 criminal cases. RECOVERY

Two country made pistols (.303 & .315 bore) with three live cartridges (.303 & .315 bore) were recovered from the possession of accused persons.

District police has recovered 2775 Blue Film CDs. TEAM

On receipt of secret information regarding sale of Blue Film CDs a team consisting of SI

Mahabir Singh, HC Mahesh Kumar, HC Anil Kimar, HC Prabhu Dayal, HC Pardeep Kumar, Ct

Vivek Kumar and Ct. Ashok Kumar under the leadership of Insp. Satish Kumar and close supervision of Sh. N. K. Meena, ACP, Operation Cell, North District, Delhi, was constituted.

INCIDENT

On 19.01.2009, a secret information was received by Operation Cell North District that one person namely Vinod Kumar Mittal is indulged in illegal trade of blue film CDs.

Subsequently a raid was conducted at 5779, Chandaliya House, Jogiwada, Delhi and 2775 blue films CDs were recovered from this godown. In this regard a case vide FIR No. 16/09 u/s 292

IPC PS Kotwali has been registered.

INVESTIGATION

Accused Vinod Kumar Mittal was interrogated at length and he disclosed that he is indulged in this illegal trade of sale of blue film CDs/DVDs for last 4/5 years. The motive of the accused was to earn more money in a short span of time.

Further investigation of the case is in progress.

PROFILE 1. Vinod Kumar Mittal s/o Lt. Sh. Tak Chand Mittal r/o 1022/4 Sardar Makhan Singh Wali Gali, Mall Godawn road, Rohtak, Haryana, Age 40 years. He is married and has studied upto 10th standard. He belongs to a middle class family and due to loss in his business he involved himself in this illegal trade

RECOVERY

1. 2775 Blue Film CD/DVDs.
