COUNCIL MEETING MAY 22, 2014
The regular meeting of Mayor and Council was held on the above date.
The meeting was called to order a 7:00 PM by Mayor Filipek with the salute to the flag.
Members of Council attending the meeting: Mr. D’Angelo, Mr. Sauter, Mr. Hagerty, Mr. Tregear, Mayor Filipek. Mr. Bollinger. Absent- Mr. Duncan
Mayor Filipek called for a reading of the minutes of the previous meeting. Mr. Sauter moved to accept the minutes as presented and dispense with a reading of the same, seconded by Mr. D’Angelo. All voted in favor.
COMMUNICATIONS: Charles Sauter, Borough Clerk read a thank you letter from Rev. Piotr Szamocki to Mayor Filipek in appreciation for services provided for their Annual Carnival especially the presence of the Police Department.
Prior to the regular meeting, Councilman D’Angelo introduced Camden County Sheriff, Chuck Billingham who addressed the Student Government Officials. Council D’Angelo mentioned to the audience that at the start of their Student Government Day, Assemblyman Angel Fuentes Administered the Oath of Office to the Students for the positions they held that day. He also spoke to the Students regarding his Branch of the Government. At these time Proclamations from Senator Norcross, Assemblyman Wilson and Fuentes, Mayor Filipek and Members of Council were presented to each student.
COMMITTEE REPORTS: Mr. D’Angelo-Special thanks to everyone who helped with Student Government Day, especially to Chuck Sauter, Chief Walsh, Police Dept., Jim Burleigh, Fire Dept., Chris Wilhelm, Police Dept, Gary Sauter, Recreation Dept., Board of Elections, and thanks to Dunkin Donuts for their donation.
Mr. Sauter-Students gave our Council reports, however I would like to mention what a great group of Students Bell Oaks sent to us this year. The Students were so well behaved and respectful. I understand they did learn a lot today and had a good time.
Mr. Hagerty-Congratulations to all the Students involved in Student Government Day. Buildings and Lands, we will soon be mulching and planting flowers at the corner of Black Horse Pike and Browning Road and the Municipal Building. On Thursday, June 5th at 6:00 PM the Bellmawr Police Dept. and Municipal Alliance will be sponsoring a Drug Awareness Seminar here in the Courtroom, pass the word and please try to attend. Happy Memorial Day to everyone, especially our Veterans.
Mr. Tregear-Congratulations to the Student Government Officials. My representative, Ms. Kennedy Brown did a fantastic job presenting my report. We did receive preliminary figures from the State regarding our budget and we should be well under a ten cent increase this year. We will keep you posted on the Budget. Reminder there is a Business Alliance Meeting scheduled for Wednesday, June 18th at 8:00 AM in the Community Center, please spread the word so we can increase our membership. The new Web Site should be launched in the next couple of weeks.
Mayor Filipek-For the record I would like to report that all our Department Heads attended a meeting with the NJDOT and Contractor in our town addressing many ongoing problems and another meeting is scheduled for tomorrow. I was informed that the Contractor is offering no information to Bellmawr unless it goes through the DOT first. I have received an official letter from Bass Pro Shops that the still would like to come to Bellmawr; they are just waiting for a road off of I-295 to the landfill. Thank you to all the Students as you did a fantastic job today and thanks to the Parents for attending tonight.
PUBLIC PORTION: Edward Beail, 540 Roberts Avenue, 8th Grade teacher at Bell Oaks School, asked if Mayor and Council were aware that when you come up the Black Horse Pike the sign that says Runnemede, Mt. Ephraim, that Mt. Ephraim is spelled wrong. Mayor Filipek responded that he would make sure the sign is corrected. Mr. Beail inquired what was going on at the corner of Black Horse Pike and Browning Road Mayor Filipek responded that we are waiting for a letter that the ground is not contaminated after the tanks were removed. Mayor Stated after approvals 7-11 is interested in the location. Mayor Filipek heard that someone is interested in purchasing Artist House Studio’s and Dr. Pinto’s Office with the possibility of a Bank coming to that location. Mr. Beail remarked that with the corner being taken care of it will be an asset to our Community.
Frank Esposito, 348 Booth Drive asked Mayor and Council about the length of time of the green arrow on the light at Black Horse Pike and Browning Road. Mayor responded that Jim Burleigh has made numerous attempts with the State DOT. The Mayor will ask Jim to once again contact the State.
William Hagerty, 240 Roberts Avenue asked the Mayor what can be done about the potholes on County Roads. Mayor responded that they were only patching because of the construction going on. Mayor spoke to Freeholder Leonard and our County roads are scheduled to be repaved in 2016.
OLD BUSINESS: No Old Business NEW BUSINESS: ORDINANCE: #04:05-14 SECOND READING, PUBLIC HEARING AND FINAL ADOPTION. BOND ORDINANCE OF THE BOROUGH OF BELLMAWR, COUNTY OF CAMDEN AND STATE OF NEW JERSEY PROVIDING FOR THE ACQUISITION OF ONE DUMP TRUCK WITHPLOW, ONE POLICE SUV, ONE SEWER PUMP, FIRE TURNOUT GEAR AND PAGERS, AEDs IN PUBLIC SAFETY VEHICLES, SPEED SIGNS WITH MONITORING SOFTWARE, AMBULANCE SQUAD BUILDING AND STRUCTURAL IMPROVEMENTS TO POLICE DEPARTMENT IN MUNICIPAL BUILDING AND APPROPRIATING THE SUM OF $500,000.00 AND AUTHORIZING THE ISSUANCE OF $475,000.00 FOR THE FINANCING OF SAID APPROPRIATION. Open to the Public-no response. Moved by Mr. D’Angelo, seconded by Mr. Tregear. All voted in favor.
ORDINANCE: #05:06-14 FIRST READING AND INTRODUCTION. BOND ORDINANCE OF THE BOROUGH OF BELLMAWR, COUNTY OF CAMDEN AND STATE OF NEW JERSEY PROVIDING FOR THE PAINTING OF THE WARREN AND CARTER AVENUE WATER TANK, AND THE ACQUISITION OF A BUILDING TO HOUSE WELL #3 AT THE SAME LOCATION, AND APPROPRIATING THE SUM OF $450,000.00 AND AUTHORIZING THE ISSUANCE OF $427,500.00 FOR THE FINANCING OF SAID APPROPRIATION. Moved by Mr. Sauter, seconded by Mr. Hagerty. All voted in favor.
RESOLUTION: #05:86-14 ADDING PRO RATED AMOUNT FOR 2014 TAXES IN THE AMOUNT OF $250.00 DUE TO THE FACT THAT THE PROPERTY WAS SOLD AND WERE RECEIVING A SENIOR CITIZEN/DISABILITY DEDUCTION. (BLOCK 49.04, LOT 7) Moved by Mr. Hagerty, seconded by Mr. Sauter. All voted in favor.
RESOLUTION: #05:87-14 REFUNDING OVERPAYMENT FOR FOURTH QUARTER 2013 TAXES FOR BLOCK 52.06, LOT 19 IN THE AMOUNT OF $1,671.62. Moved by Mr. D’Angelo, seconded by Mr. Hagerty. All voted in favor.
RESOLUTION: #05:88-14 REQUESTING CANCELLATION OF FIRST AND SECOND QUARTER TAXES FOR 2014 IN THE AMOUNT OF $5,392.00. (BLOCK 173.02 LOT 3) Moved by Mr. Sauter, seconded by Mr. Tregear. All voted in favor.
RESOLUTION: #05:89-14 AUTHORIZING REIMBURSEMENT TO ALEX RIVERA IN THE AMOUNT OF $18.00 FOR DUPLICATE DOG LICENSE ISSUED AT THE RABIES CLINIC MAY 10, 2014. Moved by Mr. D’Angelo, seconded by Mr. Hagerty. All voted in favor. RESOLUTION: #05:90-14 REAPPOINTMENT OF JUDGE FOR THE BELLMAWR MUNICIPAL COURT. (NICHOLAS F. RESOLUTION: #05:91-14 AUTHORIZING GRANT AGREEMENT BETWEEN BELLMAWR BOROUGH AND THE STATE OF NEW JERSEY BY AND FOR THE DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE REFORESTATION IN TREES. Moved by Mr. D’Angelo, seconded by Mr. Sauter. All voted in favor.
RESOLUTION: #05:92-14 SUPPORT AND APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A GRANT CONTRACT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR THE BROWNING ROAD STREETSCAPE-CARDINAL DRIVE TO ROCKVILLE DRIVE PROJECT. Moved by Mr. Sauter, seconded by Mr. Tregear. All voted in favor.

There being no further business Mr. D’Angelo moved to adjourned, seconded by Mr. Hagerty. All members voted in favor. Meeting was adjourned at 7:47 PM.
