Minutes – Committee Meeting 63 Monday 17th May 2010. Start time – 4.00 pm GL Hearn, Soho Square, London

1. Attending Paul Astbury, Philip Maude, Nigel Laing, Barry Denyer-Green, Mark Barlow, Colin Smith, Matt Bodley, Keith Murray

2. Apologies for absence Neil King QC, Alison Barker, Vanessa Lambert-Smith, Charles Norman

3. Previous Minutes The Minutes of the meeting held were accepted as an accurate record of proceedings.

4. Matters Arising  CS reported that the Blight Notice issue has been resolved and he will circulate an email subsequently

5. CPA Reforms  Time Limits – NL circulated his paper at the meeting. Debate ensued and NL will amend paper and add empirical evidence for next version  New Rights – We should strive for an update to circular 0604 and reform of the form. PM to prepare draft of both by the autumn.  Basic Loss – agreed we should swap percentages, ie paper 2 as the proposal most likely to be accepted  Bishopsgate – deferred to allow more discussion of next subjects  S52 Advanced Payments – Well received. The key is to reform circular 0604 and so avoid primary legislation. The paper requires minor amendment and should be signed off next meeting.  Planning Assumptions – We are motivated that it must be simple and ready urgently in case there is a Planning Bill, and the latter point should be clarified by BDG with Robert Seagall asap. Paper needs minor amendment by NL and should be circulated by email to members with the two options within the next 7 days. Members should be invited to comment with no recommendation by the committee, and asked to respond 7 days after the conference. We should also email it to RICS, RTPI, PEBA, Law Society, IRRV, LGA, the LT and Sir Robert Carnwath for comments, plus all those who attended the stakeholder meeting. We should check the email for correspondence is a CPA one that works.  In addition, attendees at the conference should have a voting slip. 

6. Feedback . CPA Drinks – 56 attended . CPA Question Time – 69 delegates - worked well, good feedback . CPA West Midlands – 21 CPA members and approx the same number from RTPI, though we are not sure with bookings managed by them . GOL meeting – a note will be circulated by AB in due course

7. Events . CPA National Conference o 103 delegates to date, keynote sorted with Frances Pattison QC agreeing. . Marketing and Image issues o It was agreed no sponsorship of the event is appropriate

o The Henry Stewart request for promoting their event within 2 days of the National conference was also rejected o BDG proposed that there should be a CPA pop up exhibition manner for events. CPT will organise once graphics have been agreed. o It was also agreed members should not use the CPA logo on their publicity material . IRWA o Keyring, USB stick or Magnites were the favoured option for gifts to other national associations at the IRWA conference. Colin, Keith and Kate to sort. o It was noted the relationship between IRWA and CPA remains unresolved and with the proximity of the conference, CS was empowered to agree terms directly

8. Consultation Documents . Exceptional Hardship Scheme was discussed and amendments passed to PA to incorporate. . BDG agreed to review the LT Rules

9. Nominations and Elections . The forms were agreed, and the schedule of early distribution agreed. Also agreed to have the forms on the desk at the national conference. . It was proposed by Keith Murray, and seconded by Colin Smith that the sentence in Rule 10 debarring the past Chairman from standing for an elected post on the committee be removed. This constitutional change will need to be circulated in accordance with the constitution.

10. Website Update . The reform section of the website needs revamping . GOL note, when agreed by AB will be added

11. Membership update . none

12. AOB . The LT President had indicated to circulate a note concerning ‘basic issues’. Since nothing has been received, PM was tasked to follow this matter up.

13.Dates of next meetings o TUESDAY 15th June 2010, 4pm – the day before the conference.
