MINUTES REGULAR CITY COUNCIL MEETING CITY COUNCIL CHAMBERS, EPHRAIM CITY HALL 5 SOUTH MAIN, EPHRAIM, UTAH JULY 20, 2016 6:00 PM

CALL TO ORDER The Ephraim City Council convened in a Regular City Council Meeting on Wednesday, July 20, 2016, in the City Council Room. Mayor Squire called the meeting to order at 6:00 p.m.

OPENING CEREMONY Councilmember Alder offered the invocation. Councilmember Wheeler led the audience in the Pledge of Allegiance.

I. PRESENTATIONS

A. APPRECIATION

Ephraim City Council Meeting | July 20, 2016 | Page 1 of 6 Greg Boothe, Scandinavian Director for the past 3 years, will be recognized for his work during the next council meeting.

II. MOTION AGENDA

A. APPROVAL OF WARRANT REGISTER

The Council reviewed the Warrant Registers of July 6, 2016, and July 19, 2016.

Councilmember Lund moved to approve the July 19, 2016 Warrant Register as presented. The motion was seconded by Councilmember Scott. A roll call vote was called: Voting yes: Councilmembers Alder, Anderson, Lund, Scott, and Wheeler. The vote was unanimous. The motion carried.

Councilmember Lund moved to ratify the Warrant Register of July 6, 2016. The motion was seconded by Councilmember Scott. A roll call vote was called: Voting yes: Councilmembers Alder, Anderson, Lund, Scott, and Wheeler. The vote was unanimous. The motion carried.

B. APPROVAL OF MINUTES

The minutes were not presented for approval.

C. APPROVAL OF STAFF RECOMMENDATIONS

1. Agreement: Ferguson Group

Councilmember Lund asked how many visits the Ferguson Group intended to make to Ephraim, and what the approx. cost for doing so would be. Manager Hanson explained they anticipate one trip to get acquainted with our community and to visit with community leaders. The amount of that trip is accounted for in the contract. The Ferguson Group has been functioning for over 30 years, and are very effective in what they do to help communities like ours obtain funding.

Councilmember Wheeler moved to approve entering into the Agreement with the Ferguson Group for help with federal advocacy services, in the amount specified, for a period starting July 1 2016 through June 30, 2017. The motion was seconded by councilmember Scott. A roll call vote was called. Voting yes: councilmembers Scott, Lund, Wheeler, Anderson, and Alder. The vote was unanimous. The motion carried.

2. Contract: Dude Solutions

Councilmember Scott moved to authorize the mayor to sign the contract between Dude Solutions and the City for the amount specified. The motion was seconded by Councilmember Wheeler. A roll call vote was called: Voting yes: Councilmembers

3. Agreement: Ephraim Irrigation Company

City Manager Hanson showed the map identifying the location of the new pond, which is directly west of the current settling pond. City staff have worked closely with the Irrigation Company to make sure both party’s needs are met.

Councilmember Wheeler moved to enter into the Agreement Easement with the Irrigation Company as presented. The motion was seconded by Councilmember Lund. A roll call vote was called: Voting yes: Councilmembers Alder, Anderson, Lund, Scott, and Wheeler. The vote was unanimous. The motion carried.

4. Fire Contract: Sanpete County

This is an annual agreement allowing for compensation of fire services provided.

Councilmember Alder moved to authorize execution of the Annual Fire Contract with Sanpete County. Councilmember Anderson seconded the motion. A roll call vote was called: Voting yes: Councilmembers Alder, Anderson, Lund, Scott, and Wheeler. The vote was unanimous. The motion carried.

5. Lift the Net Metering Moratorium set in place on May 6, 2015.

The Council approved the city’s net metering policy at the last meeting. Lifting the moratorium will allow us to go forward in regards to implementing that policy.

Councilmember Scott moved to lift the net metering moratorium. The motion was seconded by Councilmember Lund. A roll call vote was called: Voting yes: Councilmembers Alder, Anderson, Lund, Scott, and Wheeler. The vote was unanimous. The motion carried.

III APPOINTMENTS AND COUNCIL REPORTS

Councilmember Wheeler – reported Senior Representatives met to discuss projects for the Center. New flooring for the bathroom and kitchen area has been laid, and flooring for the dining area is soon to be completed. The leaky water heater has been removed and a new one installed.

Those involved with the Scandinavian Festival believe it was a success. A profit was actually made this year, compared to a loss of revenue in past years. The committee is planning to meet soon to give suggestions for next year’s festival. The Library Board met this past month, and reported that State Certification has been completed and passed. The Board is also working on a new internet policy to help protect minors from seeing

Ephraim City Council Meeting | July 20, 2016 | Page 3 of 6 adverse websites. The new policy involves parental permission. Library personnel have also stopped ordering newspapers and certain magazines due to lack of interest from the public.

Councilmember Anderson - The City Youth Council is on vacation, and did not meet this month. Residential lots in the ECHA Hidden Creek Subdivision are moving along well, and development of the Hidden Creek Park has begun.

Councilmember Alder – reported the Coed softball program is wrapping up this week.

Councilmember Lund – hopes the Council enjoyed meeting with Fire Dept. personnel last night. Our Firefighters do a great job. Up to this point, the quota for firefighters stood at 25; however, now that it is a paid position, the amount budgeted is in hours not people. Councilmember Lund would like something placed on the website to advertise for new recruits. Sandra Lanier will no longer be serving as President of the Co-op, due to other commitments. She still plans on attending as many meetings as she can, however.

Councilmember Scott - In regards to economic development, the Wathen subdivision is almost complete, several new homes are being built, the new Malena’s building and McDonald’s are on track to open next month.

The Airport Board met with the County Planning and Zoning Commission recently. They recommended the County Commissioners hold another public hearing in regards to the zone change request made by the Andersons. The County Commissioners have agreed to hold another public hearing two weeks from today.

IV. DEPARTMENT REPORTS

Power Superintendent Cory Daniels – reported they have completed several power system upgrades, although there have still been a few blinks. The Department’s goal is to continue the upgrades, and eliminate the blinks entirely. They are currently installing radio frequency meters (RF meters) throughout the town, and plan to finish the project by July of next year. It is anticipated power usage will almost double by the year 2026, which is a pretty substantial increase. Cory would like to start planning now in order to prepare to meet those needs. His crew would like the Council to know they appreciate the recent salary increases.

Chief Rasmussen – reported there have been frequent complaints in regards to roaming deer. Staff are working to educate the public in calling the Police Department during work hours rather than to call dispatch regarding the deer. Their Department is also gearing up for the return of college students. The Police Department will be getting a new software system enabling officers to perform on-line citations. Chief Rasmussen and his

Officers recently completed Taser training, and last week one of our officers was instrumental in helping get a federal fugitive off the road. Officers continue to be aware and involved in working with the public, and help to keep our community safe.

Councilmember Anderson - is concerned about the school crossing guard issue. The city is responsible for one paid crossing guard. All other crossing guards are volunteers. The school is having a hard time filling the volunteer positions. The safety of our children is a great concern. Manager Hanson will meet with school officials to work on finding a solution.

Public Works Director Chad Parry – reported the drought is putting pressure on our water system, and the city well had to be activated. The good news is the arsenic levels in the well have been really low. The Sewer lagoons have also been dryer than usual. In order to cut back on water usage the splash pad hours, and watering of city owned property will be reduced. An article will be placed in the city newsletter informing residents about water conservation.

Chip seal for the roads is scheduled to start next week. The old trees by the cemetery are being trimmed, and the new trees will eventually take their place. Chad’s crew is also grateful for the pay increases, and they continue to work hard to keep the city functioning.

City Manager Brant Hanson – reported the ribbon cutting ceremony for the new amphitheater is scheduled to be held Saturday, August 13. Snow College will start again on August 23. The City’s new website is up and running, and we are looking for more photographs of Ephraim and its residents, to place on the site. Suzanne Dean, with the Sanpete Messenger, is willing to help us out in that regard. An agreement with Rocky Mountain Power is being worked on to allow City crews the opportunity to respond to power outages associated with their lines. This should help with response time, as their crews have to travel from Richfield.

VIII. CLOSED SESSION 8:13 PM

Councilmember Anderson moved to go into a closed session pursuant to the provisions of the Utah State Code, Section(s) 52-4-205(d) purchase, exchange, or lease of real property. The motion was seconded by Councilmember Scott. The vote was unanimous. The motion carried. Councilmember Anderson moved the Council adjourn the closed session and reopen the public meeting at 8:20 pm. The motion was seconded by Councilmember Wheeler. The vote was unanimous. The motion carried.

The vote was unanimous. The motion carried.

The next regular City Council meeting is scheduled to be held on August 3, 2016, starting at 6:00 p.m. in the Ephraim City Council room. MINUTES APPROVED:
