M E M O R A N D U M

It is hereby intimated to all Administrative Departments and Controlling Authorities that Vote-on-Account Budget of the State Government for the first four months of 2005-2006 has been in the State Legislature. Copies of West Bengal Appropriation (Vote-on-Account) Act,2005 have been forwarded to them under Financen (Budget) Department Memo. No. 999-F.B. dated the 1st April,2005.

2. The Administrative Departments / Controlling Authorities may now make allotment of fund relating to Non-Plan expenditure for the first quarter of the current financial year (for April, May and June, 2005) on prorata basis i.e. upto 25% of the whole year’s budget provision for the non-salary items. In addition , 25% of the whole year’s allocation shall be allotted in respect of grants-in-aid to Non-Government Educational Institutions and Local Bodies meant for payment of salaries to their employees and Non- Plan loan to Government and Non-Government organizations towards salaries and allowances, medicine and dietary charges, pensionary benefits and stinpend/scholarships.

3. For release of fund related to Plan expenditure (including Supplement Plan, Centrally Sponsored and Central Sector Schemes etc) during the current financial year 2005-2006, instructions contained in Finance Department’s Memo. No. 2035-F.B. dated the 28th October, 1997 read with Memo. No. 2066-F.B. dated the 10th November, 1997 and subsequent amendment as communicated vide No. 795(63)-F.B. dated 31.3.2003 may kindly be followed.

4. All Departments should immediately issue orders for allotment to their subordinate offices. It may be noted that no bill will be passed by the Treasury / Pay & Accounts Office without an allotment order subject to the provision contained at para 2 of Finance Deptt. Memo. No. 3085-F dated 01.04.2005 the treasuries have been advised likewise.
