MINUTES OF A MEETING OF THE KINGS HILL AMENITIES COMMITTEE HELD ON MONDAY 13th APRIL 2015 AT 7.30 PM IN THE REAR YOUTH MEETING ROOM AT THE COMMUNITY CENTRE

AM14/33 To receive Apologies for Absence and reasons for approval. 5 Apologies for absence were received from Cllr Cassidy with reasons for his absence. It was RESOLVED that these be accepted. Cllr Steel was elected as chairman in Cllr Cassidy’s absence.

AM14/33 To receive Declarations of Interest and note approved dispensation. 6 There were none.

AM14/33 To receive Declarations of Lobbying. 7 Declarations of lobbying were received from Cllr Barker for Item AM14/342 – Kings Hill Allotments and Items AM14/340 & AM14/363 Broadband.

AM14/33 Minutes - It was RESOLVED that the minutes of the meeting held on 9th 8 March 2015 be approved and were duly signed.

AM14/33 Chairman’s Announcements – to receive announcements. 9 Thanks were given to Cllrs O’Moore and Cockell for their work and help to the Parish Council.

AM14/34 Officer’s Report. 0 AM14/93 – KCCH- Parish Portal Report There were 14 reports made to KCC. Of these 6 are still outstanding. 3 street lights, 1 Damaged bollard and 2 overgrown hedge/tree issues. Noted AM14/298 – Broadband Connectivity This matter has been referred to Full Council. Noted AM14/299 – Broadband Connectivity The date of the Annual Parish meeting has been sent to the resident. Noted AM14/300 – Broadband Connectivity Contact details for Kings Hill Residential Estate Management Company have been sent to the resident. Noted AM14/301– Broadband Connectivity The name of the County Member with specific responsibilities for Economic Regeneration was passed to the resident. It was agreed that this matter SB would be raised at the Full Council Committee meeting to be held on Wednesday 15th April 2015. AM14/308 – Ongoing Amenity Projects – Walks Leaflets

AM14/308 – Ongoing Amenity Projects – Walks Leaflets The production and publicity for the first leaflet has been referred to the CWG Communications Working Group. Noted AM14/315 Open Spaces The Open Spaces Assessment has been completed and returned to Tonbridge & Malling Borough Council (TMBC). Noted AM14/319 – Kings Hill 2015 Ceremonies Liberty Property Trust (LPT) have been contacted concerning the raising of the flag for Armed Forces Day. An events licence would be required. It was Parish agreed that the Parish Office would request and pay or an events licence from Office LPT for this event. AM14/321 – Kings Hill 2015 Ceremonies This matter has been referred to Full Council for the committee meeting to be held in April. Noted AM14/322 – Terms of Reference The amended Terms of Reference were agreed and would be recommended to Full Full Council for approval. Council Noted AM14/326 – Correspondence – Email received from resident concerning Kings Hill Allotments. A reply concerning drainage on the allotments has been sent to the resident. Noted AM14/327 – Correspondence – National Clear Up Day Contact was made with TMBC concerning the Clear Up Day locations within Tonbridge & Malling Borough. These were in central Tonbridge and on the Tonbridge Woodland Walk. Many parishes had their own clear up days and TMBC supplied the equipment and removed the detritus. Noted AM14/331 – Correspondence – Email received from resident concerning Kings Hill Allotments. A reply concerning drainage on the allotments has been sent to the resident. Noted AM14/332 – Correspondence – Email received from resident concerning Kings Hill Allotments. A reply concerning drainage on the allotments has been sent to the resident. Noted AM14/334 – Questions from Councillors – Proposed Play Area for Waterloo Walk When the planning application for this project is received by KHPC it will be added as an item for both the Planning & Transportation and Amenities Committee agendas. Noted

AM14/34 Public Session and to consider any Issues Raised by Residents for 1 discussion. One resident attended the meeting to discuss matters concerning Item AM14/342 Kings Hill Allotments.

Kings Hill Allotments AM14/34 To discuss and agree Next Steps Programme for the allotments 2 An update was received with regards to the next steps in the construction and completion of the allotments. It was agreed that final drafts of the letters to be input into the new allotment Parish software programme would be emailed to committee members for agreement Office by email.

AM14/34 It was agreed that the Parish Office would investigate the inclusion of fruit Parish 3 cages into the tenancy agreement and the document would be emailed to Office

AM14/34 It was agreed that the Parish Office would continue discussions with New Parish 5 Earth Solutions concerning compost for the new allotment site. Office

The resident left the meeting at 8.08pm.

AM14/34 It was agreed that work would be carried out to ascertain whether sponsorship Parish 6 could be found for the production of an Allotment Holders Welcome Pack Office

AM14/34 After discussion regarding the condition of the roadway to the allotment site. TS 7 It was agreed that funding for surfacing of the roadway would be investigated.

Ongoing Amenity Projects AM14/34 To receive update with regards to the proposed Village Sign, discuss and agree 8 actions An update was received concerning the production and erection of the new village sign.

It was agreed that the Parish Office would contact County Member Mr Balfour Parish concerning help to expedite the procedure for permission to place apparatus in Office the highway if required.

Future Amenity Provision AM14/34 To consider S106 allocations from Area F1 and agree actions 9 Further information awaited from the Full Council Committee meeting to be Full held on Wednesday 15th April 2015. Council

AM14/35 To review and discuss Finger Post signs in Kings Hill 0 Further review and discussion concerning the Amenities Finger Post objective Full to be added as an item to on the next Amenities Committee agenda. Council

AM14/35 To consider the provision of Notice Boards sited near both Kings Hill 1 Supermarkets from remaining Grant Traders Fund and agree actions After consideration of this proposal it was agreed that the first course of action Parish should be to contact LPT. Office

AM14/35 It was agreed the Parish Office would investigate possible notice board designs Parish 2 with manufacturers. Office

Dog Fouling AM14/35 To discuss Dog Fouling on Kings Hill and agree actions 3 An update was received concerning the current issues with dog fouling on Kings Hill.

It was agreed that contact be made with TMBC concerning their future Parish involvement in dog fouling projects on Kings Hill. Office

To report meetings held and to be held with representatives of the Amenities Committee (AMC) since the last AM Committee meeting and to report future meetings affecting the AM Committee. AM14/36 Questions from Councillors and requests for future agenda items. 7 There is a missing tree outside No 55 Braeburn. It was agreed that the Parish Parish Office investigate the location of the Member Highway Fund tree recently Office planted in Braeburn to ensure it is not the same tree.

AM14/36 An Emergency Plan is being produced by the Parish Office. Parish 8 Office AM14/36 It was agreed that the high speed of Coblands grass cutting operatives around Parish 9 Kings Hill should be investigated with KHREMC because of safety concerns. Office
