Note Taker – Georgene c. Changes/Additions to Agenda - None d. Corrections to 9/26/2012 Meeting Notes (attached to e-mail) – None

2. Unfunded Research Needs Portal http://www.google.com/cse/home? cx=006511338351663161139%3Avblegi9v2au&hl=en

a. Talking Points review (attached) b. Volunteers: 1) Content, 2) Marketing – Anne Ellis

MNDOTs unfunded research needs are now posted. The Talking Points were discussed and it was agreed that it was time to take this to CUTC and AASHTO RAC and ask the members to make their research needs more searchable. Sue noted that in the CRC 101 Webinar last week there was a question on the Portal, so there is interest out there. It’s also given to new professors at Penn State. The RAC Admin TF is looking at the RAC/SCOR website, Skip noted he would suggest including a link and the talking points.

3. RPPM – Sue http://www.transportationresearch.gov/rppm/default.aspx

a. Site host b. Talking Points review c. Information Source Mapping – Leni Oman and Natassja Linzau d. Calendar d.i. TRB CoR - https://sites.google.com/site/conductofresearchcommittee/calendar d.ii. AASHTO can make a calendar for us, but it will have to be on the Intranet (meaning people will have to log in to view it). SharePoint 2010 doesn't come with capability for a public-facing calendar "out-of-the-box". The main problem is actually the security and the way it's configured for an Intranet versus a public-facing site, coupled with the way Microsoft programmed the calendar feature. At this point, we know that it's possible

1 to have a calendar on the SCOR/RAC site, but we need to discuss whether a password-protected calendar is an acceptable option. An Intranet calendar would be very useful and the benefits of AASHTO's technical support are not to be underestimated. e. Volunteers: 1) Content, 2) Marketing – Anne Ellis, 3) Identify and post COR sponsored TRB sessions info. – Alison Felix (CoR)

AASHTO will be contacted to host the RPPM site. The RPPM talking points were reviewed with only very minor changes. Natassja has been working on mapping the site and did find some overlaps. Leni is looking at the site also. The need and complexities of a “mashed-up’ calendar was discussed by the TF. Leni noted that there was an effort to look at freeware calendar versions but they did not have adequate functionality. She noted that The Knowledge Management Task Force is actively pursuing a solution and promised a solution by the end of May 2013. It was discussed that it would be preferable to have a solution that did not require a specific site login. There is broad interest in a calendar to highlight research activities, including AASHTO, RAC, TRB COR, FHWA, TRB, TRB CRC, and others. The following essential needs were also discussed: need to be able to automate content to make it easier to maintain; need to give people choices based on their interest so the information is manageable. This will require a calendar with a database. Several specific sites were recommended to review for potential solutions: LTRC, LTRC provider and APA websites, respectively: www.ltrc.lsu.edu http://www.dea.com/Solutions/Software-Solutions/Web-Based-Facility-Scheduling.aspx http://www.planning.org/calendar/

Also, TRB is investigating a new e-groups forum for coordination and collaboration, which has calendar functionality. However, this would require a login.

Leni, Linda and Laura (Oregon) will continue to work on the calendar issue and keep Sue, Natassja and Alison in the loop. Everyone should send additional sites to Leni.

4. Funding Guidebook a. Update USDOT general information – David Kuehn b. CUTC volunteer to identify private, non-profit, etc. funding programs – Martin Pietrucha c. Volunteers: 1) Content, 2) Marketing (AASHTO, TRB, CUTC/UTCs, others) – Anne Ellis, and 3) Develop a document/graphic summarizing transportation research funding

Sue noted she was working with TRB staff to make some minor updates. The Talking points from 2011 were reviewed. Anne noted she will make them look similar to the others and will work with Natassja to get the talking points posted on the RAC website. The SCOR/RAC website was reviewed and it was recommended to submit any ideas for improvements to Chris and Natassja. Jason Bittner and

2 Wes Lum volunteered to review the write-ups for each program in Chapter 3 of the Funding Guidebook to make sure there is a link to the form (or at least the format) for submitting to each of the funding programs listed.

5. International Program Management Scan Activities – Barbara Harder a. Monitor TRB policy Study b. Work with the TRB T2 and International Committees to explore areas of mutual interest c. Engage international partners

Wes will attend an Executive Committee discussion on International Programs and will report back to RAC and the TF. No other news at this time.

6. TRB Back to the Basics: Fostering and Nurturing a Research Agenda Update

Sue noted that the Committee Research Coordinating (CRC) Council was developed and that a CRC 101 Webinar was presented on Friday. She noted that a PowerPoint was developed for the Committee Chairs or CRC to use at the TRB committee meetings and that a survey has been sent out to the CRCs. CRC needs were identified previously, and a funding calendar was one of the needs. Sue noted that there is a workshop for CRCs at TRB on Sunday; part of the workshop will be to facilitate collaboration among Committees.

7. Outreach a. TRB Committees b. Local Entities c. USDOT RDT – Martin Pietrucha

Alison provided some ideas to Sue on links to local entities and these will be posted to the RPPM site. The next step is to look at these websites to see if they link to other organizations. Kevin Womack will be at the COR Committee meeting to talk about USDOT RDT.

Initiat Action Steps Who Action Taken/Status ive Research in Need more Sue Sillick, Annually or biennially, an e-mail is sent to DOTs who haven’t entered projects into RiP during that Progress marketing to Alasdair time period. Some states fund projects only every other year. A review of RiP project status categories (RIP) increase Cain, TRB, was completed, along with a survey to RAC. Recommendations participation, TKNs, and (ftp://ftp.mdt.mt.gov/research/OTHER/RIP_PROJECT_STATUS_CATEGORIES- need to strive for Information DEFINITIONS.DOCX) for changes to categories and adding definitions were sent to TRB. TRB has 100% data entry Services and implemented the recommended changes. TRB periodically hosts webinars on entering data into RiP. for organizations LIST USDOT administrations will enter their projects into RiP by 2014, maybe as early as 2012 (also required to use Committees perhaps non-USDOT federal?). Can FHWA and RITA play an oversight role in ensuring state DOTs RiP, need to and UTCs, respectively, enter data into RiP? Can RAC and UTCs police themselves? It was requested broaden a check box be added to the RiP site for each organization to confirm their data entry is up-to-date; organizations Lisa Loyo indicated funds are not currently available for this programming change, but will keep the with access to suggestion in a “parking lot” for future consideration. Another suggestion resulting from a 7/2011 enter records into TRB Information Services Committee (B0002) meeting is to have RiP automatically alert agencies RiP. who haven’t entered a record within the last year. This would go well with the checkbox mentioned above. New records could be entered and current records modified, or the box checked certifying the agencies records are up-to-date. Need to review gaps in organizations (federal agencies other than USDOT, private, non-profit, local agencies, others?) that enter data into RiP and close the gaps (CCTF, TKNs, and TRB Information Services and LIST committees). FL UTC is reviewing RiP for duplicative research efforts. Funding Maintain and add Sue Sillick, The TRB International Activities Committee completed the update on the COST and EU programs Guidebook programs from Alasdair among others; these are now in the funding guidebook. Steve Albert and Sue prepared a survey to other Cain, Kim identify state DOT research programs where research ideas and/or proposals are solicited from entities organizations; Fisher, Sam outside of the state; results are on the RPPM site and changes have been made to the funding market; add other Elrahman, guidebook. Marketing so far has included: e-mails to RAC and UTCs, brochures at TRB annual content, such as a Leni Oman meetings, and other venues as the opportunity has arisen (e.g., TRB R calendar of guidebook has recently been updated for USDOT and State research programs. A list of tools has been events/deadlines; added to the TRB Cheat Sheet distributed to TRB committee members at the Annual Meeting. Talking marketing points were approved for use. A TRB webinar is in the works on Transportation Collaboration Tools; the funding guidebook will be highlighted in this webinar. Also, an article was added to the TRB e- newsletter when the current updates were completed. TRB Committee Research Coordinators (CRC)

Need to add a calendar of events (funding guidebook, RPPM, other?). In addition, it could be in a more prominent place on the TRB website and could be assigned a URL alias. Additional marketing can include RAC and CUTC (listservs, meetings, 101), TRB CRC and committees, TRB Annual Meeting, TRB e-newsletter articles, transportation research collaboration tools webinar. David K. will review and revise the USDOT section. Martin Pietrucha will find someone to help with funding from private industry. Jason Bittner and Wes Lum volunteered to review the write-ups for each program in Chapter 3 of the Funding Guidebook to make sure there is a link to the form (or at least the format) for submitting to each of the funding programs listed.
