Minutes of the Parish Council Meeting of Cley Parish Council on Tuesday 7th April 2015 at Cley Village Hall at 7.30pm.

Attending: Vice-Chairman Mark Randell, Cllr. High, Cllr. Mrs Elaine Warren, Cllr. S. Moore and Cllr.T.Baker. District Councillor David Young. Mrs Louise Stevens RFO and 7 members of the public.

1. Welcome, apologies and reasons for absence

The Chairman welcomed everyone to the meeting. Apologies were received from County Councillor Mr. M. Baker and Chairman Richard Kelham.

2. Declarations of interest and requests for Dispensations :

There were none.

3. Minutes of the Parish Council meeting held on the 3rd March 2015 :

On a PROPOSAL by Cllr. R. High the minutes were APPROVED, SECONDED by Cllr. S. Moore and signed by The Vice-Chairman as a true record.

4. Matters arising from the Minutes for information only

The Clerk sent a letter to Mr. Simon Young and the trailer has been removed. The Clerk sent a letter to Mr. Everett and the firewood stall has been removed. County Councillor M.Baker agreed to contact the Air and Sea Rescue Services should he be re-elected in May.

5. Receive Reports :

5.1. Mrs. Elaine Ferguson, Housing Development Officer at North Norfolk District Council.

Vice-Chairman Mark Randell welcomed Mrs Ferguson to the meeting and she gave her presentation. She discussed the search for a suitable site for an Exception Housing Scheme for Cley. Homes built under these schemes are prioritised for households with local connections and will not be sold on the open market. At present there 63 local households, from adjoining parishes, which qualify for such housing.

Unfortunately, previous suggested sites were found to be unsuitable or lacking a willing 262 landowner. Potential sites need to meet planning policy requirements, landscaping, impact on conservation area, remoteness from the village or highways concerns, and areas where there are unadopted roads.

It is Mrs. Ferguson's understanding that Victory Housing are now pursuing a site on the south of the village, and will keep the Parish Council informed of any further options.

Cllr. Randell thanked Mrs. Ferguson for her report. It was agreed that Mr Mark Burghall from Victory Housing should be invited to attend the next meeting.

5.2. County Councillor M. Baker :

There was no report from County Councillor M. Baker.

District Councillor David Young gave his report :

The Government has amended its National Planning Policy Framework to provide for the building of Starter Homes. These would be offered to first-time buyers under 40 years of age at a discount of at least 20%. The maximum price of the properties is £250,000. Any sale within 5 years would have to pass on the discount. The properties can be built on industrial or commercial sites that are presently vacant or can be shown to be unviable. Councils may require S106 contributions towards new infrastructure but not for any afford- able housing. Some market housing may be allowed to make a scheme viable. Unfortunately, there is no necessity for a local connection.

The government has also introduced a " Duty to Co-operate between neighbouring planning authorities. NNDC is planning to establish a Non-Statutory Strategic Framework " with the seven local authorities in Norfolk. This structure avoids amending planning laws and will result in a cost of about £140,000 to be split between the seven authorities.

The cabinet meeting in April is expected to establish a Corporate Enforcement Board to oversee a consistent approach to all the council's enforcement activities.

Turning to matters that specifically affect Cley brings us to the matter of military helicopters flying low over Cley and Salthouse marshes. About a year ago I had raised some ques- tions of the MOD, via Norman Lamb, as to the necessity of using the marshes and how of- ten they needed to carry live ammunition. The response was not very helpful. Following the full report into the accident, you will be aware of Richard Kelham's petition which I and the local Lib Dems supported with leaflets that were delivered throughout my ward, resulting in over 400 signatories, that Norman Lamb presented to the MOD. We have recently heard from the MOD that as from 1 April there will be no low flying over the marshes and that the zone has been extended to include Cley Village. 263 Also, following concerns raised at an earlier Parish Council meeting, I have been corresponding with Steve Hayman of the Environment Agency regarding the vulnerability to flooding at the western end of the embankment by Marsh Lane. He has sent me a brief report of measurements taken by the EA along the embankment and beyond Marsh Lane. The conclusion is that the land at Marsh Lane and westwards is slightly higher than the embankment so that there is no danger of the embankment being outflanked. I pointed out that this also presupposed that the embankment itself was adequate. He has admitted that there are low spots towards the eastern end and the EA is carrying out a full assessment to identify what maintenance work is required, should I remain your District Councillor beyond May 7th, I shall continue to pursue this.

Cllr. Randell thanked him for his report.

5.3. Police Report :

There was no crime this month, and five calls to the Police.

5.4 The Village Hall and Play Area :

The Chairman David Ford was absent this month, but it was reported that recent events at the Village Hall were well attended.

5.5 Allotments :

The Clerk has received a rental payment which was outstanding for four years. Two new holders have taken plots.

6. Planning :

7. Update on projects :

7.1 Old Harbour Project :

Simon Read has received some very generous pledges from several Cley residents. Another working party is planned for the end of May. The clerk is preparing an application for funding from Sheringham Shoal. This has to sent in by April 21st, for the next allocation of funds in May.

8. To discuss correspondence received ( attached ) :

8.1. The clerk had received a letter from CADS, asking for donations towards the cost of replacing the roof of their wooden building in the car park of the Village Hall. They have received quotes of approx. £1800.00 to replace the roof. The parish council will not currently contribute towards these costs.

A reply was received from Mr Everett, Cley House, The Fairstead, Cley concerning the Firewood stall and the parking outside his property. 265

8.2. No items were received after the agenda.

9. Financial Matters :

9.1 Monthly Financial Statement :

The Clerk presented members with a Financial Statement for March and copies of the bank statements of both accounts held with Barclays Bank, Holt.

Balance held in the Barclays Bank Community Account is £5,708.98 at the end of the fi- nancial year . The balance carried forward from the previous year was £4557.57.

Balance held on the Barclays Bank Deposit Account is £13,082.49. The balance carried forward from the previous year was £13,077,47.

There were payments made in March for £101.60 and Allotment rents received were not yet banked.

With payments to be made at this month's meeting of £1166.76, it is estimated that a balance of £4,542.22 will be held in the Community Account at the end of the April 2015, with the first Precept Instalment due in April.

9.2 Payments to agree :

Brown and Co. Half yearly rent. £570.00 NALC. Subs. £116.48 Louise Stevens. Clerks Salary. £480.28

Members AGREED UNANIMOUSLY to these payments. Cheques were drawn and signed by Cllr. Randell and the clerk will get Cllr. Kelham to counter sign the cheques later.

PUBLIC PARTICIPATION

Cllr. Mark Randell raised concerns about the removal of the willow trees beside the creeks on Glandford Road, and whether planning permission was needed. The clerk agreed to contact NNDC.

As the new H-bar on coast road has not acted as a deterrent, it was suggested that polite notices could be placed on offending vehicles parked on the H-bar itself and the pave- ment. Pot holes were mentioned for attention on Holt Road and in the High Street.
