Approved minutes of April 27, 2009 mtg at Denver

News / Announcements  ACI 376 news & timeline – J. Khalifa passed along info from Charles Hanskat that processing TAC comments taking longer than first estimated so that Public Comment period will likewise be later. No specific time estimate is now available. Impact on RTTG is that balloting of our items prior to F09 API meeting is likely prevented.  ISO TC67 WG10 activities – D Miller reported that next (4th) meeting to be in Seoul Sept 15-17. Miller cannot attend. This committee is still working on a comparison document between the leading tank standards.  EEMUA news – K Mash reported that they have passed their document and expect to publish at end of 2009.  NFPA 59A news – J Blanchard reported on the TG working with the emerging new tank stds. A large spreadsheet comparing how each std corresponds to each tank section in NFPA59A has been assembled. Next they will review each line to determine what NFPA should do and also any suggestions for API and for ACI.

Discussion of ExxonMobil and ConocoPhillips issues – f/u from negative F08 ballots  Widianto presented a set of comments for ExxonMobil. These had been received and distributed one day prior to the meeting. Discussion was held on each item. No votes or final dispositions were made. For the more major items, the suggestions met significant opposition from RTTG members present.  The need to work at identifying and eliminating any conflicting requirements was noted by all sides.  At end of meeting ExxonMobil was asked to review their comments in the light of the meeting’s discussion and submit a 2nd version with any changes deemed appropriate. Widianto agreed. . ConocoPhillips did not have comments yet prepared to present at the time of the meeting. Billy Oliver informally shared some views during the ExxonMobil presentation. Billy will be organizing ConocoPhillips comments ASAP to be sent to Doug Miller. . RTTG aims to make decisions regarding the ExxonMobil and ConocoPhillips comments at the Nov 9 RTTG mtg (Dallas) along with further NFPA input expected by that time.

Page 1 of 2 Jack Blanchard gave a brief review of some very preliminary content of the NFPA comparison spreadsheet. More widely reviewed and processed information to follow during Aug-Nov.

RTTG participation in the ACI 376 public comment period was discussed. Doug Miller will distribute a list of topics addressed in ACI 376 to RTTG members. The members will then name sections that they plan to review. That way the work will already be organized when the public review period begins. Plan was made that an effort would be made to assemble, review and submit comments as API-RTTG input rather than separately as individuals.

Rama Challa reported on his checking of Doug Miller work on addition of EN10025 materials to 620R. Rama has commented, Doug has responded. A few things are yet to resolve to be reported more fully later.

May 6, 2009 input on API 625 from CGA was discussed. The volume expansion figure in section D.1.1 will be changed an 850 factor. No other changes to API 625 are to be made based on the CGA comments. Rama Challa will report back to CGA.

Plans for 2nd SCAST ballot  Probably will happen at S10 in view of ACI 376 progress projections. Detailed planning later.
