1. Purpose To select in an open manner those athletes who meet the eligibility requirements for the 4th Hong Kong Games (HKG) as the representatives of Tuen Mun District Council (DC) to participate in the competitions of the 4th HKG.

2. Introduction of the HKG The HKG is a territory-wide major multi-sport event held biennially with the 18 DCs as the participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage members of the public to actively participate in sports, and to strengthen the public’s sense of belonging to the district they live in. The 4th HKG will be held from 27 April to 2 June 2013, featuring competitions in eight sports, namely athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. Each DC will select in an open manner the talented athletes within its own district as its representatives to participate in the competitions of the 4th HKG. The events and quotas of the 4th HKG Badminton Competition are as follows:

(1) Event (a) Individual events: (i) Men’s singles (ii) Women’s singles (iii) Men’s doubles (iv) Women’s doubles (v) Mixed doubles (b) Team events: (i) The men’s team event consists of 3 matches of singles and 2 matches of doubles. (ii) The women’s team event consists of 3 matches of singles and 2 matches of doubles.

(2) Quota (a) Individual events: Each district may enter a maximum of 2 persons/2 teams (2 persons in each team for doubles events) to participate in each event. (b) Team events: Each district may enter a maximum of 1 team (of 7 to 12 persons) to participate in each event. (c) Each athlete may participate in 1 individual event and 1 team event at most.

Note: Winners of the individual events will be selected by districts to form teams to compete in the team events.

6. Eligibility Requirements (1) Participants of all ages are welcome but they must be holders of valid Hong Kong Permanent Identity Cards or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or above. (Holders of Hong Kong Identity Cards must produce to the Organiser records of their first entry to Hong Kong, such as One-way Permits or passports. The date of their first entry to Hong Kong must be on or before 27 April 2010 to prove that they have resided in Hong Kong for 3 years or above.) (2) Participants must reside within the district boundary of Tuen Mun District and be able to produce proof of place of residence. (a) The district boundary of Tuen Mun District is defined in the Electoral Boundary Maps in respect of the District Council Election. For checking the district boundary of Tuen Mun District, please browse the website of the Electoral Affairs Commission: http://www.eac.gov.hk/pdf/distco/maps/dc2011x.pdf or http://www.eac.gov.hk/ch/distco/2011dc_elect_map.htm. (b) Participants shall submit a copy of a valid documentary proof of their place of residence bearing their names upon enrolment for verification of identity and record purposes by the Organiser. Failure to do so will render the application invalid. In addition, the Organiser has the right to request the participants to produce the original of the documentary proof for verification at any time, and participants shall raise no objection. If any participant fails to provide the originals of the relevant documents or the originals provided are different from the copies previously submitted, the Organiser

2 has the right to disqualify him/her from the selection contest. Valid proof of place of residence includes: (i) statement (such as mortgage statement, rates demand note, bill for electricity or water charges, monthly bank statement or telephone bill) issued by public utilities or commercial organisations or banks within the latest 3 months; or (ii) declaration of place of residence issued by the Home Affairs Department; or (iii) tenancy agreement or resident card; or (iv) student handbook showing proof of place of residence (if a student handbook cannot be provided, the documents stated in (i) to (iii) above bearing the name(s) of the participant’s parent(s) together with the participant’s birth certificate may serve as proof.) (c) Student hostels and athlete hostels cannot be regarded as the place of residence. (3) Those athletes who participated or will participate in the badminton competitions of the Olympic Games (excluding the Summer Youth Olympic Games and the qualifying round of the Olympic Games), the Asian Games, the East Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship) between 2010 and 2013 are not eligible to participate in the badminton competition of the HKG. (4) Serving professional badminton athletes are not allowed to participate in the badminton competition of the HKG, excluding the full-time athletes who are undertaking training and receiving subvention or subsidy offered by the government or relevant organisations (such as the Hong Kong Sports Institute, the Sports Federation & Olympic Committee of Hong Kong, China, and national sports associations). (5) Participants must possess recognised proof of one of the following results in order to be accepted for selection: (a) The champions, 1st runners-up, 2nd runners-up and 3rd runners-up of different age groups in the age group badminton competitions of Tuen Mun District organised by the Leisure and Cultural Services Department (LCSD) in 2011 and 2012; (b) Grade A, B or C players in any event (singles/doubles/mixed doubles) on the Grading List of Players of the Hong Kong Badminton Association (the gradings refer to those on the latest Grading List as at the enrolment deadline for the selection contest held by the respective district); (c) Top 8 winners of the Senior and Intermediate Divisions in BOCHK Hong Kong Annual Badminton Championships 2011 and 2012; (d) Top 8 winners of the 16-19 age group (Year 92-95 in the 2011 Championships and Year 93-96 in the 2012 Championships) and the 13-15 age group (Year 96-98 in the 2011 Championships and Year 97-99 in the 2012 Championships) in BOCHK Hong Kong Youth Badminton Championships 2011 and 2012; or (e) Top 8 winners of the All Hong Kong Schools Jing Ying Badminton Tournament

3 (according to the latest results available as at the enrolment deadline for the selection contest held by the respective district). (6) For winners of doubles events with the recognised results mentioned in 5(a), 5(c), 5(d) and 5(e) above, if their partners fail to meet the eligibility requirements of the selection contest, they may form teams with other winners of the same doubles events of the same competition to participate in the selection contest. (7) Each participant may only participate in the selection contest of 1 district. If a participant is found participating in the selection contests of more than 1 district, he/she will be immediately disqualified with all his/her selection results cancelled. (8) Participants must meet the eligibility requirements (1) to (7) mentioned above. If it is found that any participant fails to meet the eligibility requirements, furnishes false information, or represents more than 1 district or has participated in the selection contests of more than 1 district, the Organiser has the right to disqualify the participant from representing Tuen Mun District in the HKG (for doubles events, both participants in the team will be disqualified). (9) All information provided in the enrolment form must be true and correct and the form should be completed in detail. All the information entered (except residential address, contact telephone number and occupation) cannot be changed once the enrolment form is submitted. Participants should notify Tuen Mun District Leisure Services Office (TMDLSO) immediately of any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information. If a participant is no longer a resident of Tuen Mun District because of moving to another district during the selection contest period, he/she will be disqualified. (10) Each participant may enter more than 1 event in the Tuen Mun District Badminton Athlete Selection Contest, but each selected participant may only represent Tuen Mun District in 1 individual event and 1 team event at most in the badminton competition of the HKG. (11) A participant aged under 18 must provide a declaration signed by his/her parent or guardian before taking part in the athlete selection. (12) The Organiser reserves the right to forbid any participant from taking part in the selection.

7. Format (1) A single knock-out system will be adopted. (2) The Rally Points Scoring System (a match consists of the best of three games of 21 points) will be adopted for all events.

9. Method of Participation The duly completed “Enrolment Form” together with the “Declaration”, a copy of the recognised proof(s) of result(s), a copy of participant’s identity document (please refer to Paragraph 6(1) herein), and a copy of valid proof of place of residence (please refer to Paragraph 6(2)(b) herein), to

4 be kept by the Organiser for record purposes, should be submitted in person, or by a representative, or by post to the following venues within the enrolment dates stated in Paragraph 4 above.:  LCSD Tuen Mun District Leisure Services Office (TMDLSO) (3/F, Tuen Mun Government Offices Building, 1 Tuen Hi Road, Tuen Mun).  LCSD sports centres in Tuen Mun District (Tai Hing Sports Centre, Leung Tin Sports Centre, Yau Oi Sports Centre and The Jockey Club Tuen Mun Butterfly Bay Sports Centre).  Tuen Mun Sports Association (Kin Sang Community Hall, Leung Wan Street, Kin Sang Estate, Tuen Mun). For enrolment by post, please clearly mark ‘‘The 4th Hong Kong Games Tuen Mun District Badminton Athlete Selection Contest’’ on the outside of the envelope. The date of receipt of the form by the Organiser will be regarded as the receipt date.

10. Announcement of the Shortlisted Participants for the Selection Contest If enrolment quota mentioned in Paragraph 5 was over, an open ballot for shortlisted applicants will be held at 10am on 13 September 2012 (Thursday) at Meeting Room, 4/F, Tuen Mun Government Offices Building. The names of the shortlisted athletes for the selection contest will be posted at Tuen Mun DLSO, Sports Centres of Tuen Mun District and Tuen Mun Sports Association (TMSA) or on the TMSA website www.tmsa.org.hk on 14 September 2012. The fixture draw will be held at 10am on 17 September 2012 (Monday) at Meeting Room A, 3/F, Tuen Mun Government Offices Building. The shortlisted athletes will be notified by mail individually by the district selection board/committee/working group. If the shortlisted athletes do not receive the competition schedule before the competition, they may enquire the Tuen Mun DLSO for competition schedule on their own.

11. Appeal No appeal will be accepted by the Organiser. The decisions of the referees/umpires on all results of the contests and those of the district selection board/committee/working group on the selection results shall be final.

12. Inclement Weather Arrangements If a Pre-No.8 Special Announcement has been issued, or Tropical Cyclone Warning Signal No.8 or above or Black Rainstorm Warning Signal is still in force 2 hours before the reporting time for the first round of the matches on the contest day, all matches on that day will be cancelled. The Organiser will notify the participants of the corresponding arrangements separately in due course.

Notes: Very High Air Pollution Level (i.e. Air Pollution Index: 101 - 200)

5 Activities shall be held as scheduled. The Environmental Protection Department advises participants with existing heart or respiratory illnesses (such as coronary heart disease and other cardiovascular diseases, asthma and chronic obstructive airways diseases including chronic bronchitis and emphysema) to reduce physical exertion and outdoor activities, to seek advice from a medical doctor before participating in sports activities and take more breaks during the activities. Children and the elderly are advised to reduce physical exertion and outdoor activities.

Severe Air Pollution Level (i.e. Air Pollution Index: 201 - 500) Activities shall be held as scheduled. The Environmental Protection Department advises participants with existing heart or respiratory illnesses (such as coronary heart disease and other cardiovascular diseases, asthma and chronic obstructive airways diseases including chronic bronchitis and emphysema), children and the elderly to avoid physical exertion and outdoor activities. The general public is advised to reduce as far as possible physical exertion and outdoor activities, to seek advice from a medical doctor before participating in sports activities and take more breaks during the activities.

13. Points to Note (1) Data in the application form has to be true. If not, all obtained results will be cancelled. (2) Participants should pay attention to the announcements of the Organiser. They should report on time to the Organiser and take part in the competitions. Otherwise they will be regarded as having withdrawn from the competition. (3) Participants of each division should report 15 minutes before the specified reporting time and attend all individual matches. Reporting time will be closed 5 minutes before competition. Those who fail to show up 5 minutes after the judges’ roll call will be regarded as having withdrawn from the competition. Their results and awards attained in that competition will be cancelled. No appeal will be accepted. (4) Participant should bring along his/her identification document (such as Hong Kong Identity Card) for verification by staff. P articipant aged below 15 should bring along a valid photo- bearing identification document (such as his/her Hong Kong Identity Card), Student Card or Students’ Handbook with an original copy of identification document showing either the date of birth or HKID/ Birth Certificate for verification by the staff. If participant s fail to do so or using incompatible information, he/she will be regarded as having withdrawn from the competition and their results and awards obtained in that competition will be cancelled. N o appeal will be accepted . (Remark: The Student Registration Card of Hong Kong School Sports Federation and the player card of the national sports associations or sport organisations are not accepted.) (5) Where the identification of Organiser is in doubt, staff may request the participant to produce his/her identification document. If any discrepancies are found, the participant will not be allowed to take part in the competition. All his/her results obtained will be cancelled and he/she will not be allowed to take part in all remaining competitions.

6 (6) If any participant(s) is/are found to be impostors or having violated the rules or engaged in improper conduct that affects the competition results, he/she/them maybe disqualified and ordered to withdraw from the competition and his/her/their result(s) obtained in the competition will be cancelled. (7) Thelatest competition schedule of all matches will be based on the real time announcements on site on the competition day(s). (8) Absentees will be regarded as having withdrawn from the competition. If a participant fails to finish all matches, all the results obtained will be cancelled and no replacement would be allowed. (9) No area area will be provided. In case if the competition schedule have buffer, warm-up arrangements may be arranged. (10) Judges of all matches will be served by qualified referees. All participants should abide by their decisions. (11)No appeal will be accepted. The judges’ decision on the competition results shall be final. (12) The DLSO has the right to post/release the result of competition to the public. (13) Participants have to bring their own badminton rackets, while shuttlecocks will be provided by the Organiser during the competition. (14) Participants should wear sportswear and non-marking sports shoes during the competition. (15) Participants shall obey all the regulations prescribed by the Organiser and the sports centre. (16) In addition to the rules and remarks stated in this prospectus, participants should also follow all the rules in the Notes to Participant attached. (17) If there is any change in this prospectus, the Organiser reserves the right to amend it at any time without further notice.
