VILLAGE OF HANNA CITY Council Meeting Minutes March 21, 2017

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Johnson, Stear, Fryxell, Pahl, Weaver, Hoopingarner, Attorney Connor, Treasurer Braden and Clerk Klatt.

Guests: Steve Greim and Joanne Passmore from Steven D. Greim & Company P.C. to discuss proposal for performing Village audit. Gary Holmes to hear discussion on yard waste survey.

Yard Waste Pickup Survey: 534 surveys were sent out … 221 returned … 68% were not interested in curbside pickup while 26% were interested … with 6% undecided. Over 83% of residents are satisfied with current trash collection program. Village will research options for having central area for residents to bring yard waste.

Minutes: Trustee Pahl made motion to approve the minutes of the regular meeting on March 7, 2017 as presented … Seconded by Trustee Johnson … all ayes … motion carried.

Treasurer's Report: After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Stear seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Attorney's Report (Connor): Have been corresponding with persons about potential annexations.

Finance (Hoopingarner): Hoopingarner made motion to approve semi-annual payment for IEPA loan for sewer lining project in amount of $15,187.81 … Fryxell seconded … ROLL CALL VOTE: Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried. After discussion, and knowledge that Eric Jones's staff is now staff of Greim & Company, Weaver made motion to hire Steven D. Greim & Company for Village Auditor … Hoopingarner seconded. ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried. Mayor will work with firm to see if some reports can be eliminated to lower the cost of audit.

Sewer (Pahl): Pump from lift station off Lakeshore Drive is not working correctly … getting estimates to see if can be repaired. Hunter will be pumping out lift station this week.

Streets & Alleys (Weaver): Meeting next Monday with Phil Allyn from Farnsworth to go over MFT program for next fiscal year.

Police & Planning (Johnson): Received 7 incidents reports and February summary report.

Water (Fryxell: Sent out 23 shutoff notices totaling $3,493.59 … three in foreclosure totaling $582.49 … approximate gallons of water sold 2,091,761 … bulk water sales $224.75. Computers have been upgraded … waiting on new water system meter readers to complete. Buildings & Grounds (Stear ): Previous quote approved for painting interior of Village Hall was cancelled. Stear made motion to accept next lowest quote from Jeff Wendling at cost of up to $5250.00 … Pahl seconded … ROLL CALL VOTE: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried. Wendling will use Sherwin Williams paint and work around schedule of office staff … completing before May 1.

After discussion, Stear made motion to approve Buskirk removing at least 6 trees from Village easements in 8 hours work at cost up to $3600.00 … Pahl seconded … ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes … motion carried. Attorney research shows work is not subject to prevailing wage.

Rabies Clinic will be held at Village Maintenance Building on May 20, from 1 - 3 p.m. with Big Hollow Animal Hospital.

Correspondence: Received request from property owner at 1301 N. Murphy road for pre- annexation agreement. Planning Commission will meet on April 17 and provide recommendation to Council at April 18 meeting.

Other : If mayor is not in town for next meeting, Rod Weaver is appointed Mayor ProTem.
