1 [3446-1] 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO REQUEST THE DEPARTMENT OF TRANSPORTATION 12 NAME THE PORTION OF U.S. HIGHWAY 52 FROM KIMREY 13 LANE THROUGH THE CASH COMMUNITY OF 14 CHESTERFIELD COUNTY TO THE DARLINGTON COUNTY 15 LINE AS THE “U.S. MARINE CORPORAL KELLY KEITH 16 MEMORIAL HIGHWAY” IN MEMORY OF U.S. MARINE 17 CORPORAL KELLY KEITH WHO WAS KILLED ON APRIL 9, 18 2000, WHEN THE MV-22 OSPREY, A COMBINATION 19 HELICOPTER AND AIRPLANE FOR WHICH HE WAS THE 20 CREW CHIEF, TRAGICALLY CRASHED IN ARIZONA 21 WHILE ON A TRAINING EXERCISE, AND TO FURTHER 22 REQUEST THE DEPARTMENT INSTALL APPROPRIATE 23 MARKERS OR SIGNS AT PLACES ALONG THE HIGHWAY 24 THAT THE DEPARTMENT CONSIDERS ADVISABLE 25 CONTAINING THE WORDS “U.S. MARINE CORPORAL 26 KELLY KEITH MEMORIAL HIGHWAY”. 27 28 Whereas, Kelly Stephen Keith was born in 1978, the son of Donna 29 Harter of Florence and Billy Keith of Cheraw, and step-son of 30 Ronald Harter and Connie Keith. His brothers are Andy and Jay 31 Keith of Cheraw and Dustin Brasington of Florence; and 32 33 Whereas, Kelly Keith joined the Marine Corps shortly after 34 graduating from Cheraw High School in 1996 where he had 35 received the “Spirit of the Brave Award” in his senior year. 36 During his high school years, Kelly played in the marching band, 37 was an avid fisherman and hunter and also enjoyed golf, music, 38 and scuba diving. Also, he was a Boy Scout for ten years, a 39 member of the National Honor Society, and an active member of 40 First Baptist Church of Cheraw; and 41

1 [3446] 1 1 Whereas, Kelly enlisted in the U.S. Marine Corps, and, over the 2 course of three years, was promoted four times; he received 3 numerous awards for good conduct and advanced to Corporal. He 4 was assigned to Naval Aircrew Training. Before joining the 5 Osprey Unit, Kelly was with the Marine Squadron assigned to 6 transport the U.S. President and his staff; and 7 8 Whereas, Corporal Keith distinguished himself as the only 9 corporal, and the youngest officer, to be named crew chief on the 10 Osprey test team. The MV-22 Osprey is the Marine’s newest 11 aircraft. It is a mixed breed of helicopter and airplane with a 12 tiltrotor that the Marines are developing for personnel transport; 13 and 14 15 Whereas, tragically on April 9, 2000, Kelly died along with 16 eighteen other Marines when the Osprey crashed in Arizona on a 17 training exercise. Now, therefore, 18 19 Be it resolved by the House of Representatives, the Senate 20 concurring: 21 22 That the members of the General Assembly request the South 23 Carolina Department of Transportation name the portion of U.S. 24 Highway 52 from Kimrey Lane through the Cash community of 25 Chesterfield County to the Darlington County line as the “U.S. 26 Marine Corporal Kelly Keith Memorial Highway” in memory of 27 U.S. Marine Corporal Kelly Keith who was killed on April 9, 28 2000, when the MV-22 Osprey, a combination helicopter and 29 airplane for which he was the crew chief, tragically crashed in 30 Arizona while on a training exercise, and to further request the 31 department install appropriate markers or signs at places along the 32 highway that the department considers advisable containing the 33 words “U.S. Marine Corporal Kelly Keith Memorial Highway”. 34 35 Be it further resolved that a copy of this resolution be forwarded to 36 the Department of Transportation. 37 ----XX----
