Minutes of the Meeting of Cleeve Parish Council held on 11th April 2017, commencing at 7.30pm in the Village Hall, Cleeve.

60/17 Apologies: Apologies were received from Cllr Toby Morton and District Cllr Deborah Yamanaka.

61/17 Members of the Public Cleeve’s Tree Warden Carolyn Woodthorpe advised that she recommends Court of Wick apple trees for the Millennium Gardens. The website used before to order trees called Barcham unfortunately does not stock many fruit trees however Carolyn suggested a few websites. With regards to planting nut trees it needs to be considered whether the trees would attract squirrels. Carolyn suggested sweet chestnut or hazelnut as nut trees to plant. The Chair thanked Carolyn for her advice.

62/17 Declarations of Interest Declarations of Interest relating to items on the agenda There were no new declarations of interest.

Dispensations There were no applications for dispensations for section 33 (b) to (e).

63/17 Minutes of the meeting held on 14th March 2017 The minutes of the meeting held on 14h March 2017 were agreed as an accurate record and the master was then signed by the Chair.

64/17 Clerk’s Report The Clerk advised that:  Jeff Shipway has been contacted again to see if anything can be done about the water running out of the car wash and suggested writing to the owners and he said he would look into it. It has also been reported to Wessex Water however after GR investigation by them they confirmed that there are no drains in the area which run into their system so they are unable to GS do anything.  The Village Orderly has

2 cleared up all the mess down the footpath of Bishops Road and a sign has been put up down there about dog mess and also one on the footpath between Bishops Mead and Graitney Close. The Village Orderly is going to include the footpath in her weekly round and will let the Clerk know if there is any improvement. Agreement has now been received from a resident to put his picture in All About Cleeve so that will be included this month. The Chair raised that since Mendip Pursuits are bringing groups again to Goblin Combe there has been a big increase in rubbish left and there is only one small bin. It was agreed to ask Mendip Pursuits if it is possible for them to take away their rubbish to assist in keeping the area tidy.  All About Cleeve confirmed they are going to include the article about the nitrous oxide written by a resident.  As agreed the response has been sent in on the planning application for 21

3 Bishops Road.  The payments approved by the Council have been made.  Cllr Stringer has kindly put up the air pollution tube which needs to be in position for two weeks. This then needs to be sent back for analysis.  The responses as agreed for the consultation from the Rural Services Network and Weston Hospital have been submitted.  Quiet Lanes Working Group – the Chair is going to attend the first meeting in May.  Cllr Stringer has refreshed the bench on pound green – thanks were given to Cllr Stringer.  The dust and grit still on the pavement on the A370 from the road resurfacing has been reported to NSC and a request has been made to have the contractor clear this up.  Funds available to the Parish Council as at 27 March 2017 are £19,758.79.

65/17 District Councillor’s Report & Police Report District Cllr Yamanaka had sent through a report advising of the following: Civil Parking

4 Enforcement – North Somerset Council is now responsible for Civil Parking Enforcement. The Police do not routinely enforce parking restrictions, although they do still deal with dangerously parked vehicles & obstruction. Now under Civil Parking GR Enforcement, North Somerset Council will enforce illegal parking on yellow lines, blue badge bays, limited waiting bays, taxi ranks, loading bays, zig-zag markings at schools, pedestrian crossings etc. North Somerset Council will also continue to monitor off-street car parks and on-street pay and display parking. North Somerset Council’s officers will concentrate on Weston-super-Mare, Clevedon, Nailsea and Portishead, so it is unlikely that Wrington or the smaller villages will be affected. There was a discussion about this at the North Somerset Council meeting and inconsiderate commuter parking was mentioned. District Cllr Yamanaka is aware there is a problem with this in Millier Rd Cleeve, but enforcement is not possible without yellow lines. It would be possible for Millier Rd residents to pay £95 for H bar markings across their drives which are advisory rather than

5 statutory but they might make a difference. The Parish Council needs to approve any H bar markings. It was agreed to put this in All About Cleeve. Home Care Contract - At North Somerset Council’s Council meeting in April a new contract was awarded for Home Care services for the elderly and disabled, in Nailsea and the rural areas stretching from Winscombe to Dundry, including Wrington and Cleeve, The contract was awarded to Notaro Homecare Ltd, with new placements starting in July and existing contracts passed over on a phased basis. Notaro already operates Homecare in the Worle and Banwell area. There were previously 20 different Home Care providers across the whole of North Somerset, but since April last year the district has been divided into 4 areas with one provider for each area (although one provider may have the contract for more than one area). This should mean that now home care workers will have shorter distances to travel between clients, and so spend less time travelling. Home care workers in the area will mostly transfer to Notaro so that residents should still be visited by the people they know.

6 Construction and other waste - Household Recycling Centres now charge for leaving construction and non- domestic waste, eg hardcore, plasterboard, tyres and gas canisters. Tropicana website - The Tropicana in Weston-super-Mare now has its own website with details of events including live music, theatre, comedy & funfairs – see www.tropicanaweston .co.uk. Metro mayor - Bristol, South Gloucestershire and Bath & North- East Somerset Councils have elections this May for a metro mayor to head the West of England Combined Authority, but this does not involve North Somerset. The Government’s original proposal included North Somerset, but last year North Somerset Council voted NOT to be included, with many councillors referring to it as a return to Avon. The metro mayor will have responsibility for roads and transport including bus services, strategic planning, adult education and investment for growth. So Bristol will have 3 mayors – the mayor of the combined

7 authority (metro mayor), the mayor of Bristol city council (directly elected political leader of BCC) and the Lord Mayor, a largely ceremonial role and chair of Bristol city council meetings.

66/17 Lord Nelson Update The Clerk read out the action points raised from the Public Forum event as GR follows:  A response is awaited from Historic England. GR  A Freedom of Information request will be made to North Somerset Council to obtain the pre application advice GR during the week commencing 24 April 2017. GS  A follow up email ALL will be sent during the week GR commencing 24 April to GR Consensus Communications GR Limited to find out when the consultation with residents will start if nothing has been received.  A Freedom of Information request has been made to North Somerset Council and Avon and Somerset Police to find out how many road traffic accidents have happened on the A370 from Al Fresco restaurant

8 to Bishops Road.  A Freedom of Information request will be made to North Somerset Council and Avon and Somerset Police to find out how many road traffic accidents have happened outside Tesco in Congresbury in the last 10 years.  The air pollution test tube has been put up on the A370 by Cllr Stringer.  The petition for objecting to the petrol station is still gathering signatures.  The Clerk was asked to find out how much it costs to obtain a copy of the title deeds for the Lord Nelson.  It was agreed to email the general planning department to ask for examples of when new petrol stations have been built in the heart of an infill village in the UK through a change of use application.  Minutes from the Public Forum are still in the process of being typed up.

69/17 Consultations: None.

10 70/17 Annual Parish Meeting – confirm arrangements The final arrangements were confirmed. The Clerk will email the hall to confirm the booking and Cllr Ashman will bring tea and coffee.

71/17 Review of Millennium Gardens The Clerk advised that she is waiting to hear back from Backwell School with a quote if they are able to carry out the work to the path and also trim the overgrown trees. There has been a delay as Alan has had a hip operation and has only just returned to work. The letter to the neighbour has been delivered asking if they are likely to remove the trees but no response has been received. The Clerk has contacted North Somerset Council regarding the bbq stand idea and the advice is that they have no objection however they will take no responsibility of maintenance or liability. The Parish Council would need to ensure that the stand is constructed to a high standard to protect from injury and claims. Also more bins suitable for hot ashes may be needed. It was agreed that most people in Cleeve have their own garden so this may not be used and therefore should not go ahead. It was agreed to put this on the agenda for next month to take forward.

72/17 Risk Assessments Cllr Stringer has sanded and painted the bench on Pound Green and he will now have a look and carry out any work required to the bench in the GS Millennium Gardens. The Chair thanked Cllr Stringer for carrying out this work. Cllr Pitman raised that the lamp post on Bishops Road which had been leaning has now been repaired. Cllr Ashman raised that a resident had reported that the pavement on the A370 from Meeting House Lane to the church and beyond is too narrow to GR get their wheelchair through.

73/17 Report on meetings attended Cllr Ashman attended the Town and Parish Forum and the main message is the need to cut costs further. North Somerset Council is also focusing on attracting new homes and businesses to the area to earn more money. The Chair had read the comments on the consultation of the West of England joint Spatial Plan and Transport Study and noted that Bristol Airport is creating a new Master Plan to be issued at the end of 2017/beginning of 2018. It mentioned

11 planned growth to 20 million passengers so there will be more to follow on this later in the year.

74/17 Invitations to External Meetings:  Quiet Lanes Meeting with Yatton Parish Council on 3 May at 10.30 @ Hangstones Pavilion – Cllr Burn.

75/17 Correspondence  Letter from Lloyds Bank advising that the Yatton branch will be closing on 4 July 2017. GR  The Chair advised that she has spoken to Chris Nolan at North Somerset Council on 11 April 2017 regarding the unauthorised building work at the Old Stables. The Clerk was asked to write a short note to Mr Nolan saying that the Parish Council looks forward to receiving the information as to why the original work carried out on the Old Stables was never taken further and a planning application was asked for or enforcement action taken. The note should also say that the Parish

12 Council is looking forward to receiving information as to whether a planning application is submitted for the current unauthorised work being carried out on the annex building. It should also be asked how many cases each year go to appeal and how many cases North Somerset Council wins.

76/17 Meetings The Council confirmed the date of the next meeting:  Annual Parish Meeting – 25th April 2017 at 7.30pm  Annual meeting of the Parish Council – 9th May 2017 at 7.30pm
