REGULAR MEETING AUGUST 15, 2017 10:00 A.M.

A regular meeting of the North Wildwood City Council was held in the morning of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the revised notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 4, 2017.”

ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, Kellyann Tolomeo, James Kane and David Del Conte. Councilman Joseph Rullo was not present. Also present were City Administrator Kevin Yecco, Solicitor Andrew Cafiero and Engineer Ralph Petrella.

MINUTES: On a motion by Koehler, seconded by Kane, that the minutes of the regular meeting of August 1, 2017 be approved as read. Carried.

ORDINANCES:

ORDINANCE NO. 1720 - On a motion by Koehler, seconded by Bishop, that Ordinance No. 1720 be placed on its second reading. Carried.

The Deputy City Clerk read Ordinance No. 1720 by its title, as required by Law, known as “An Ordinance Promoting the Planting, Maintenance and Proper Removal of Trees, Shrubs, and Other Plants with the City Limits, In Accordance with Standards Set Forth in the City’s Community Forestry Management Plan and The City’s Community Vegetation Management Plan “.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1720 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the Deputy City Clerk if she had received any objections in writing, the Deputy City Clerk stated none, the President of Council declared the hearing closed.

REGULAR MEETING AUGUST 15, 2017 On a motion by Koehler, seconded by Kane, that Ordinance No. 1720 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1720 duly adopted.

ORDINANCE NO. 1721 - On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1721 be placed on its first reading. Carried. The Deputy City Clerk read Ordinance No. 1721 by its title, known as “An Ordinance Amending and Supplementing Chapter 418 of the Code of the City of North Wildwood Pertaining to Parking and Loading Zones”. On a motion by Kane, seconded by Koehler, that Ordinance No. 1721 be passed on its first reading and published according to Law, the Deputy City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1721 passed on its first reading.

ORDINANCE NO. 1722 - On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1722 be placed on its first reading. Carried. The Deputy City Clerk read Ordinance No. 1722 by its title, known as “An Ordinance Authorizing the Grant of An Encroachment Easement for Valuable Consideration to Joseph V. DiMauro“. On a motion by Koehler, seconded by Kane, that Ordinance No. 1723 be passed on its first reading and published according to Law, the Deputy City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1723 passed on its first reading.

ORDINANCE NO. 1724 - On a motion by Bishop, seconded by Koehler, that Ordinance No. 1724 be placed on its first reading. Carried. The Deputy City Clerk read Ordinance No. 1724 by its title, known as “An Ordinance Amending and Supplementing Chapter 174, Unfit Buildings, of the Code of the City of North Wildwood“. On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1724 be passed on its first reading and published according to Law, the Deputy City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1724 passed on its first reading.

# 198-17 RE: Authorizing Person-to-Person Transfer of Plenary Retail Consumption License #0507-33-004-010 from Westy’s of New Jersey, Inc. to 101 E. Walnut Business Ventures, LLC.

POLICE CHIEF GALLAGHER stated that the Police Department has completed the background investigation concerning this transfer. The background investigation into the original liquor license applications showed some concerns and the application was restructured. There was nothing found in the background investigation that would disqualify the applicants from obtaining the liquor license.
