1. Purpose To select in an open manner those athletes who meet the eligibility requirements for the 3rd Hong Kong Games (HKG) as the representatives of Kwun Tong District Council (DC) to participate in the competitions of the 3rd HKG.

2. Introduction of the HKG The 3rd HKG will be held from May to June 2011. The HKG are a multi-sport event held biennially with the 18 DCs as the participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, and to encourage members of the public to actively participate in sports. The HKG also aim to strengthen the public’s sense of belonging to the district they live in and at the same time facilitate communication and promote friendship among the 18 districts. Eight sports competitions will be held in the 3rd HKG, namely the athletics, badminton, basketball, table tennis, swimming, tennis, volleyball and futsal competitions. Each DC will select in an open manner the talented athletes within its own district as its representatives to participate in the competitions of the 3rd HKG.

3. The 3rd HKG Table Tennis Competition - Events and Quotas (1) Events (a) Individual events: (i) Men’s singles (ii) Women’s singles (iii) Men’s doubles (iv) Women’s doubles (v) Mixed doubles (b) Team events: The mixed team event consists of 2 matches of men’s singles, 1 match of women’s singles, 1 match of men’s doubles and 1 match of mixed doubles.

(2) Quotas (a) Individual events: Each district may enter a maximum of 2 persons / 2 teams (2 persons in each team for doubles events) to participate in each event. (b) Team event: Each district may enter a maximum of 1 team (8 male players and 4 female players at most may be nominated for each team and there should be at least 5 male players and 2 female players in each team). (c) Each athlete may enrol in 1 individual event and the team event at most.

6. Quota for the Selection Competition (1) The quota for each event is 16 persons/teams. (If an event is over-subscribed by the eligible participants, the district may increase the quota.) (2) Winners of individual events will be selected by districts to form teams to compete in the team event.

7. Eligibility Requirements (1) Participants of all ages are welcome but they must be holders of valid Hong Kong Permanent Identity Cards or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or above. (Holders of Hong Kong Identity Cards must produce records of their first entry to Hong Kong, such as One-way Permit or passport. The date of their first entry to Hong Kong must be a date on or before 14 May 2008 to prove that they have resided in Hong Kong for 3 years or above.) (2) Those athletes who participated/will participate in the table tennis competitions of the Olympic Games (excluding the Summer Youth Olympic Games), the Asian Games, the East Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship) between 2008 and 2011 are not eligible to participate in the table tennis competition of the HKG. (3) Participants must reside within the district boundary of Kwun Tong District and be able to produce “Proof of Place of Residence”. (a) The district boundary of Kwun Tong District is defined in the Maps showing the Constituency Boundaries for the District Councils Election. For checking the district boundary of Kwun Tong District, please browse the website of the Electoral Affairs Commission: http://www.eac.gov.hk/en/distco/2007dc_elect_map.htm. (b) “Proof of Place of Residence” refers to the original of the valid documentary proof bearing the name of the participant, including: (i) Statements (e.g. rates demand note, bills for electricity and water charges, monthly bank statement or telephone bill) issued by public utilities or commercial organisations or banks within the latest 3 months; or (ii) Declaration of place of residence issued by the Home Affairs Department; or (iii) Mortgage statement, tenancy agreement or resident card; or

- 2 - (iv) Student handbook showing Proof of Place of Residence (If a student handbook cannot be produced, the documents stated in (i) to (iii) above bearing the name of his/her parent(s) together with the participant’s birth certificate may serve as proof). (c) Student hostels and athlete hostels cannot be regarded as the place of residence. (4) Each participant may only participate in the selection competition of 1 district. If a participant is found participating in the selection competitions of more than 1 district, he/she will be immediately disqualified with all his/her selection results cancelled. (5) Participants must possess recognised proof of the results they obtained in 1 of the following competitions in order to be accepted for selection: (a) The champions, 1st runners-up, 2nd runners-up and 3rd runners-up of different age groups in the table tennis competitions of Kwun Tong District organised by the LCSD from 2009 to 2010; or (b) The 8 ranked players of the Hong Kong Table Tennis Association (the 8 highest- ranking applicants/teams among those participants who have submitted enrolment forms to the respective district; and for doubles events, the ranking is determined by the sum of the 2 players' total scores on the Singles Ranking List. All rankings shall follow those on the latest Ranking List as at the enrolment deadline for the selection competition of the respective district); (6) Participants must meet the eligibility requirements (1) - (5) mentioned above. If it is found that any participant fails to meet the eligibility requirements or represents more than 1 district or has participated in the selection competitions of more than 1 district, the Organiser has the right to disqualify the participant from representing Kwun Tong District in the HKG (For doubles events, both participants in the team will be disqualified). (7) All information provided in the enrolment form must be true and correct and the form should be completed in detail. All the information entered (except residential address, contact telephone number and occupation) cannot be changed once the enrolment form is submitted. Participants should notify Kwun Tong District Leisure Services Office (DLSO) immediately about any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information. If a participant is no longer a resident of Kwun Tong District because of moving house to another district during the selection competition period, he/she will be disqualified. (8) Participants furnishing false information will be disqualified with all their selection results cancelled, and their positions will be replaced by other participants. (9) Each participant may enter more than 1 event in the Kwun Tong District Table Tennis Athlete Selection Competition, but each participant may only represent Kwun Tong District in 1 of the individual events and the team event at most in the table tennis competition of the HKG. (10) A participant aged under 18 must provide a declaration signed by his/her parent or guardian before taking part in the athlete selection. (11) The Organiser reserves the right to forbid any participant from taking part in the selection.

- 3 - 8. Format (1) The single knock-out system will be adopted. (2) For all events, the “best of five games” system will be adopted and each game carries 11 points.

Method of Participation (1) Enrolment in Person Residents of Kwun Tong District who are interested in participating in the Kwun Tong District Table Tennis Athlete Selection Competition of the 3rd HKG and meet the eligibility requirements stated above for participation in the HKG may return the duly completed “Enrolment Form” together with the “Declaration” and a copy of the recognised proof(s) of result(s) to the Kwun Tong DLSO (office hours: 8:30 a.m. to 6:15 p.m. from Monday to Friday. Closed on Saturdays, Sundays and General Holidays) of the LCSD or a sports centre (office hours: 7:00 a.m. to 11:00 p.m. from Monday to Sunday) managed by the LCSD in Kwun Tong District between 3 November 2010 and 23 November 2010 in person or by a representative. An applicant must produce the original of one of the Proofs of Place of Residence bearing his/her name stated in Paragraph 7(3)(b) herein for verification of his/her identity by the Organiser upon submission of the enrolment form. A copy of the aforesaid Proof of Place of Residence must also be submitted for the Organiser’s retention. If he/she fails to provide such proof, his/her enrolment will not be entertained. The successful applicants will be notified in writing separately by the Kwun Tong DLSO.

(2) Enrolment by Post For enrolment by post, please send the duly completed “Enrolment Form” together with the “Declaration” and a copy of the documents including the applicant’s identity document, the recognised proof(s) of result(s) and one of the Proofs of Place of Residence bearing his/her name stated in Paragraph 7(3)(b) herein to the Kwun Tong DLSO (address: Units 13-18, M1/F., Tsui Ping House, Tsui Ping North Estate, Kwun Tong, Kowloon) of the LCSD between 3 November 2010 and 23 November 2010 (the date of reaching the Kwun Tong DLSO will be determined by the stamped date) with ‘‘The 3rd Hong Kong Games Kwun Tong District Table Tennis Athlete Selection Competition’’ clearly marked on the outside of the envelope. The successful applicants will be notified in writing separately by the Kwun Tong DLSO. Applicants must produce the original of the aforesaid Proof of Place of Residence for verification by the Organiser on the date of the selection competition. If an applicant is found to have provided false information, his/her right to take part in the selection will be forfeited.

11. Announcement of the Shortlisted Participants for the Selection Competition

- 4 - The names of the shortlisted athletes for the selection competition will be posted at Kwun Tong DLSO on 7 December 2010. The shortlisted athletes will be notified in writing individually by the district selection board.

12. Appeal No appeal will be accepted. The decision of the district selection board/working group on the selection result shall be final.

13. Inclement Weather Arrangements If a Pre-No.8 Special Announcement (an advance notice to the public issued by the Hong Kong Observatory when Tropical Cyclone Warning Signal No.8 is expected within 2 hours) has been issued, or if Tropical Cyclone Warning Signal No.8 or above or Black Rainstorm Warning Signal is still in force 2 hours before the reporting time for the first round of the matches on the competition day, all matches on that day will be cancelled. Participants will be notified of the competition arrangements separately.
