1. Background 1.1 Stratford on Avon District Council is working with the Coventry, Solihull and Warwickshire (CSW) team to help facilitate the roll out of superfast broadband across the whole of the district. 1.2 The CSW Broadband project will bring improved broadband speeds across Coventry, Solihull and Warwickshire – particularly in the rural areas. Funded by Central Government and Local Authority money the targets are to achieve 100% coverage at what is known as the Universal Service Commitment, meaning a minimum of 2Mbps up to 23 Mbps, and 91% coverage at superfast speeds (minimum 24Mbps). 1.3 The project aims to achieve this through the provision of a wholesale network that will cover those areas that will not be reached through commercial broadband roll-out plans. The aim of providing a high quality wholesale network is that it will not only increase superfast broadband coverage, but will also enable a wide range of providers to offer services, thus increasing competition and driving down prices for subscribers. 1.4 The project partners are: Warwickshire County Council (Lead Partner) Coventry City Council Solihull Metropolitan Borough Council North Warwickshire Borough Council Nuneaton and Bedworth Borough council Rugby Borough Council Warwick District council Stratford District Council 1.5 CSW Broadband has agreed a £14.57m deal with BT that will bring superfast broadband (24Mbps or over) to 91% of the area. The remaining 9% will achieve speeds of a minimum of 2Mbps up to 23.9Mbps. That means that everyone should be able to engage in activities such as online banking and shopping, watching BBC iPlayer and carrying out free videoconferencing using Skype. 1.6 Businesses will be able to compete in a global marketplace, and employees will be able to work from different locations – or from home. For many in the more rural areas this will be a real step-change and will give greater flexibility in the way that people choose to live their lives, to work or to spend their leisure time.
1.7 Although 91% of homes and businesses will receive superfast broadband within the next three years, which is a significant achievement, it is recognised that this project is a stepping stone to the European targets for 2020 which state that all premises should be connected at a minimum of 30 Mbps and 50% of premises at 100 Mbps. 2. Current roll out status 2.1 The current broadband rollout is progressing well. There are now 66 cabinets live and offering superfast broadband services. Phase 1 started in April and Phase 2 started in July. Each Phase lasts for approximately 6 months, so that there are now two Phases running at any time. Phase 3 will start in early October and we are working on updating the map and rolling 12-month plan to show the additional 70 cabinets that are in Phase 3. This should go live in early October. 2.2 The CSW website has an events section that contains information about a range of events that are held by their project partners. They are mainly on topics such as using Social Media, or Internet Marketing and are held at locations around the area. Some are free, others are charged by the providers. 2.3 CSW produces a regular newsletter which provides information on the current status of the roll out and a section on frequently asked questions. 2.4 If members want any specific information about the roll out in their area, this can be accommodated by either contacting the CSW team direct or via me and I will pass on the request.

Rolling 12-month Plan The following list provides more specific detail on the installation of cabinets to date. Please note that this information set out below may change. There may also be exceptional circumstances which would result in a cabinet being removed from the programme. There are a wide range of variables involved in the rollout of superfast broadband, and even if a local cabinet is successfully upgraded there is no guarantee that it will achieve superfast speeds.
