17/081 Public Question Period (limited to no more than 15 minutes) A resident said that Route 4 is still affecting them and becoming a nuisance and getting worse. Heathrow appear to be overflying a ¼ mile down the road and now flying at 7000 feet not 11,000 feet. It is all very noisy and flights start very early and continue until midnight with some through the night. The exacerbation of helicopter noise from the emergency services compounded the issue. It was all too much. DB asked if the resident knew where the information about aircraft flying at 11,000 feet came from but the resident did not know. DB confirmed that Route 4 would be an agenda item and the Council were doing all they can. It was agreed that JB/WC would raise the emergency helicopters with Redhill Aerodrome and request that a representative be present at the next RACC meeting. JB did state that this subject had been raised in the past and they had been informed that the police/ ambulance will take the quickest route to get to an emergency when needed. They would also ask if the helicopter uses way points to get somewhere. DB asked other residents if they were experiencing overflying and they confirmed they were and because it was all cumulative this made one more aware. A resident asked about the new road links from the Horley north West Sector onto Meath Green Lane. This would also be an agenda item because a road Traffic order had been received.

17/082 To confirm the Minutes of the ANNUAL MEETING OF THE COUNCIL held on Monday 8 May 2017 The minutes were approved and recorded as a true and accurate record of the meeting. 17/083 Planning / Licence Applications A To review and agree responses to Planning / Licence Applications received in April/ May 2017 See attached Appendix B –May/ June 2017 Planning List with full commentary.

DB advised 4 Councillors attended the Planning Surgery on 09/06/17 and asked JB to provide a summary.

JB stated for 04/02120/RM2A Horley North West Sector, it was important to make reference to the spine road on Meath Green Lane. Councillors discussed in detail and DB advised Cllr Hammond had confirmed she was minded to agree that there was a need to have something more permanent and she would arrange a site visit so Councillors could review the junction and understand what was proposed. Councillors agreed it was imperative that access onto Meath Green Lane was prevented for any type of rat running from or to the new development as per the conditions 21, 22 and 23 of planning permission granted 2/12/2014.laid down by the Inspector at the Public Inquiry. See Appendix B

The Traffic Regulation Order for Horley North West sector had also been received and as stated above but it was imperative that no traffic is allowed onto Meath Green Lane from the new development as in line with the original conditions (stated above). S&SPC would remind County and Borough of these conditions.

2016/0189 – Horse Hill. The Planning Officer has confirmed comment must be made by 29/06/17 which is before the July Council meeting. JB confirmed there are several documents, some over 200 pages long. DB asked if JB could work with MB, to liaise with local residents to obtain feedback, and prepare a response accordingly for consideration week commencing 25/06/17 when he is available to consider final comment following on from our original objection. He also asked if other Councillors would be minded to look at the application to provide comment.

DB thanked JB for his involvement and the other Councillors who attended the Planning Surgery

The Clerk had asked Andrew Benson at R&BBC Planning to clarify the Inspectorate’s decision to hold the two land parcel site appeals as hearings

(both traveller involvement). His response confirmed ‘The two cases you refer to are to be heard by Hearing. They are less formal and involved than an Inquiry and generally take the form of a round-table discussion. The Planning Inspectorate chooses the process rather than the Local Planning Authority. It is true that gypsy/traveller cases do tend to be heard by hearing or inquiry rather than written representation because of the complicated policy implications and information requirements of gypsy/traveller applications. The Inspector will need to consider detailed information regarding the Council’s provision for gypsies and travellers, including the demand for pitches and whether this demand is being met as well as needing to consider the personal circumstances of the applicants including their family ties to the area and whether their children attend local schools etc.

C Redhill Aerodrome taxiway The Planning Officer has confirmed the Redhill Aerodrome taxiway application is likely to go to the 5 July Planning Committee. He added ‘Whilst we have now had the position of no objection confirmed by the County Highway Authority; we are still in discussions with the applicant regarding potential limitations/restrictions on the use of the taxiway/unlicensed runway (which they set out in the “Heads of Terms” they submitted with their application) which are in our view critical to the recommendation.

Our Principal Councillors are aware we will be requesting to speak at the planning committee. A meeting is scheduled for 19/06/17 with Cllrs Thomson, Ross-Tomlin and Derek Allcard (vice chairman of planning committee) to cover S&SPC objection.

17/084 Route 4 DB confirmed DB and MB had attended a meeting with Crispin Blunt (CB), hosted by Willo Heesom, on 31/05/17. CB had acknowledged that by engaging with Plane Wrong to have Route 4 moved this had led to other members of his constituency to be severely affected. CB promised to engage with Gatwick Airport (GAL) and Civil Aviation Authority (CAA) to have the concentrated route 4 suspended and reinstated to the original pre 2012 position while GAL work out and better understand what can be done within the NPR. CB also committed to press GAL on following through on the CAA’s recommendation to engage with local communities as regards concentrated flightpaths.

Previously CB had been promoting respite through dispersal so this was a significant move for CB. CB would also lobby for local community representation on the Noise Management Board (NMB) because departure aircraft have a huge impact on communities. It was felt that Plane Justice would be the better representative rather than the Parish Council.

DB and MB attended the GAL Departures Workshop on 01/06/17. DB reminded Councillors he had previously attended the sub NMB meetings hosted by Andy Sinclair from GAL. It was known that GAL had implemented 21st century technology into 1960’s airspace. GAL had volunteered to trial the PR Nav technology and rolled it out early which had caused a lot of suffering to communities. GAL should have considered potential areas of amelioration and mitigation for affected communities before they had rolled it out. However, GAL is now engaging with communities. Councillors and residents should be aware that any airspace changes will take at least two

to three years to be implemented.

The Council’s stated position is to have Route 4 moved back to its historical position and if this was not possible to have dispersal. Another option, which was being considered, was to explore utilising other routes more often. Airlines choose the route they take so it was about working and educating them. We believe Route 4 is used as the preferential route, from a NATS perspective, because it does not have such an impact on arrival routes.

Output from this meeting had not been received but the presentation, which was interesting and gave reasons why certain aircraft appear to be noisier than others, would be circulated.

It was noted that the wind had been blowing in an easterly direction for longer than usual in May and as such residents may think things have improved but DB said Route 4 will get worse as the summer comes and there will be no respite causing issues for residents.

JB attended the CAGNE Parish Council Forum on 31/05/17 and confirmed there were members from about 4 parish councils including Nick Proctor (Fairplaynes). The meeting was in Kirdford, which about 17 miles south west of Gatwick. They suffer from the noise of arriving aircraft which turn over them heading for Gatwick.

Stuart Lindsey (SL) from the Civil Aviation Authority gave a presentation to the CAA current consultation on airspace changes and answered questions relating to the CAA's role as a regulator. He was accompanied by his boss John who is Phil Roberts’s replacement. SL main theme seemed to be that the CAA doesn’t make the rules - this is done by Department for Transport, ICCAO and IATA. Suggestions are made by various bodies such as Gatwick and To70 (who are still involved). The CAA just makes sure rules are applied. JB’s main contribution was to point out that the CAA have approved Gatwick’s current Route 4 and now Gatwick say it is ok because the CAA have approved it. Nick Proctor said he was in favour of using tracks like Route 9 to share the noise more, JB said he believed it was not right to inflict noise on people who do not currently suffer.

The CAA currently had a consultation out with a closing date 30/06/17. This was several hundred pages long. It was agreed to await output from CAGNE and other Aviation groups to see their recommendations as to whether to make what, if any, comment.

ST JOHN AMBULANCE FIRST AID COURSE JA advised it was very well run, and in the most beautiful setting at Warnham Park. There were about 25 people on the course, which made it quite crowded, but the two people running it, Marita and Andy did a great job, and managed to get round all of us to check we were doing everything right in the practical sessions. The purpose of the course was to promote first aid in general, to encourage us to spread the word about how important it is to go on a course to learn how to administer first aid in an emergency, and to promote the running of first aid course in schools. JA said having recently attended the course at and being shown how simple it could be to use a defibrillator she would like to put the idea forward to the Parish Council that we purchase one for public access in Salfords. Jill gave an overview that a defibrillator is a life-saving device which is used to deliver a shock of electricity to a victim of cardiac arrest (where a person’s heart cannot give a normal circulation of blood as the heart is failing to beat a regular rhythm). Delivering a shock from a defibrillator stops the heart, allowing the heart to restore a natural rhythm and ultimately save a life. Delivering this life-saving shock used to be something done only by healthcare professionals, paramedics, nurses and doctors but these devices have now been specially adapted to ensure anyone (trained or untrained) can use it to save a life. JA provided reasons for needing one saying that according to the British Heart Foundation, 30,000 people a year suffer cardiac arrest outside hospital, and only 1 in 10 survives. Receiving treatment in the first few minutes after a cardiac arrest is very important, as a patient’s chances of survival decreases by 10% for every minute of delay. The Clerk had ascertained there is already equipment available locally at Salfords Surrey Fire and Rescue on their fire engines. However, there is a chance that a defibrillator might be required when the appliances are mobilised, and it is their intention to eventually provide defibrillators outside all Surrey fire stations. The costs would be around £1,500 but further research was required such as if there are any significant installation or ongoing maintenance costs. JB said he believed Outwood PC had procured a defibrillator for free and this should be explored further. JA summarised she believed it would be a valuable addition to the local community to provide a public access defibrillator outside the Village Hall. If the Parish Council decided that in principle they would like to go ahead she would contact some of the suppliers to discuss our exact requirements and obtain firm quotes. Councillors asked questions about security of the unit and WC confirmed how the process would work. Council agreed for JA to further investigate costings and options to be able to make an informed decision and to potentially have a guest speaker to present the benefits. PRINCIPAL AUTHORITY MEETINGS

1. Gatwick Airport Route 4/ Aviation DB provided a brief update on what the Parish Council had been involved with for Route 4 and it was about getting a consensus on the course of action with other groups and a solution which may impact more people but have less overall impact.

DRT stated she had been emphasising at GATCOM that S&SPC should have a seat on the NMB.

2. Redhill Aerodrome a. Application for permitted development for the taxiway JB advised the Highways Judgement had been received and it appeared that they were accepting of the traffic movements if the hard runway was only used when the grass runway was not fit for purpose.

S&SPC will be requesting to speak at the Planning Committee. DRT said Councillors hold a southern panel meeting prior to planning committee. It was agreed the Clerk would find when the application was going to planning committee and for DRT/BT and Derek Allcard to meet with JB nearer the time to discuss the application and understand the objections and concerns. Post meeting note – been confirmed it is likely to go to Planning Committee on 5/7/17 which means the Southern Panel meeting is on 19/06/17. b. Proposed development of houses JB stated that in Crispin Blunt’s Re-selection speech to Reigate & Banstead Conservative Association he said ‘The calculation for new housing need should include consideration of available land; developers should not be encouraged to put in speculative and highly profitable proposals to local authorities which offer to solve new homes targets in a single development, such as the garden village proposals we are currently seeing locally. Otherwise, the Green Belt is at risk of inevitable and I'm now working on bringing together my colleagues representing London Greenbelt constituencies to fight to sustain that critical policy protection of our environment.’ c. Redhill Aerodrome Consultative Committee JB said the Redhill Aerodrome Public Meeting was on 10 June starting at 10am at Redhill Aerodrome. BT is the representative on the RACC but does not attend. Discussion took place about importance of having a substitute.

3. Salfords in Bloom Clare Ritchie, Greenspaces Allotments & Sports Officer, at R&BBC has confirmed were taken down approximately two years ago as a cost saving exercise. We have responded to ask for further information:-

- Who took the decision to remove the baskets? - Where else in the borough were baskets removed as part of this cost saving exercise? - What cost savings have been made from removing the baskets in Salfords? - How does the Borough determine which areas should have their baskets removed because they are still seen in other areas?

DRT was supportive of S&SPC’s point and asked for the Clerk to re-send the email and to copy DRT in.

4. Roads/ Verges a. Re-surfacing of the following roads which are in a dreadful state. Residents are complaining:- Copsleigh Avenue - BT agreed to follow up on this and said she had requested for it to be considered under Project Horizon. Mead Avenue - KH agree to follow up with this. She had reviewed the Project Horizon list and this road was not included.

b. West Avenue Drainage BT had sent an update on what had been done so far by the community gang. CM confirmed it was still ponding when it rained. DB said it was disappointing this had been going on for four years and it was unacceptable. S&SPC had written to the leader of R&BBC who confirmed Simon Burgess was dealing with it. DRT advised he was off long term sick so recommending emailing again and copying in DRT and BT asking what is being done in the meantime.

c. A23/ Salbrook Road/ Lodge Lane junction –roundabout/ traffic lights -Kay's election leaflet referred to it KH stated she had received feedback historically from residents about the difficult junction from Lodge Lane and also for pedestrians crossing the road from the bus stop. DB reminded KH that with previous planning applications each time the junction was considered by highways they stated the junction was safe. The build-up of traffic along the A23 corridor was already exacerbated by the Cross Oak Lane junction and any other junction works would take the traffic further down the A23 towards the hospital. For any proposals for this junction under consideration it was imperative that the Parish Council were involved in discussions and decision making. KH stated there was limited funding for such infrastructure development and said it would not be pursued further at this time. She said that if the Parish Council and residents did not want a change then it would not happen.

DB and JB also raised concern about the new junction for the development on the A23 making the turn from Honeycrock Lane towards Redhill very difficult. It was felt this is a dangerous junction with the different ways traffic can turn in and out of the junction.

Councillors discussed this and some stated they felt the A23 crossing for pedestrians was dangerous at this position. DB said that the absence of a paved area in the middle of the dual carriageway island suggested this was not a crossing but said this could be a possible future discussion on the agenda. He also identified there was a traffic light crossing outside the parade of shops near Honeycrock Lane.

d. Road signs – Need cleaning up and posts replaced and repaired. What is County policy for sign maintenance and clearance? BT advised that in Woodhatch she had arranged for signs to be cleaned but did not know who it was. She would try to find out. Post meeting note:- Local Highways Services, South East Area Highway Manager confirmed:-

There is no longer a programme of routine cleaning and vegetation cut back for signs. However, where a specific area of signs is notified to the local area team then this request can be investigated. As you may be aware, there are far more requests for cleaning of signs than there is budget available, and these works have to be prioritised against other requests. Cleaning of regulatory signs, such as start of speed limit and give way signs, are prioritised over other signs which are advisory, such as direction and warning signs. Sign cleaning would be carried out by LHOs (if very minor) or by the revenue maintenance gang, who are in R&B one week in three for all works. Some community groups choose to carry out some sign cleaning, as part of their localism. This has previously been bid for from the Localism allocation to Members, which unfortunately is not available this

year. Some Parish Councils carry out advisory sign cleaning funded from their own budgets. KH confirmed that if CM was able to ascertain the procedure she would look to see if she could be involved

5. Horley NW sector a. TRO notification for proposed 40 MPH Speed Limit on Westvale Road Horley and Prohibition of Left and Right Turn on Webber Street Horley. DB and JB raised concerns about the proposal and said it was imperative to ensure there was no rat running into Meath Green Lane. KH agreed to arrange a site visit with Charlie Cruise or other person to meet with the engineers, herself and Parish Councillors to discuss the proposal and provide feedback accordingly.

6. Community Day Saturday 15/7/17. DRT and BT were invited to the community day which started at 11:00am. We advised them we had invited the R&BBC Council Mayor and waiting for confirmation. KH sent her apologies but would be at a wedding.

CE asked about the static home on Masons Bridge Road and was advised this was to be subject of a hearing and linked back to advice from R&BBC about Inspectors holding hearings to be able to ensure they hold district councils to account for their traveller numbers ensuring the process was robust. He was advised that this had been discussed at the previous meeting and under planning decisions.

MAYORS CIVIC SERVICE DB advised he had attended to represent the Parish Council and Father Shane had spoken highly about the community village hall.

REDHILL AERODROME ANNUAL PUBLIC MEETING There were about 25 people in the audience plus Cllr Johnson (Nutfield PC) and Ann Bartaby (RAL) on the top table. There were about 8 members of the RACC including Cllr Barbara Thompson, Don Butler for the private users and the owner of EGB helicopters. There was little new information for members of the RACC. Thakeham Homes PR people were there. They told me they do not represent any of the other areas identified by Tandridge as potential sites for a ‘Garden Village’. They have given presentations to Horley Town Council, Outwood and Godstone Parish Councils, because those councils took up Thakeham's offer, but not Salfords& Sidlow or Nutfield who have so far declined.

Action . JA to explore costs and options to have a defibrillator installed at the village hall. JA

17/086 Financial Matters – Parish Council and Village Hall. A List of cheques/DD for S&SPC and the Village Hall for May 2017 were noted and approved. S&SPC - 2 DD and 4 online payments were issued for a total amount of £1,259.11 Village Hall - 2 DD and 5 online payments were issued for a total amount of £1,333.28

B Statements of Income and Expenditure for S&SPC and the Village Hall for May 2017 were noted and approved.

C The Councillors discuss obtaining a new laptop for the Clerk as she still has the original from when she started (nearly 7 years old).

The Council included in the budget for the procurement of a new laptop this financial year for £1000 to £1500 with cloud back up costing £300 p.a.

The Clerk had asked Sweethaven to provide an estimate to provide a laptop to work at a fast speed with a large memory. They are then required to transfer all data from the existing laptop and configure the new laptop with all existing data and install software packages including Microsoft Word, Excel, and Publisher (used for newsletter on). I also asked for a cloud back up system which we do not currently have and should.

The estimate showed various options and breakdown but costs would be circa £1400 to £1500 for full installation.

Councillor discussed the procurement of a new laptop asking the Clerk several questions including experience of Sweethaven. She advised a friend, who had his own PC support business until recently, had recommended Sweethaven as the local supplier. Other Councillors had used them and found them to provide a good service.

CC stated that her business used them and they had recently engaged to use the Cloud backup. She provided options for this and also stated she believed the figures provided were competitive.

WC asked about the Microsoft package saying that should the hard drive break the licence would be lost. He asked the Clerk if she had considered other packages.

DB said this was final detail to be agreed but asked the Councillors if they agreed for the Clerk to pursue the procurement of a new laptop at a cost of about £1400 to £1500. Councillors approved the costs and agreed for the Clerk to arrange accordingly.

17/088 Clerk Report The Clerk provided the Council with the updated action list – See Appendix B which covered where all key issues were.

Community Day CC stated the plans for the community day on 15/7/17 are underway. The day will start at 11:00am with a litter pick followed at midday with lunch and the logo competition A banner has been ordered to be displayed at the village hall - £90 + VAT Newsletter will feature and invite all residents to attend A separate invite will also be issued The presentation to the school has been booked for 4/7/17. Goody bags will be given to every child to include a newsletter, bendy pencil, application form for the logo design, youth club flyers and any other community group flyers provided. This will involve some costs for bags/ gift and printing. We have invited the Mayor of R&BBC to attend and awaiting confirmation. Local Councillors have been invited Community Groups will be invited CC and JA will prepare the lunch – Costs will be involved.

Council agreed to pursue planning as required and agreed costs involved.

DB asked for as many Councillors to attend the day that were available.

Mayor’s Volunteer Award The Parish Council has won a Mayor’s Volunteer Award under the category Volunteer Teams.

The Mayor of Reigate & Banstead, Councillor Roger Newstead, has invited the Council to join him for a formal ceremony to receive the award followed by a sparkling reception with canapés on the evening of Friday 7 July, 7pm

at the Town Hall. Each volunteer team is allowed to bring up to 3 members of their team

The standard of all the entries has been extremely high this year, so we have been told we have done exceptionally well to win this special award.

Meetings at Town Hall The meeting with Alan Jones, (Horley TC Clerk) and Gavin Handford at the town hall to review current regulatory matters and any issues impacting the Borough has been postponed until 19/7/17

The meeting at the Town Hall with the Boundary Commission was postponed due to elections
