POSITION SPECIFICS Title: Program Coordinator – RN, Respiratory Department/Number: UW Health Home Care Services /3101 Reports to: Director, UW Health Home Care Services PD Status: Approved Job Code: 2402 FLSA Status: Exempt Bargaining Unit: NA Manager Approval: Date: HR Approval: DPS 2-14 POSITION SUMMARY The Program Coordinator – RN, Respiratory is a professional clinician with an advanced degree of knowledge, skill and expertise in the area of chronic respiratory care. The Program Coordinator – RN, Respiratory must have a Bachelor of Science Degree in an occupational-related field and have extensive experience working in the area of chronic respiratory disease. The Program Coordinator – RN, Respiratory will provide leadership within the UW Home Care HME Department for clinical programs and clinical application of computer software programs. In addition, this individual will coordinate the quality improvement activities and program certification and provide care with patients and families. The Program Coordinator – RN, Respiratory is responsible to the Director of Home Care Services. MAJOR RESPONSIBILITIES The incumbent performs the following job responsibilities:
A. Program Coordination, Development & Leadership 1) Provides coordination & leadership of departmental staff for daily activities which may include resource management and clinical problem-solving. 2) Coordinates specific activities within the department such as the nebulizers and mobility equipment for outlying clinics, and specialized sleep program equipment. 3) Assists in the development, implementation and evaluation of current and new work flow processes within the department. 4) Serves as the departmental liaison for outlying clinics and Wisconsin Sleep. 5) In the manager’s absence, assumes day to day operational leadership and provides direct supervision of all department staff.
B. Computer Clinical Applications Management 1) Coordinates the use and updates of existing computer software systems. 2) Improves work flows through the use of new computerized processes. 3) Serves as the UW Home Care HME liaison to computer software vendors. 4) Serves as the UW Home Care HME liaison to the IT Department. 5) Evaluates the efficiency and value of software enhancements. Coordinates the training, documentation, implementation and evaluation of any new software programs. 6) Serves as a training resource and ongoing resource person to other staff (both internal and external to the UW Home Care HME Department) regarding computerized programs.
C. Billing/Fiscal Resource and Liaison to the Fiscal Department 1) Maintains a knowledge base regarding current HME and Home Care regulations for billing various insurance payers. 2) Assists staff with establishing and evaluating processes to maintain consistent, accurate and compliant charging/billing for all equipment and supplies provided through UW Home Care HME. 3) Completes, reviews and addresses audit results (both internal and external) of HME charging/billing from various insurance payers. 4) Puts systems, workflows and documentation standards in place to support accurate charging/billing to minimize our risk from external audits.
D. Quality Improvement 1) Co-chairs the department QI committee which includes: Establishes priorities for QI activities in coordination with the committee. Serves as a resource for Home Care HME staff regarding their QI projects. 2) Coordinates specific ongoing QI projects within the department including Patient Satisfaction, infection surveillance, equipment malfunction problems and chart audits as well as other miscellaneous issues. 3) Coordinates infection control monitoring and reporting 4) Serves as the UW Home Care Program liaison to the UWHC Infection Control Committee
E. Clinical Practice 1) Delivers expert care with respiratory patients and families: Implements changes based on evaluation of the patient, coordinates and provides patient and family services, and intervenes as a patient advocate when needed. 2) Functions as a member of the interdisciplinary team to plan, deliver and evaluate the pulmonary and home care needs of patients and families. 3) Provides back-up coverage for respiratory and other DME services.
F. Regulatory & accreditation 1) Serves as the UW Home Care Program liaison for all activities related to Joint Commission Accreditation. 2) Participates in UWHC system meetings, activities and assessments to maintain continual readiness for regulatory UW HEALTH JOB DESCRIPTION
issues for all Home Care activities in our system. 3) Coordinates home care assessments, training and certification visits for UWHC.
G. Marketing 1) Coordinates marketing efforts for Home Care Services to include brochures, our web site, Quilt Expo wheelchair rentals, etc.
H. Home Care Resource for UWHC 1) Serves as a system-wide resource for other individuals in the UWHC system regarding Home Care billing and other processes.
I. Research 1) Maintains current knowledge of clinical research findings and appropriately applies these findings in the field to improve patient care and further program development. 2) Pursues research opportunities related to care of chronic respiratory patients.
Clinical Skill: 1. Maintains BCLS certification for adults, children and infants. 2. Maintains hospital certification for infection control and safety. 3. Understands, practices and teaches infection control and universal precautions. 4. Understands and participates in quality assurance and improvement activities. 5. Understands and ensures program compliance with TJC standards. 6. Understands and maintains knowledge of chronic and acute lung diseases in an adult population. 7. Understands and maintains knowledge of treatments (pharmacologic and other) for chronic and acute lung diseases in an adult population. 8. Understands and practices concepts of adult learning and education. 9. Understands, can provide (whether through referral or direct provision), and can teach to patients need for and how to use: • CPAP equipment • Oxygen equipment • Small volume nebulizers • Metered dose inhalers • Spacers for medication 10. Aware of homecare equipment and services offered by UWHC and in the community, and can access them for patients and families. 11. Evaluates need for program changes and/or new programs for care of chronic respiratory patients and institutes these Changes.
All duties and requirements must be performed consistent with the UWHC Organizational Performance Standards. POSITION REQUIREMENTS Education Minimum 1. Bachelor of Science in Nursing required. Preferred 1. Masters in nursing related and field preferred. Work Experience Minimum 1. Extensive background in medical/surgical nursing and care of chronically ill people. 2. Specialty practice in care of chronically ill people of at least three years post-masters. 3. Past work experience in a Home Care HME program. Preferred Licenses & Minimum 1. RN licensure in the State of WI. Certifications Preferred Required Skills, Knowledge, 1. Knowledge of management principles and theory. and Abilities 2. Membership and participation in professional nursing and specialty organizations.
