I Briefing on humanitarian issues discussed in the UNFCCC Climate Change Negotiations

Ms. Jenty Kirsch-Wood of OCHA's Policy Development and Studies Branch provided a brief update on issues of humanitarian concern discussed in the recent UNFCCC Climate Change Negotiations in Accra Ghana. The process was expected to lead to a more expanded climate change regime following the expiration of the current Kyoto Protocol mandate in 2012. Ms. Kirsch-Wood said the framework for those negotiations would be the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) that held its third meeting in Accra in August 2008. Humanitarian issues have been introduced in the overall adaptation to climate change discussions, which was composed of three main areas: disaster risk reduction, national planning, and institutional arrangement. OCHA stressed that more inputs from humanitarian actors were needed, particularly in disaster risk reduction, management of extreme events, and risk management and transfer mechanisms (insurance). The next major conference in this process will be the December 2008 Poznan Conference of Parties. Mr. Robert Mister, Office of the Deputy-Secretary General, IFRC provided information on next steps for IASC engagement in the UNFCCC negotiations. In June 2008, the IASC Working Group agreed that the IASC should provide inputs into the process of the UNFCCC and requested the IFRC to convene an informal task force. The first meeting of the task force will be held on 8 September 2008. The task force will focus on a potential joint IASC statement, IASC member agency preparations for the Poznan conference, as well as other opportunities where IASC expertise could be integrated into technical papers. IASC members were invited to consider a list of key questions in preparation for the task force meeting. Mr. Mister also highlighted that the IASC 71st Working Group Meeting discussed the issue of Climate Change and Migration, which will be the topic of a meeting hosted by IOM on 15 September 2008 in collaboration with UNHCR and the RSG for Human Rights of IDPs.

The next IASC Weekly Meeting will be held on 10 September 2008 in A206 of the Palais des Nations. Ms. Jennifer Miquel, Regional Emergency Reproductive Health Coordinator East and Southern Africa, from UNFPA in Nairobi, will provide a briefing on the development of the GBV subcluster system in Kenya.
