1. PURPOSE

1.1 The purpose of this staff instruction is to provide procedural guidelines when dealing with Bell Helicopter Textron Canada, Bombardier Aerospace and Pratt & Whitney Canada oversight activities.

2. BACKGROUND

2.1 In June 2000, an ARASS workshop was held in Toronto to discuss the development of a set of tasks individual to the manufacturing sector of the Branch. It was decided at this meeting that all oversight activities at Bell Helicopter Textron, Bombardier Aerospace and Pratt & Whitney Canada would be captured under separate ARASS tasks. The tasks would identify discretionary and non-discretionary activities.

2.2 The decision to remove these companies from the database was taken because of their complexity and dynamics. As a result of these differences, the role of the Civil Aviation Safety Inspector providing services to these companies has changed drastically from that described in the existing ARASS system.

3. PROCEDURAL GUIDELINES

3.1 Appendix A details the discretionary oversight tasks encompassed in the new Bell Helicopter Textron Canada, Bombardier and Pratt & Whitney Canada task descriptions. Appendix B details the non- discretionary tasks. These tasks are accounted for within the scope of the appropriate task description and are not to be accounted for elsewhere in the ARASS system.

3.2 For each functional area shown in Appendix A, a detailed record will be kept, in accordance with the Inspection and Audit Manual (IAM), documenting the individual activities and time utilized in the completion of the specific discretionary oversight tasks. In addition to this, the regions will also be required to record the actual number of task completions, for use in the future development of new Bell Helicopter Textron Canada, Bombardier and Pratt & Whitney Canada «per completion» task times.

3.3 Following the National Civil Aviation Management Executive’s decision to include Bell Helicopter Textron Canada, Bombardier Aerospace and Pratt & Whitney Canada in the National Audit Program cycle, these companies will now be audited based on the National Audit Program's schedule.

3.4 In reference to non-discretionary tasks (shown in Appendix B), a detailed estimate of units required should be based on historical requirements. For each functional area shown in Appendix B, a detailed record will be kept, in accordance with the IAM, documenting the individual activities and time utilized in the completion of the specific non-discretionary oversight tasks. The regions will also be required to record the actual number of task completions, for use in the future development new Bell Helicopter Textron Canada, Bombardier and Pratt & Whitney Canada «per completion» task times.

3.5 In regard to Bell Textron Canada and Bombardier Aerospace, the ARASS task descriptions are the same. In the case of Pratt & Whitney, the task is slightly less encompassing. For example Pratt & Whitney Canada has no requirement for Production Flights Permits or modifications to such permits.

4. EFFECTIVE DATE

4.1 This instruction comes into effect immediately.
