Emergency Response Plan

 SCOPE This policy applies to Morgan Community College in Fort Morgan including the main campus and downtown facility. It is intended to cover, but is not limited to, the following emergency situations:  Environmental/Natural Disasters: i.e. fire, flood, hazardous spill, earthquake, tornado, blizzard;  Medical Emergencies;  Violence: i.e. kidnapping, sexual assault and suicide;  Bomb Threat;  Interior Lockdown and Exterior Lockout;  Other crises on or off campus

 PURPOSE The purpose of this policy is to ensure that the College:  Prepares for and responds effectively to an emergency situation through the appropriate use of college and community resources;  Provides a framework for enhancing the safety and security of its operations;  Mitigates the long-term effects of an emergency on its operations and educational mission.

 POLICY Structure and General Responsibilities

The Emergency Response Team 1. The Emergency Response Team (ERT) reports to the college president and is responsible for overseeing the development, implementation, and maintenance of the Emergency Response Guide and for the effective overall management of an emergency.

2. The ERT shall:  Manage emergencies as outlined in the Emergency Response Plan;  Review, evaluate and modify the College’s Emergency Response Guide yearly;  Issue directives and protocols as appropriate;  Initiate and coordinate at least one annual emergency exercise or simulation and evaluate the response;  Receive notification of incidents and coordinate all front-line activities with college and civil authorities;  Initiate seven critical tasks as appropriate for each incident: 1. Establish communication and control 2. Identify the hot zone 3. Establish an inner perimeter to define a warm zone 4. Establish an outer perimeter to define a cold zone 5. Establish a command post 6. Establish a staging area 7. Request necessary resources a. Maintain public order; b. Control traffic; 1 Rev. 3/15 c. Coordinate rescue activities; d. Keep a log to record events and actions taken

Emergency Director  The Emergency Director reports to the college president, leads the ERT and is responsible for convening the ERT or some portion of its members to: o determine the short-term and long-term effects of the emergency; o order the shutdown or evacuation of a college facility; o oversee the interface with outside organizations and the media and; o approve all communications that are issued; o Any member of MLT may serve as Director in absence of named Director  Will establish a Command Post assembly area and jointly staff the Command Post with the Emergency Coordinator.  Will assign a member of ERT to act as a Scribe for each incident. The Scribe will maintain a Command Post Journal to include time, activity, and action(s) taken.

Emergency Coordinator  The Emergency Coordinator is responsible for the front-line management of the emergency, for tactical planning and execution, for determining whether outside assistance is required, and for relaying requests for outside assistance.  Will work jointly with the Emergency Director at a Command Post to coordinate the work of the Emergency Response Groups in the execution of line response activities.

Emergency Response Groups  These groups shall be responsible for conducting the front-line operations of the response under the direction of the Emergency Coordinator.  The composition of the groups will vary depending on the type of emergency.

Fire Control Panel Leader/Assistants  Will respond to the college fire control panels located in Cottonwood and Elm Halls.  Will activate the PA system on the panel to communicate with building occupants.

2 Rev. 3/15  MCC Maintenance and Custodial staff are trained on use of the fire control panel and PA system (backups).

Environmental Officer  Will assess hazardous and unsafe conditions and develop measures for assuring personnel safety;  Will exercise emergency authority to immediately stop or prevent unsafe acts or conditions when appropriate.

Health and Safety Officer  Will give technical advice as appropriate to the incident;  Will request appropriate equipment as necessary;  Will monitor stress levels of involved personnel;  Will contact appropriate internal college resources under direction of Emergency Coordinator (i.e. Vice President);  Will contact appropriate outside agencies under direction of Emergency Coordinator (i.e. Fire Department);  Will contact Command Post scribe to record the event and actions taken.

Hall Captain  Will coordinate evacuation of assigned area(s) of college facility;  Will coordinate the accountability and location of students, faculty and general public;  Will contact MCC off-campus locations to advise staff of emergency (as necessary).  Hall Captain assignments: o Cottonwood Hall: Andrea Ertle (Backup: Dan Marler, Kent Bauer, Custodian) o Aspen Hall: Andria Koppels-HR Director (Backup: Susan Clough, Katie Barron, Custodian) o Spruce Hall: Mark Frasco (Backup: Don Enninga, Beth Carpenter, Les Mullins, Custodian) o Elm Hall: Greg Schehrer (Backup: Brad Parker, Seth Noble) o Cedar Hall: Julie Nichols (Backup: Kathi Bell, Ruth Nichols, Custodian) o Birch Hall: Kevin Cruse (Backup: OMP staff, Custodian) o 300 Main Street: Kelly Rasmussen (Backup: Kristi Enninga, SBDC/Chamber staff)

Facilities Services  Will support the Emergency Response Team with: o Floor Plans o Air handling control o Equipment as necessary o Assist with staffing the outer perimeter  Will provide essential services for the maintenance and restoration of critical functions;  Will provide damage control and carry out emergency repairs;  Will provide emergency transportation as required;  Will clear roadways, exits, and buildings under the direction of the Emergency Coordinator.

Student Affairs  Will coordinate the flow of information to the student population and to parents/guardians as necessary in consultation with College Information Officer;  Will assist with or make arrangements for temporary or alternative accommodations for students;  Will establish and coordinate a counseling center or make referrals as necessary.

3 Rev. 3/15 College Information Officer (CIO)  Will coordinate the flow of information to the media;  Will ensure media sites are updated as appropriate (MCC Web Page, Facebook, Twitter, etc.)  Will establish a media assembly area if necessary;  Will provide clear, continuous, and timely communication to staff, students and general public;  Will handle emergency closing notifications and coordinate special notifications as required.

Human Resources  Will communicate essential information regarding general emergency procedures to all college personnel as determined by the ERT;  Will ensure that college employees are kept informed in the event that the incident requires a disruption to college services (i.e. the college closes) and that departmental calling trees are activated;  Will ensure that employees are paid if there is a disruption of college services;  Will coordinate with the Environmental and Health and Safety Officers to ensure that medical treatment and counseling for victims and affected individuals is provided as necessary.

Vice Presidents of Instruction and Student Success (backup: Division Chairs)  Will make arrangements for alternative academic accommodation;  Will reorganize the academic schedule as appropriate.

ERT Advisory Group The Director or Coordinator may assemble an Advisory Group to facilitate the flow of information during an emergency. In such cases, all members of the Emergency Response Team shall form part of the Advisory Group.

 COLLEGE ISSUED IDENTIFICATION BADGES  All full-time or regular college faculty and staff shall wear an MCC picture identification badge while on college property (this include Centers staff while on main campus);  Badges must be visible at all times while on college property;  Badges are issued yearly and must be renewed in Human Resources at the beginning of fall semester;  Adjunct (part-time) instructors should wear an MCC identification badge each semester they are employed by the college;  Staff identification badges will differ in appearance from student badges.

 EMERGENCY SITUATIONS  In the event of an emergency, the Emergency Director shall initiate selected or college-wide responses and any related communication plans as required, including initiating the hall captain system.  ERT members shall wear their MCC identification badge, red ERT wallet and green vest. They shall carry their emergency light and cell phone as appropriate.  The ERT shall work with members of the Advisory Group, if necessary, to lead the college through the emergency, determine the options available, initiate the course of action to be taken, and coordinate communication issues to the internal college community as well as to the public.  The ERT or certain members of the ERT shall be called upon a deemed necessary by the Emergency Director. If required, a meeting may take place in a Command Post Center, a

4 Rev. 3/15 designated location that will, to the extent possible, be equipped with the technology and information required. o Designated Command Posts: . Main campus: VP Administration Office (Aspen Hall), Maintenance Control Room (Elm Hall), Director’s Office (Cedar Hall), Faculty Office (Birch Hall) . 300 Main Street: Main Floor Conference Room . In all other cases, the Emergency Director shall be responsible for instituting an effective system of communication that permits the required exchange of information.  Where police and/or fire officials are involved, they have the responsibility to take jurisdiction over all activities.  The College Information Officer shall coordinate information with the media. Any required college notifications or cancellations shall be reviewed with the CIO and must be approved by the Emergency Director prior to release. The CIO will work with webmaster to ensure media sites are updated as appropriate. Back-up to webmaster (Terri Eades) are Katie Barron and Michael Shriver.  The Emergency Coordinator shall coordinate the deployment of college human resources as necessary.

Advance Warning In the event that there is advance warning of an emergency: 1. The Emergency Director and Emergency Coordinator shall be contacted and shall initiate the appropriate response plan as he/she deems necessary; 2. ERT members and other key college personnel shall be informed; 3. The Emergency Coordinator shall contact outside emergency response services if necessary; 4. The CIO shall activate media relations as necessary.

Post Emergency During the post-emergency phase, the ERT shall:  Debrief and continue communications as necessary to the college community, the public and the media;  Coordinate on-going support activities as required;  Record events and prepare permanent records;  Assess any required changes to the Emergency Response Plan;  Consider the need for post-emergency commemorative events and implement them as required.

6 Rev. 3/15 Reunification and Relocation Site Options

In October 2014, MCC staff, along with officers from the FM Police Department, discussed possible off-site evacuation and possible reunification locations in case of a disaster. Also discussed were relocation sites if the college, or a portion thereof, had to be closed for an extended period of time. Below are the suggestions for consideration:

Fort Morgan  Fort Morgan High School gym (approved per Ben Bauman, principal)  Fort Morgan Middle School gym or auditorium (approved by Jason Frasco, principal)  300 Main Street (MCC owns)  Legion Field (RE3 owns)  Country Steak-Out restaurant (two large rooms)  VFW, Elks, American Legion Hall  Imperial Onion facilities (north of campus); Larry Jensen owns?  FM Public Library  Fire Training Center  Concept Auto Body Building (east of town)  REA-Community Room  Wells Fargo-community room in basement  Elaine’s Place-large upper room  Riverside Park (or any park); FM Golf Course  Cover Theatre  The Armory (City of FM owns)  Any of the local churches as most have large gathering rooms and parking lots including: o Life Fellowship Church, Sanctuary, United Methodist Church and Annex, St Helena Catholic Church (has gym/gathering room), Nazarene Church (has gym), Lutheran Church, First Christian Church, Christ Congregational Church, etc.

 Use D2L for more online courses  Telecommuting  Change schedule times for courses  Buildings-open earlier/later  Temporary pods/trailers (find ground with parking space, if needed)  Use our 10 acres available  High school, middle school and elementary schools for night-time class use  Churches-many have large meeting spaces  Empty commercial buildings (old Bank of Colorado, old Medical Group, etc)-contact realtors for information. Consider spaces close together for walking distance  Hotel conference/banquet rooms-Hampton Inn, Clarion Inn, Days Inn, Comfort Inn  CPMC and EMCH-do they have any space available?  FM Schools Bus Garage  Old prison site-Brush  REA land-available or others who many have land available  Bob Kula-has semi-trucks for storage

RECOVERY FROM CRISIS

Establish need for recovery  Determine what has happened.  Distribute facts to those involved with crisis recovery.

Assemble Emergency Response Team (ERT)  The primary campus plan consists of components which start with the initial notification or response to an incident. The Emergency Director will assess the situation and communicate with the President. They will then determine if ERT should convene.

Develop a recovery plan for dealing with the crisis  The Emergency Response Team will: o Assess psychological/physical needs of students/staff/community. o Assign personnel to provide the needed services/interventions. o Schedule place and time for initial interventions. o Provide counseling/crisis resources. o Work with Behavior Intervention Team (BIT) as necessary.

Return to the “business of learning” as quickly as possible  Establish schedules for returning students/staff to college.  Inform students/staff that additional services are available. They may self-refer to college designated personnel.  Refer students/staff that appear to need additional intervention.  Provide individual interventions for students/staff that experience acute trauma as well as those experiencing continued difficulties related to the crisis.

Provide stress relief  Provide a warm, caring environment for students/staff to share their experiences. This may include a safe room set up to provide a place for students to express their feelings and discuss the crisis.  Reduce stress during the initial recovery by encouraging students/staff to talk about their feelings. Avoid assigning responsibilities/work that would increase stress on those already affected by crisis.  Work with Behavior Intervention Team (BIT) as necessary.

Establish daily debriefings of crisis workers  Monitor crisis-related services.  Determine how current interventions are working.  Discuss/implement additional follow-up activities as needed.

HAZARDOUS SPILL

Action:

 Notify the Emergency Director or designee (3127 or 3248)  Evacuate the affected area  Call 911: report type of material, quantity, location of incident  DO NOT return to the area  Assist persons with disabilities exiting the building  Stay UPWIND of the spill, keeping roadways clear for emergency vehicles  Isolate contaminated persons for treatment by trained emergency responders  Allow building re-entry only after an all-clear

ERT Action:

 Activate general alarm and evacuate the building  Prioritize safety and stay away from the hazardous product  Provide MSDS (Materials Safety Data Sheet) to emergency responders  Work with emergency responders as needed  Alert staff at all off-campus sites

EARTHQUAKE

Action  DROP to the ground; take COVER under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops.  If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an outside corner of the building  Stay clear of overhead light fixtures and tall pieces of furniture  Stay clear of windows, mirrors, file cabinets and shelving of any kind  Stay clear of power lines, buildings, and other tall structures if outside

After the event:  Maintain calm for yourself and others around you  Check for obvious damages that could impose danger to yourself or others  Evacuate immediately if you hear electric wires crackling  Evacuate immediately if you smell natural gas  Pull fire alarm if there is a resultant fire  Be alert for aftershocks and plan where you will take cover when they occur  Wait until an “ALL CLEAR” signal is announced or until otherwise directed  Open cabinets cautiously. Beware of objects that can fall off shelves.  Stay away from damaged areas. Stay away unless police, fire or relief organizations have specifically requested your assistance.  Return to routine as soon as possible

BOMB THREAT

Action

 DO NOT handle a suspicious object or potential bomb.

 Contact the Emergency Director or designee (3127 or 3248).

 For telephone threats, complete the Bomb Threat Checklist.

 Contact the Emergency Director or designee and provide Checklist.

 Call 911

 Evacuate the building. In order to prevent panic, “EVACUATE THE BUILDING” will be stated on the intercom. Attempt to keep people 500 feet away from the building. ALL persons are to evacuate the building immediately:  DO NOT sound the fire alarm  DO NOT use cell phones or radio transmitting equipment  DO NOT pick up packages or any other items  DO NOT turn lights on or off  DO NOT turn computers on or off

 Upon arrival, law enforcement personnel will assume command

 Law enforcement personnel and the Emergency Director will determine whether normal activity can resume

 DO NOT re-enter the building until the “ALL CLEAR” signal is announced

INTERIOR LOCKDOWN

Types of Occurrences:  Intruder in the building  Person with a gun and/or a shooting incident  A major confrontation  Any other activity inside the building that poses a threat to students and staff

Signal: PA system announcement “Initiate Interior Lockdown”. Lock Doors, Turn Out Lights, Stay Out Of Sight”

Action:  Notify the Emergency Director or designee (3127 or 3248).  Clear affected area.  Call 911  Directions: o Student Center occupants move to the Bookstore o Lock all classroom and office doors. o Turn off all classroom and office lights. o Direct people to stand against a wall or lay on the floor where they cannot be seen from hallways or windows o Use furniture to barricade doors o Open exterior window coverings unless notified otherwise. o Follow same procedure on an inside window if there is no outside window o DO NOT respond to fire alarms during a lockdown unless otherwise directed o Instructors are to remain with students unless otherwise notified o Remain in classrooms or offices until the ALL CLEAR signal is announced or until otherwise directed o The college alarm system will be deactivated during Interior Lockdown

ERT Action:  Escort people who are outside the building to an outside safe place and notify the Command Center to account for each individual  Notify staff at all off-campus sites (300 main, Welding Shop, Cargill)  Notify staff at all off-campus sites of ALL CLEAR

EXTERIOR LOCKOUT

Types of Occurrences  Suspected dangerous person or law enforcement in the vicinity  Hazardous spill or severe accident in the vicinity  Any activity that poses a threat to students and staff

Signal PA system announcement “Initiate Exterior Lockout”, secure the perimeter”

Action  Lock all exterior doors in the building and post orange signs  Student Center occupants move to the Bookstore  Close window coverings on exterior windows. Vacate window area!  If assistance is needed, post RED Window Marker in window; write “medical” if injured.  Classes and college activities may continue as usual unless otherwise directed.  Leave the building at own risk via any exterior door with crash bar exits  No re-entry allowed  Listen for ALL CLEAR at which time exterior doors will be unlocked  Law enforcement personnel may assume responsibility for the situation (Emergency Director or designee will serve as liaison for the college)

ERT Action:  Notify staff at all off-campus sites: 300 Main (3107), Cargill (5138), Welding Shop (867- 4060)  Notify college staff in their respective areas of the buildings  Conduct a hallway sweep in assigned areas  Contact the Emergency Coordinator or 911 immediately  Escort people who are outside the building to a safe place within the building or ask them to leave the campus as quickly as possible  Notify off-campus sites of ALL CLEAR

SEXUAL ASSAULT

Action  Call 911 if the perpetrator is still be in the immediate vicinity  Help the individual to a safe place  Respect the individual’s confidentiality  Listen calmly without judgment  Do not question  Do not blame  Stay with the victim  Encourage the individual to take steps to preserve evidence o Contact the police o Go to an emergency room o Seek medical attention

Report the incident:  to an MCC Administrator  to authorities if victim is a minor (under 18)  to authorities if victim is an adult only if permitted by the individual

Support:  Call friends or family to stay with the individual  Contact mental health professionals or sexual assault hotline for support, counseling and information  Take no action

SUICIDE PREVENTION

Warning Signs:  Verbal: “I’m going to kill myself”, “I wish I were dead”, “I just can’t go on anymore”. Suicide notes or suicidal ideation expressed are often expressed in creative writing  Behavioral: Personality changes, crying spells, poor self-care, irritability, changes in appetite, decreased energy and inability to concentrate  Situational: Warning signs might include: recent loss or trauma, history or attempted suicide, depression, drop in academic performance.

Pills? o Have you ever tried to harm yourself in the past?  Vague and passive responses pose less risk-keep talking  Clear active and imminent responses pose higher risk-call 911  Stay with the individual  Offer to schedule an appointment with a counselor  Notify an MCC Administrator

DO NOT:  Leave the individual alone  Appear or sound shocked by anything the person tells you  Make promises you cannot keep or over-commit yourself  Attempt to provide therapy or counseling  Minimize the situation or the individual’s feelings by saying, “It will be much better tomorrow.”  Transport the individual to the hospital in your vehicle

Restrooms by Founders Room 303 & 304 (designated for those with disabilities); Restrooms 387 & 388 . Rooms 307, 308, 309, 328 & 329 o Elm Hall: . Restrooms 420 & 421 o 300 Main Street: . Snow/Blizzard Class Cancellation Procedure:  MCC holds classes if either Fort Morgan or Brush Public Schools is in session  MCC closes if both Fort Morgan and Brush schools close  MCC President and/or Vice President of Administration determines school closure  MCC Alert message sent via phone, email, and/or text  Messages posted on website, MyMCC, and social media  Notices posted on Denver-area TV stations and local radio stations Internal procedure: o President: Calls VP of Administration and Assistant o VP of Administration calls M&O staff and puts notice on MCC Alert. Division calling trees are activated if MCC Alert is not working. o President, VP of Admin, and President’s Assistant make calls to radio and TV stations utilizing respective closing codes o Student Services Rep puts the closure announcement on the phone system  For weekend closures: The President or VPs will notify Student Services rep to activate the TV and radio station notices, place message on the phone system, notify M&O, Library personnel and webmaster. An MCC Alert notice will go out and social media as available.

MEDICAL EMERGENCIES

Action  Make sure the scene is SAFE  First Aid Kits are located throughout campus. Gather kit if needed.  Check the patient: o Unconscious: Tap and shout “ARE YOU OK?” o Conscious: Ask , “What is the problem?”  If Unresponsive or appears seriously ill/injured: o Call 911 and get a First Aid Kit o Stay with the patient if possible o Tilt head back and lift the chin to open the airway o Look, listen and feel for breathing . If not breathing, give 2 breaths . If breathing, check for severe bleeding o Check for medial ID bracelet or necklace o Care for patient until help arrives  Report incident to MCC Administrator

Basic Care for Common Medical Conditions  Cardiac Arrest (no breathing or pulse) o Call 911 o Start CPR o Use an AED (turn ON and follow prompts) AED found in Aspen Hall and in Spruce Hall

 Chest pain or pressure/Fainting or near fainting/Stroke o Call 911 o Have patient rest comfortably, either in a sitting or supine position o Give nothing by mouth o Monitor airway, breathing and circulation (be prepared to start CPR) o Use an AED if needed (turn ON and follow prompts) AED found in Aspen Hall and in Spruce Hall o Keep patient warm

 Seizure o Clear area around patient o Place a pad under the patient’s head o Monitor airway, breathing and circulation (be prepared to start CPR) o Keep patient warm

 Diabetic o Have patient rest comfortably

24 Rev. 3/15 o If patient is awake and can swallow, give sugar by mouth, ie orange juice, soda (not diet) o If patient is unconscious, DO NOT GIVE ANYTHING BY MOUTH o Monitor airway, breathing and circulation (be prepared to start CPR)

 Trauma (Bleeding, Head, Neck or Back Injury, Extremity Injury) o Bleeding . Minor:  Use clean or sterile gauze or cloth  Apply direct pressure  Elevate extremity without causing pain or further injury . Severe: Call 911 and get First Aid Kit  Use clean or sterile gauze or cloth  Apply direct pressure  Elevate extremity without causing pain or further injury  If patient is pale, weak or dizzy, have them lie down  Cover with blanket or coat to keep them warm  Monitor airway, breathing and circulation . Suspected Internal Bleeding: Call 911 and get First Aid Kit  If no head, neck or back injury, have victim lay down  Elevate feet approximately 6-12 inches  Cover with blanket or coat to keep warm  Monitor airway, breathing and circulation o Head, Neck or Back Injury . DO NOT MOVE patient unless:  Necessary for opening airway (use a jaw thrust if you can)  Scene becomes unsafe . Ask patient not to move head . Hold or have some hold patient’s head in neutral, in-line position unless:  Moving to this position causes additional pain  Patient refuses to move head from current position o Extremity Injury . Keep extremity from moving . Splint extremity:  Use boards, magazines or available material  Immobilize area below and above injured area  Control bleeding with direct pressure
